About this file
This document is an Amendment (0001) to Solicitation 140P2125R0055 for an Audiovisual (AV) System Upgrades project at Everglades National Park. The amendment incorporates responses to 13 vendor questions submitted prior to 7/7/2025, clarifying various technical and submission requirements. Key clarifications include: acceptance of three 2-channel amplifiers instead of 8-channel amps, confirmation that Shure wireless mic charging stations and batteries are to be included, permission to submit multiple emails for large files, and confirmation that not all eight labor categories must be individually filled.
The solicitation involves upgrading AV systems for the visitor center theater, donation board, and multi-purpose room, with the government maintaining flexibility on contractor staffing and technical details. Vendors are allowed to visit the site at their own expense, though no official site visit is mandated. The government created the specifications and cost estimate internally, and will not modify the current NAICS classification. Closeout documents will be sent to the Contracting Officer's Representative office in Harpers Ferry, WV, which is unrelated to the project's physical location.

Answer: Three 2-channel amps is acceptable.
2. Should the Shure wireless mic charging station and rechargeable batteries be included with the wireless mic systems?
Answer: Yes.
3. Could the Government, please, clarify if the intent is to submit multiple emails - each referring to the specific Volume (e.g., VOLUME I - TECHNICAL CAPABILITY) and/or Factor (e.g., Factor B - Samples of Work) ----
For example:
Email #1: Solicitation Number 140P2125R0055 - EVER - AV System Upgrade; VOL I (Tech); Factor A (Technical Capability) and C (Facilities and Equipment) Email #2: Solicitation Number 140P2125R0055 - EVER - AV System Upgrade; VOL I (Tech), Factor B (Samples of Work) #1 Email #3: Solicitation Number 140P2125R0055 - EVER - AV System Upgrade; VOL I (Tech), Factor B (Samples of Work) #2
Answer: Yes. Multiple emails may be sent ONLY if files are too large to fit into each of the 4 respective volumes. If they are properly identified and reference the correct Volume, they will be evaluated as such.
4. Could the government, please, confirm if more than one vendor SME is able to attend the post-award site visit?
Answer: Yes.
5. As a Federal contractor, all of our contracts contain clauses that expressly prohibit photography of any/all equipment and/or government-owned facilities. Will the government accept contact information (i.e.., phone # and email address) for Contracting Officer(s) and/or Contracting Officer's Representative(s), in lieu of the requested images?

Requests for Information (RFI) for Solicitation 140P2125R0055: EVER – AV System Upgrades
7. Could the government, please, confirm if vendors may propose a single resource to serve in multiple roles (as specified by the solicitation) -- i.e., a Project Manager that also serves as our Systems Designer, Draftsman, Lead/Chief Installation Technician, Shop Foreman, and Shop Fabricator?
Answer: That is up to the offeror. Please bear in mind that effective and timely management of these key positions are key contractual requirements.
8. Could the government, please, confirm that all eight (8) labor categories are not required to be individually filled for this solicitation?
Answer: Not all of the labor categories are required. Offerors’ price sheets should reflect only what they would assume is required.
9. Will the Government allow a site visit before 7/24?
Answer: A site visit is not required for this project. However, firms may visit the site at their own expense and leisure and will be separate from the Government. Any costs or time incurred doing so is solely at the contractor’s discretion. POCs at the location will not be available to accommodate visits or answer any technical questions pertaining to the solicitation.
10. Will you consider changing the NAICS to an employee count for small business, e.g. - 750 employees or less?
Answer: The Government has taken this into consideration and does not wish to change the NAICS at this time.
11. The specs mention Harper Ferry in WV. Is that a basis of design or reference point for the Everglades project?
Answer: Harpers Ferry, WV is where the COR office is located and has no bearing on the EVER project other than where closeout documents will be sent once the project is completed.
12. Who put the specifications together?
Answer: Specifications are put together by the Government’s technical personnel.
13. Did an incumbent contractor compile the cost estimate form or is that the government’s document?
