About this file
This document specifies the evaluation criteria for Factor 5: Small Business Participation in a Department of Interior (DOI) federal contract acquisition. All offerors, whether large or small businesses, will be evaluated based on their proposed commitment to utilize U.S. small businesses as prime contractors or subcontractors. Small business offerors self-certified in SAM.gov receive maximum credit and require no supporting documentation. For all other offerors, the Government evaluates six specific areas: the extent of identification and participation of small socio-economic and Indian Small Business Economic Enterprise (ISBEE) subcontractors relative to total contract value; achievement of or exceeding DOI subcontracting goals; demonstration of substantive commitment through letters of commitment, joint ventures, or mentor/protégé agreements; identification of work types and variety performed by small firms; provision of detailed explanations and documentation supporting proposed participation; and compliance with FAR 52.219-8 requirements. DOI has established specific subcontracting goals: 45.87% for Small Business, 5% for Socio-Economically Disadvantaged Small Business (SDB), 5% for Women Owned Small Business (WOSB), 5% for Service Disabled Veteran Owned Small Business (SDVOSB), 3% for Historically Underutilized Business District Small Business (HUBZone), and 3% for Indian Small Business Economic Enterprises (ISBEE). Small business prime offerors will receive the maximum evaluation score for this factor. The Government will determine which offeror proposes the best value in terms of Small Business Participation based on the comprehensive evaluation of these criteria.
