Removal of Impacted Soil at Alder Camp Road Firing Range

Attachment 4a: Clarifications 1 - 19

Redwood National Park

Clarifications 1 – 19 for Solicitation #140P2124R0008

Amendment 1 posted on 1/23/24

Site visit was held on 1/11/24; the list of attendees is on the final page of this document. It was convened by NPS staff of Redwood National Park, who said, “Thank you all for your attendance at this site visit and your interest in this CERCLA response action at the Alder Creek Camp former firing range. Sarah Welch, the Contracting Officer and source selection authority for this project, couldn’t join us today.

I hope you have had a chance to review the solicitation, Statement of Work, and additional reports. The purpose of today’s meeting is to show you the site and for you to become familiar with the logistics of working here. We do not intend to review the RFP or SOW and will take only limited verbal questions related to the site.

A few administrative details:

Please register on the sign-in sheet and indicate if you are a potential prime or sub-contractor. You may also leave a business card. The list of attendees will be published in a solicitation amendment that will be posted at SAM on about January 23.

Restroom facilities are not available at the site.

Please refrain from side conversations during the tour. We’d like everyone to hear the same information.

After this introduction, we'll caravan to and park at the site. I will then lead the group on a walking tour of the site to show you points of interest related to this work. After the group tour is done, you’re welcome to remain onsite to look at any areas more closely, take measurements, etc. Ground disturbance is prohibited.

Reminders about the solicitation:

Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at SAM.gov.

As previously mentioned, we will take only limited questions during this site visit.

Submit all questions to Contracting Officer Sarah Welch, ideally referencing the particular section of the SOW or RFP. Questions received by 3:00 pm PT on January 16 will be answered in an amendment posted at SAM approximately a week later. As mentioned earlier, it will include notes from the site visit and a list of attendees.

We encourage you to thoroughly review Sections L and M of the solicitation, which describe our evaluation process, define the evaluation factors, and include detailed instructions about what to include in your proposal and how to submit it.

Proposals are currently due on February 6 at 11:00 am PT unless extended by amendment.

This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses.

Questions from prospective offerors received by 1/16/24

1. SOW 7.3.1 directs the bidder to the NTCRAWP for additional details on the location of the in-park source of government-furnished soil 20 miles south. We were unable to find additional details of the soil borrow site in the NTCRAWP to calculate loading and hauling costs. Please provide the specific location, site access, any working hour restrictions, if the soil is already loose or bank CY, etc.

a. NPS has located 750 CY of material that can be used within 3 miles of the site at 41°31'30.44"N, 124° 2'50.43"W. Use this material first. The rest of the material is 20 miles away at 41°16'24.02"N, 124° 4'17.66"W behind a locked gate for which NPS will share the access code. There are no restrictions other than those listed in the contract for either site. In both cases soils are loose.

2. SOW 7.2 directs the Contractor to consult with the REDW POC, who will get input from the NPS restoration ecologist, hydrologist, and geologist to recontour the Site to blend with surrounding contours and to restore overflow channels and bring the surface of excavated areas to the desired grade. Is the Contractor expected to incorporate the NPS site restoration input into an engineered grading plan?

a. No, there just may be someone on the site who gives some general direction to avoid oversteepening etc. We do not expect that this will be an extensive operation.

3. What are the chemical and geotechnical requirements for the imported soil in Option B?

a. See DTSC Information Advisory Clean Imported Fill Material Fact Sheet | Department of Toxic Substances Control (ca.gov)

4. Please provide a list of NPS-approved sources of soil in Option B.

a. NPS does not have a list of pre-approved soil sources. Weed-free is the most important requirement and we prefer for soils to come from Del Norte or Humboldt counties. If they come from out of state or other areas, then the truckloads need to be covered during transport to eliminate risk of seeds being blown/dropping onto loads.

5. If no approved sources exist, what are the required criteria for a soil source to become NPS-approved and how long does that process take?

a. An NPS invasive species coordinator or other qualified specialist (botanist, range specialist, etc.) will inspect proposed fill material sources to determine weed-free status. Materials found to contain prohibited plants or seeds will be not be approved. The contractor would then be required to find an alternative source, requiring subsequent NPS inspection. Timeframe for inspection will be dependent on contractor submittal of proposed source(s) and their distance from the park.

6. Are there compaction requirements for Site Restoration grading activities described in S.O.W. Section 7?

a. No compaction is required beyond what occurs during placement of the materials.

7. NTCRAWP Section 6.2.5 identifies Dry Creek Landfill in Jackson County, Oregon as the anticipated landfill to used. Soil in CLINs 6 & 7 will not be acceptable at this landfill. Does NPS have a list of approved hazardous landfills to be used for these CLINs?

a. No; NPS does not maintain a list of such landfills.

8. What is the EPA Hazardous Waste Number for the RCRA hazardous soil to be disposed of under CLIN 6? For example, lead is D0008.

a. NTCRAWP Section 6.2.5 requires the contractor to collect samples “necessary for use in waste designation”. We do not have an EPA number.

9. What improvements can be made to the site access road, and do these improvements need to be removed after construction is completed?

a. Road base crushed rock ¾" to 1-½" diameter can be placed on the dirt access road. It does not need to be removed.

10. A potential vehicle and equipment staging area on a paved surface was identified during the site walk, please identify location.

a. NPS access road located at 41°30'35.10"N, 124° 4'32.09"W. This road connects to Alder Camp Road, running parallel along the west of Alder Camp Road. A 200-foot long segment of paved surface that dead ends at an NPS gate to the south may be used for vehicle and equipment staging. Staging is not allowed to block Alder Camp Road.

11. Per NCTRAWP section 6.2, due to the restricted, small working area at the firing range, will the NPS allow off-haul trucks to be loaded on the shoulder of Coastal Drive where it intersects the access road? In our opinion, semi-end dump trucks cannot easily turn around in the firing range area.

a. With appropriate contaminated soil containment and traffic control, it would be acceptable to load on the shoulder of Alder Camp Road where it intersects the site access road. Note that Google Maps and other map software often mislabel Alder Camp Road as Coastal Drive. The gated dirt access road to the site is located off Alder Camp Road. Alder Camp Road cannot be closed to traffic in both directions. Alternating one way traffic control would be required during loading operations.

12. Where are potential potable water sources?

a. Contractor is responsible for providing potable water as needed. The communities of Klamath and Orick have water districts that can sell potable water.

13. Will the construction site be closed to the public?

a. Redwood National Park will issue an official closure of the site access road and remediation site. Alder Camp Road will remain open to the public.

Therefore, the closure does not prevent the public from inadvertently entering the site. Contractor shall post a sign indicating “Active Construction Zone.

Closed to Public” near the entrance or on the gate, and close and lock the Site access gate outside of active construction hours.

14. There seems to be an error on Form 3 for the “Load, transport and place NPS-furnished soil (~7,400 CY).” The other bid documents only show 1,225 CY of borrow soil is to be hauled and placed at the Redwood Site. Please clarify.

a. You are correct; CLIN 2 Row 13 in Form 3 has the wrong quantity of soil.

Please revise it to read “Load, transport and place NPS-furnished soil (~1,225

CY).”

15. Is there a specific bid bond form you would like us to use? Also 10% of bid amount?

a. See Page 35 of the RFP, which includes a list of the required proposal contents, including details about the bid bond in Part II #8.

16. Are there any liquidated damages?

a. No.

17. Owner to be listed on the Bond: NPS, WASO – WCP Contracting, P.O. Box 25287 MS WCP, Denver, CO 80225?

a. Yes, this is an acceptable owner for the bid bond.

18. Name of Solicitation: Removal of Impacted Soil at Alder Camp Road Firing Range Redwood National Park or Conduct NTCRA under CERCLA at former firing range?

a. On the bid bond, identify the project as “Removal of Impacted Soil at Alder Camp Road Firing Range at Redwood NP.”

19. The Small Business Administration (SBA) recently implemented final rules regarding status as a Service-Disabled Veteran-Owned Small Business (SDVOSB) concern to be eligible for an award under the Service-Disabled Veteran-Owned Small Business Program (SDVOSB Program). Beginning January 1, 2024, to be eligible for an SDVOSB set-aside award, a concern must -

● Be designated as an SBA-certified SDVOSB in SBA’s Veteran Small Business Certification (VetCert) system at https://veterans.certify.sba.gov/, or in SBA's Dynamic Small Business System (DSBS) at https://dsbs.sba.gov/search/dsp_dsbs.cfm; or

● Have both represented that it is an SDVOSB concern in SAM.gov and submitted a complete application for certification to SBA on or before December 31, 2023. Under 13 CFR 128.200(c)(1), any small business that has submitted a complete certification application to SBA on or before December 31, 2023, is eligible to self-certify for service-disabled veteran-owned small business sole source or set-aside contracts (other than VA contracts) until SBA declines or approves the concern's application.

However, NPS has not yet adopted CAAC Letter 2024-02, CAAC Consultation to Issue a Class Deviation From the Federal Acquisition Regulation (FAR) Regarding Certification of Service-Disabled Veteran-Owned Small Business Concerns, so the eligibility determination for this acquisition will be based on the verbiage in FAR 19.1403(b) through (d) (FAR edition dated 1/22/2024).
