DESCRIPTION OF AMENDMENT/MODIFICATION

THEREFORE:

A. The submission of proposals is extended FROM: 10:00 AM EST on December 7, 2023 TO: 10:00 AM EST on January 4, 2024

B. Addendum 3.0 Additional Clauses Incorporated by Reference is modified to include FAR 52.204- 30, Federal Acquisition Supply Chain Security Act Orders – Prohibition (DEC 2023).

C. The following questions were received in response to the above referenced solicitation. The government response is provided below each question.

1. Does the NPS plan to release wayside projects under this IDIQ?

RESPONSE: These IDIQ contracts are for Museum Interpretive Exhibit Planning, Design and Fabrication which does not include Wayside Exhibits. The government anticipates issuance of a future solicitation for Wayside Exhibit services.

2. Is it possible to team with multiple potential design partners for this IDIQ?

RESPONSE: Contractors may propose multiple design partners for this IDIQ contract.

Identify the name of the individual proposed, their role in the contract, and whether they are a member of staff or a subcontractor.

Additionally, the fixed labor rate proposed will be the same for each individual proposed for that labor category. NOTE: Under a task order, contractors may propose a lower rate, but you cannot exceed the fixed labor rate.

3. If we can team with multiple potential design partners, shall we stick within the page limitations on each volume for all partners combined or can the limitations reset for each partner presented?

RESPONSE: The page count for Key Personnel is limited to 2 pages per resume with no overall page limit.

4. Samples of work requirements ask for 3-5 projects for which the offeror was the prime contractor. If we are submitting with multiple potential design subcontractors with whom we have not performed a design-build project within the last 7 years, can we submit samples in which our design subcontractor was the prime?

RESPONSE: Yes, you may include projects where the subcontractor served as the prime contractor for a project, provided the work was completed by the key personnel proposed to perform the work under this contract.

5. Will NPS accept a project that is currently in fabrication but not yet installed as a project sample?

RESPONSE: No, sample projects shall demonstrate Planning, Design, Fabrication, and Installation of completed exhibit projects.

6. If the prime fabricator & subcontractor (exhibit designer) are using the same reference, are both firms required to submit the PPQ separately?

RESPONSE: Yes, they are each required to submit past performance separately noting the key personnel to be evaluated with the work they performed on the project. Each past performance questionnaire will be used separately for evaluation purposes.

7. On Page 4, line (23) Videographer – should this line include the hourly cost of a standard 4K camera package, in addition to videographer labor, or just the labor?

RESPONSE: Offerors shall include the videographer labor and inlcude other costs as a separate line-item cost.

8. Re Attachment 16, Past Performance Questionnaire, should we (the proposer) fill out the section entitled “Type of Services Performed (Activity)”, or leave that for our reference?

RESPONSE: The offeror shall include all information on Page 2, including the Types of Services Performed. The evaluator will complete Page 3, and Page 4, if necessary.

9. Under Factor 1: technical capability / samples of work: The offeror shall provide a minimum of three (3), but no more than five (5), Planning, Design, Fabrication, and Installation exhibit projects produced within the last seven (7) years for which the offeror was the prime contractor. To the greatest extent possible, all samples shall relate to the proposed key personnel submitted under this contract.

Can we submit the samples of work of our subcontractor or is it necessary to be prime samples?

RESPONSE: Yes. Samples shall demonstrate the ability of the proposed key personnel to include both prime and subcontractors.

10. A certified value specialist is listed as a technical service. With the IDIQ including complete fabrication, is the inclusion of a CVS needed? Fabricators provide their own costing and pricing. As a design build, the contract value would not appear to need to have third party cost estimating and value engineering since all design efforts are the basis for the final project costs directly within the contract.

RESPONSE: Yes. Projects often require a formal Value Analysis (VA) to be conducted by a Certified Value Specialist (CVA) to assess best value of alternatives proposed to fulfill the project budget.

11. If 3rd party cost estimating is required, can the certification for CVS be waived for the cost estimator? CVS certification is almost unheard of in exhibit fabrication. This certification is found in general construction, not in the highly detailed and industry-specific world of exhibit fabrication. Proposer can provide extensive experience in cost estimating specifically for exhibits.

RESPONSE: A Certified Value Specialist (CVS) certification is required.

12. As a design/build IDIQ, some independent designers and fabricators may wish to partner in their contract and proposal. In this regard:

a) Must one design team/one fabricator be on the team or can multiples of either be included?

RESPONSE: Multiples of either can be included. The prime contractor, whether designer or fabricator, may include a number of independent designers and/or fabircators as subcontractors. The coordination of various independent contractros must be reflected in the management plan.

b) If a designer/fabricator combined team is being proposed, will the IDIQ be awarded to a single contractor or are there other contractual instruments that NPS may wish to engage?

RESPONSE: The contract will be awarded to the Prime contractor submitting the proposal.

c) Would there be formal arrangement to sub-contractors to the prime contractor from a government contracting perspective, or will a sub-contractor’s relationship to the prime contractor be outside of a formal, single contract with NPS?

RESPONSE: The arrangements will be between the prime contractor and their sub-contractors. The prime contractor will work with the government; subcontractors will be required to include the prime contractor with all communication with the government.

d) Is there preference to a designer or fabricator being the prime contractor?

RESPONSE: No.

13. For volume 1, factor 1, samples: For teams that are comprised of separate companies for design and build, does NPS want 3-5 samples of each of their respective work or in total?

Page limits to 60 pages may be difficult if complete factors 1-3 for each contractor/subcontractor are to be fully expressed.

RESPONSE: Offeror may submit 3-5 samples in total which demonstrate the ability of the proposed key personnel to manage, plan, design, fabricate and install both indoor and outdoor museum-quality exhibits as defined in the solicitation.

14. Addenda 1.0: submission instructions: “Offerors may send multiple emails if needed due to size limitations.” Is there a limit to how many emails can be sent?

RESPONSE: There is no limit on how many emails can be sent. The contractor should identify the number of emails submitted to the government in response to the solicitation. All emails must be received before the closing date and time specified. It is the contractor’s responsibility to ensure all emails are received before the closing date and time specified.

The government will not be responsible for notifying offerors of incomplete information prior to the closing date and time.

15. Instructions to Offerors, d. Submission of Proposals: Here it states, “In the event files are over 20 MB, offerors shall submit a single, multi-platform USB Flashdrive” The proposal also states in Addenda 1.0 “Offerors may send multiple emails if needed due to size limitations.” If all files are sent in multiple emails, is a flashdrive still required?

RESPONSE: A flashdrive is not required if the contractor is sending multiple emails.

16. Instructions to Offerors, n. Proposal Volumes, Volume III – Past Performance: Page limit is stated as 5 pages, however, each questionnaire is 2 to 3 pages. Are questionnaires not included in the page count? Or can the page limit in this volume be increased to allow room for up to 3 references plus any subcontractor references.

RESPONSE: The 5-page limit is for each Past Performance Questionnaire.

17. Volume I, Factor 1, A. Subfactor 1, 3. Project Images: It is stated “Each image shall be clearly identified in the file name.” Should project images be emailed as separate attachments or may they be included within pages of the Volume I document.

RESPONSE: Project images shall be included within pages of the Volume I document.

18. Volume I, Factor 3, C. Subfactor 3 – Key Personnel Samples, Audio Visual Producer: Since hyperlinks will not be evaluated, what file types are acceptable for the Audio Visual Producer samples?

RESPONSE: Any standard industry media file types.

19. If the prime fabricator & sub-contractor (exhibit designer) are using the same reference(s), are both firms required to submit the PPQ separately?

RESPONSE: They are each required to submit past performance separately noting the key personnel to be evaluated with the work they performed on the project. Each past performance questionnaire will be used separately for evaluation purposes.

20. The RFP says that this is a 5-year contract with an additional option to extend 6 months.

However, in the period of performance listed on page 2 of 93 of the solicitation it lists 10/24/2023 to 3/31/2024.

Please clarify the anticipated duration / period of performance for the contract.

RESPONSE: The date referenced on Page 2 of 93 in the solicitation is the anticipated one-year period of performance. In the awarded contract, the actual period of performance for all five years, and the optional 6-month extension, will be identified.

21. For Volume II the sample task order pricing, should we be using the estimated hours for the roles called out on page 70 of 93 of the solicitation?

RESPONSE: The Estimated Hours/Costs referenced on Page 70 are a benchmark that will be used for evaluation purposes only and will be applied for all five (5) years and the optional six (6) month extension.

22. For Volume III Past Performance the request is for three (3) references however it is stated on page 55 of 93 of the solicitation that there is a (5) page limit to this volume. Can this limit be either expanded or eliminated given the fact there may be PPQ forms for the Prime and multiple subcontractors? Should each firm provide three (3) or is there a limit to the number of PPQ forms for this section we should be adhering to?

RESPONSE: The 5-page limit is for each Past Performance Questionnaire.

23. Do all subcontractors on our team and included in our proposal need to supply the Past Performance forms? We thought we would include Fabricator (Prime), and Subs for Design, and Writing. Are there any other critical subs/roles on the contract that you would like to see the past performance reviews for?

RESPONSE: The contractor shall provide Past Performance Questionnaires for all subcontractors proposed.

24. For the project examples, we have one partner where they have been the Prime for (2) of the project examples, we have been the subcontractor, but they have been design-build projects.

May we go ahead and include these projects since they show a history of working together?

RESPONSE: Yes, as long as samples do not exceed 3-5 samples or page limit of 60 pages.

25. Are we allowed to submit 2 separate proposals and partner with two different design firms that focus on different types of projects?

RESPONSE: You can submit different subcontractors to partner with (more than one design firm) under your proposal. Do not submit separate proposals.

26. Will you be accepting partial submissions from subcontractors who wish to be a part of this IDIQ, or will you only accept total project submissions?

RESPONSE: We will not be accepting partial proposal submissions from subcontractors wanting to participate in the IDIQ. If you wish to participate as a subcontractor, you can reach out to other interested vendors and see if you can become a subcontractor on their proposal submission.

28. May the due date for the proposal be extended considering the extension of the due date for questions to be submitted?

RESPONSE: The due date and time for proposal submissions is extended as addressed in Item A of this amendment. Proposals are due 10:00 AM EST on January 4, 2024.

29. On page 60 of the solicitation document, the requirements for key personnel samples are presented.

a. May each of the samples provided be accompanied by a short narrative/caption explaining their context?

RESPONSE: Yes

b. May multiple photos be included for each sample, showing details and/or different angles?

RESPONSE: Yes

30. Is there a requirement for facing pages (two pages per spread) in the digital copy of our proposal?

RESPONSE: No
