Description of Amendment/Modification

Wayside Exhibits

Removal and Installation Services for San Antonio Missions National Historical Park

The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2124R0009 – Wayside Exhibits Removal and

Installation Services for San Antonio Missions National Historical Park. The government response is provided below each question. The solicitation Scope of Work has also been updated to reflect answers given to numbers 28 and 37.

The following questions were received:

1. On page 4, section 3 the solicitation says: “Contractor is responsible for removing and recycle shipping containers and packing material,” but I did not see where it says whether or not the contractor is responsible for disposal of removed waysides. If the contractor is responsible for disposal of the existing waysides, does the park have a maintenance yard where the exhibits may be stored until we are ready for disposal or alternatively, could the contractor have a dumpster delivered and placed in the maintenance yard to be removed once the contractor is completed?

RESPONSE: Yes. Huizar warehouse yard.

2. Will there be an archeological monitor on site while the contractor is digging? If so, we will write in assumptions about what this means for timing.

RESPONSE: The park will be responsible for all archeological monitoring. Park will identify locations where archeological monitoring is necessary. Contractor will be responsible for coordinating with park staff when working in those identified areas.

3. For removal of existing in ground waysides, can we assume that digging below grade and cutting of the wayside legs a couple inches below grade is acceptable? This will mean the concrete footings will remain under ground. If the park wanted the concrete footings removed, it would require equipment rental and significantly more time on site.

RESPONSE: Remove all footings and fill with base, if removal has potential for structure damage further onsite consultation required.

4. Can the contractor assume that all surface mount exhibits have existing concrete or sidewalk to attach the waysides? In attachment B Proposal, there were some waysides called out as surface mount that appeared to be placed in earth (ex 041 for example) with a note that a concrete bump out would be poured.

RESPONSE: placed in earth as shown.

5. Will there be a map provided by the park that shows all the new exhibit locations?

RESPONSE: Please see Attachment_B_Proposal for reference of general locations.

Locations will be verified before installing in coordination with park staff. All locations ae in the plan.

6. What days and hours are we allowed to work, so that we don’t disrupt church services or visitors?

RESPONSE: Monday- Friday 8:00am – 4:30 pm

7. We would plan to complete the project in March and April. Are there any special events that may prohibit us from working or being on site during that period?

RESPONSE: Negative. However, that is a very busy time for San Antonio and the park.

Nothing that would prohibit being on-site. There may be a large event at mission San

Jose early-mid April primarily in the evening. Coordination can resolve any potential conflicts.

8. Where will we be able to set up a secure staging area so we can organize the new markers?

RESPONSE: Huizar Yard

9. Will we have on-going (24/7) access to the secure staging area?

RESPONSE: Access will be granted to an outdoor yard in front of the storage warehouse. Access to warehouse is limited to NPS staff.

10. We are assuming the exhibit bases are located where they were shipped. Is that correct? And if so, is this a suitable working area that we can claim as ours to use while on the job?

RESPONSE: Yes, the exhibit bases are located at the park. As for a space to claim exclusively for assembly.. See above.

11. Will a 10-ft UHaul box truck be able to physically access all sites, or will there be locations where the exhibit bases will need to be transported for a distance by other means? What other means may be required?

RESPONSE: Truck/Trailer access is limited to the public, driveway/vehicular areas.

Dollys/handcarts, small utility vehicle could be used to bring equipment to install locations none of which are more than 200 meters walk from parking areas.

12. Do you have guidelines for proper disposal of the removed signs and rubbish?

RESPONSE: Yes, we do have guidelines for proper disposal of removed signs.

13. What soil conditions may we expect?

RESPONSE: Varies dependent on weather.

14. Are there any restrictions on tools and equipment? Example: hand tools only

RESPONSE: No

15. Is bagged concrete mix for posts required to be mixed with water and poured

(requiring bracing), or can the concrete mix be dry-tamped into the holes?

RESPONSE: Can be dry tamping concrete, provided that concrete strength meets specification of the concrete mix. Ensure protection of frame while curing is ongoing.

16. For the wayside at Rancho de las Cabras, will an NPS staff member need to escort us and be on site while we’re at that location?

RESPONSE: Yes, communicate with the COR who will work with park staff and they will escort and monitor.

17. Does this project require a Safety Plan?

RESPONSE: Yes- Accident Prevention Plan (APP) nested in the company’s overarching

Safety Plan or Safety Program. APP describes how the safety implementation for this project and how they will address/mitigate specific hazards, etc., associated with this project.

18. In considering on-site labor, are there any subcontractors that San Antonio would recommend as good resources? Someone they have worked with in the past and would make a good set of extra hands?

RESPONSE: No.

19. After the kick-off meeting at the park, will someone from the park staff be able to spend the first day with us taking us from site to site and pointing out any particulars we need to be aware of?

RESPONSE: Yes

20. Section #1 “The mission churches are still active today.” Will the contractor be coordinating directly or indirectly with church clergy or other staff, or is the installation coordinated only with NPS?

RESPONSE: Solely NPS.

21. Section #3 “Contractor is responsible for removing and recycling shipping containers and packing materials.” Does this include the removed exhibit elements?

22. Section #6 Will the COR entertain the possibility of inspecting installation at the four missions separately to minimize the time between final installation and review?

23. Section #7, Payment Schedule. Is the government willing to make an advance payment to cover travel costs?

RESPONSE: No. The government will need to receive a deliverable before payment can be made.

24. Will a close-out meeting be required?

RESPONSE: A final walk-through of all sites is required before closing out the project.

25. Attachment B, Page 15 - Site preparation notes removal of bush to the right of existing markers. Whose responsibility is it to remove the bush? If it is the contractor’s responsibility, where do we put the bush after removal? What species is the bush?

RESPONSE: Site conditions may have changed. Park can assist with brush removal if necessary.

26. Attachment B, Page 71 - Site preparation notes removal of an existing bench.

Whose responsibility is it to remove the bench? If it is the contractor’s responsibility, will it be repurposed or will the contractor need to dispose of the bench after removal? Will the contractor be required to reinstall the bench elsewhere?

RESPONSE: NPS will remove the bench.

27. Attachment C - From the photos, several markers appear to be embedded in concrete pad(s)—more than just around the legs. Is it acceptable to cut the aluminum legs off below the surface and patch the holes? Or, does the entire concrete pad need to be replaced?

RESPONSE: Yes, cut 4 inches below grade to remove legs, and fill with new concrete to grade.

28. Attachment C - Some markers are bolted to stone or brick. If a marker is removed and a new marker is not replaced in the exact location, is it the contractor’s responsibility to repair the stone or brick? Are replacement stones or bricks available?

RESPONSE: Small changes to scope. DO NOT install #003, #004.#005 #006, #007, #008. Park will install these themselves after additional compliance.

29. Disposal of old signs? I am assuming nps.

RESPONSE: No. The Contractor is responsible for disposal.

30. Reuse any of the old signs or old sign components?

RESPONSE: All signs and component shall be new, coordinate if not available.

31. Concrete new bases into place?

RESPONSE: See Attachments, and Shop Drawings for each type as they differ.

32. Any engineering required?

RESPONSE: No, see Attachments, and Shop Drawings.

33. Skid loader ok for install?

RESPONSE: To help protect landscape tracked skid steer ground protection mats will be recommended. The protection mats will bend as needed while providing the proper level of resistance to prevent balling up underneath your equipment.

34. Water on-site?

RESPONSE: Yes.

35. Work hours allowed?

RESPONSE: M-F 8:00-4:30

36. Who is responsible for missing or damaged components?

RESPONSE: The Contractor will be responsible for any damage to panels or bases while installing. The Park will be responsible for any missing components.

37. So they expect utilities in locations?

RESPONSE: Not all sites require digging, but in the event there is digging to locate underground utility lines, before you dig, call 811 or (800) 344-8377. 811 is used locating electric and natural gas lines, as well as cable and phone lines.

SAWS will only locate sewer/water mains in the street/alley (City ROW) or up to the property line. All communications must be made by emailing: locates@saws.org.

To locate lines on property, please contact a plumber.

38. How long have the signs and bases been in storage?

RESPONSE: The wayside exhibit bases and panels have been in storage since 2022.

39. Where have they been stored? Inside or outside?
