About this file

This is a Questions and Answers document from the National Park Service Contracting Operations National office addressing contract structure clarification.

An offeror submitted a question regarding the dual submission of Statements of Work (SOW) and pricing sheets—specifically whether the contract would be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement or a Task Order arrangement, and which documentation should be used for proposal submission. The Government clarified that the contract will operate as an IDIQ with established labor rates for identified labor categories on the price schedule. Offerors must complete both the IDIQ Price Schedule and the Task Order Price Schedule. The labor rates established on the IDIQ Price Schedule will be enforceable upon contract award. The Task Order will be issued as the initial task order under the IDIQ and will be awarded concurrently with the IDIQ contract award.

IDIQ vs. Task Order SOWs and Pricing Sheets The attachments include both an IDIQ SOW and pricing sheet, and a Task Order SOW and pricing sheet. Could the Government please clarify the intended contract structure and indicate which SOW and pricing sheet we should use for our proposal and pricing?

Government Response: The contract will have established labor rates for the identified labor categories on the price schedule. Offerors shall complete both the IDIQ and Task order Price Schedules. Labor rates established on the IDIQ Price schedule will be enforceable upon contract award. The Task Order will be issued as the first task order of the IDIQ and will be awarded concurrently with the award of the IDIQ contract.
