Description of Amendment/Modification Wayside Exhibit Planning, Design, and Fabrication
Services for Big Thicket National Preserve
The purpose of this amendment is to extend the proposal due date and respond to questions received by the date and time specified in Solicitation Number 140P2124R0043 – Wayside Exhibit Planning, Design, and Fabrication Services for Big Thicket National Preserve. The government response is provided below each question.
I. The proposal due date is extended from 10:00 AM ED on July 23, 2024 to 10:00 AM ED August 1, 2024.
II. Responses to the questions follow:
1. Section 3.2 – Wayside Exhibit Proposal
a) The solicitation notes “finalize Attachment M, Starter Proposal, for up to fifty-two (52) wayside interpretive exhibits”. The Starter Proposal only has (49) exhibits identified, is that all there is or should there be (3) more to equal (52) total? If so, are the other (3) going to be unique or will they be duplicates of current exhibits identified in the Starter Proposal?
RESPONSE: There should be 62 panels total which includes 52 unique panels to be designed and 10 duplicates. There are 49 wayside exhibit locations, which may have two or three panels.
b) What are “tactile references”? Can you please give detail to that?
RESPONSE: Tactile references relate to the Attachment N, Tactile References, April 2024, PDF, 1 Page. This attachment is to communicate the intent behind the tactile models to be developed.
2. Section 3.7 – Maps
a) Section 3.7.2 says to “Create up to eight (8) 2D, area-specific trail maps”. Our count going through the Starter Proposal came to (19). Are you looking for (8) unique 2D trail maps to be created that will then be duplicated and identified with unique You Are Here markers to get to a total of (19) maps, or are there to be (19) unique maps created?
RESPONSE: Yes. Only eight (8) unique 2D area-specific maps are needed, which can then be repeated throughout as necessary with unique You Are Here markers to differentiate. There are some areas with multiple trailheads in a nearby vicinity.
b) The proposal notes that you are looking for 2D maps, but many of the samples provided in Attachment L are actually 3D/oblique maps. Can you clarify as to what style the park is actually looking for? 2D or 3D?
RESPONSE: The Park is looking for 2D maps.
c) Will the government or park be providing the access data for the new maps to be created? Or is this on the offeror and cartographer to get this information? If the data will be provided by the government, can you confirm it will be in a GIS environment versus the cartographer needing to digitize from print sources?
RESPONSE: The Government will be collecting and providing the access data for the new maps.
d) For the existing park map that needs edits made, will the park provide an Adobe Illustrator file with placed layers?
RESPONSE: Yes.
e) Will the cartographer need to provide a trail elevation analysis as part of the individual trail maps or other accessibility graphics? Or are they strictly doing maps?
RESPONSE: No, the Cartographer will not need to provide a trail elevation analysis, this will be performed by the Government.
3. Section 3.9 – Illustrations
a) It is defined that there will be (3) new illustrations to be completed. According to the starter proposal that should be exhibits 1,6, and 29 but it also looks like exhibit 48 will require new art, making the total (4). Is this correct?
RESPONSE: Stock photography shall be used for Exhibit 48.
If so, this would be another full panel color illustration depicting Saltwater Barrier and its animal habitats, correct?
RESPONSE: See above.
4. Section 4.3 – Tactile Elements
a) Tactile elements are all spec’d as bronze within the solicitation but within the Starter Proposal, there are links and callouts to premade (not bronze) elements and to purchase (5) of each.
Are these just for reference for the Model Maker? Is the park planning on using these elements instead of bronze tactiles?
RESPONSE: The tactile elements shall be bronze. Offerors may propose a different material.
5. Section 4.4 – Base Hardware
a) Should all bases get cane detection bars? Does this include the pedestals for the tactiles?
RESPONSE: Yes, all bases shall have cane detection bars.
b) Powdercoating is an NPS accepted alternative to painting. Is a textured Powdercoat finish acceptable for this project?
RESPONSE: Yes, this is acceptable.
c) Section 4.4.5 states “tactile pedestals”. Does each tactile need its own base to sit on, next to the wayside base? Or will they mount onto the panels?
RESPONSE: It is preferred that the tactiles rest on a pedestal for accessibility.
o If a separate base is needed, does the park have any images or descriptions of what the base should look like? Accessibility guidelines state that “flat-mounted or tabletop exhibits to be touched or closely approached…shall allow for a clear knee space that is a minimum of 36 inches wide and 27 inches clear height above the floor surface.”
RESPONSE: The Park does not have images or descriptions of what the base should look like.
6. Section 11.0 – Warranty
a) The solicitation specifies a 10-year warranty period. Is that for all materials of an exhibit (panels, frames, bases, tactiles, etc.)? Section 4.2 does specifically call out that 10-year warranty for the panels but nowhere else in the solicitation does the warranty come up for other elements.
RESPONSE: The 10-year warranty period applies to all elements of the exhibit.
o A 10-year warranty is a non-standard warranty for several pieces of an exhibit which would mean an increase in price to cover the warranty period. Is that acceptable?
RESPONSE: Yes, that is acceptable.
7. Section 23 – Evaluation Factors
a) Section 21.1 – Volume I – Technical Capability (numbering went backwards)
• Under 23.0 Evaluation Factors, it says that Factor A - Samples of Work is limited to 25 pages.
However, 21.1 A – Factor A: Samples of Work says that it is limited to 35 pages, which one is correct?
RESPONSE: Limited to 35 pages for this solicitation.
• Factor A lists out the necessary details for each sample project provided:
o Project Details o Planning Documents (2 documents per sample) o Layouts (2 layouts per sample) o Production folder (1 screenshot for 1 sample) o Audio Descriptions (quantity unknown* for 2 samples) o Illustrations (quantity unknown* for 2 samples) o Fabrication Drawings (3 drawings per sample) o Images (1 image per sample) o Bilingual Layouts (2 pdfs for 1 sample) o Tactile Models (2 tactiles for 2 samples) o Cartography (2 maps for 2 samples) That is a lot of details to provide which will most certainly exceed 25-35 pages. If the offeror provides you with the minimum (3) project samples of work and you are asking for (2) planning documents for each sample, that is a total of (6) planning documents. Do you really need that many planning documents or do you just want to see (2) planning documents in total? The same thing applies to the Layouts, Audio Descriptions, Illustrations, Fabrication Drawings, Bilingual Layouts, Tactile Models, and Cartography. *Audio Descriptions and Illustrations do not have a specified quantity of examples. Are you looking for a specific number of examples
– if so, how many?
RESPONSE: It is fine to provide only (2) planning documents in total. We are looking for at least (2) examples of Audio Descriptions and Illustrations.
o If you need to have exactly what is spelled out in the solicitation, can certain details be combined? For example, in the layouts provided can it be a layout showing bilingual text or perhaps contain a map on the layout? Does that count as supplying both Layouts/Bilingual Layouts or Layouts/Cartography? Or do these all need to be separate sections with no repeating layouts used?
RESPONSE: Yes, that is an acceptable approach. As long as the elements can be clearly reviewed for accuracy.
8. Section 21.2 – Volume II – Management Capability
a) Section 21.2.1 specifies the proposed personnel roles for this job. Model Maker is not a part of this list even though the job is requesting bronze tactiles to be produced. Should the Model maker be a required proposed personnel role for this proposal?
RESPONSE: The Model maker is not a “required” role. Offerors may propose additional personnel as they deem necessary.
9. Section 2.5 (Meetings, Travel, and Presentations): What are the expectations of the Project Manager with the 1-day shop inspection? What if more than one vendor/subcontractor is being used, are there multiple visits required?
RESPONSE: The Project Manager shall review the tactile prototypes, and the progress of the panels and base hardware. There will only be one visit scheduled, unless it is determined others are needed.
10. Section 3.5 (Bilingual Text): Is the contractor responsible for incorporating Spanish language on all panels or only select ones? Is it expected the entirety of a panel is direct-translated, or rather certain words/phrases reflecting intent?
RESPONSE: The offeror is responsible for incorporating Spanish language on all panels. It is expected for the entirety of the panel to be direct-translated.
11. Section 4.2 (Panels): It asks for up to 62 waysides, but in Section 3.2 (Wayside Exhibit Proposal) it asks for up to 52 waysides. Does this difference in quantity simply account for the 10 duplicate panels?
RESPONSE: Yes.
12. Section 23 (Evaluation Factors): Are there any budget caps, either for the project as a whole or for production? If so, what does the production budget include?
RESPONSE: The offeror shall determine the budget for each phase of the project.
13. Section 23.1 (Volume 1- Technical Capability): Is Factor A of Volume I limited to 35 or 25 pages?
There is contradictory information in Section 23 (Evaluation Factors).
RESPONSE: Limited to 35 pages for this solicitation.
