No, it will not be mandatory In the Factor 1 (Tech Approach), the offer is required to provide an approach for the following federal policies, memorandum, and standards. The below section provides background information leading up to our question.
NIST Special Publication 800-53 Revision 4: This publication discusses hundreds of controls for mitigation on networks.
Federal Information Security Management Act of 2002: FISMA discusses the responsibilities related to cybersecurity for systems within the federal government.
OMB Circular A-130, “Managing Information as a Strategic Resource,” is a policy document issued by the Office of Management and Budget (OMB) that provides guidance on the management of federal information resources.
Section 508 of the Rehabilitation Act of 1973 deals with requiring Federal Agencies to make their electronic and information technology (EIT) Accessible to people with disabilities.
Questions:
Many of the requirements listed here are too high level to speak to or aren’t applicable to non-IT work.
How does this apply to the work?
Will the contractor be building, maintaining, managing, or securing government systems and networks?
There are mechanical systems, irrigation, landscape, monument statues, elevator, lighting, electrical, plumbing, building repair and maintenance Factor 3 (Company Experience) described several software systems that the contractor must demonstrate within the last three years for internal business systems. Can the Gov’t please explain why these are relevant to this contract and were not included in the 2023 procurement opportunity for the Eisenhower Memorial?
Factor 3 (Company Experience) describes several software systems associated with the contract, however, there is no mention of these systems in the PWS. Can the Gov’t please explain how ColdFusion, JavaScript, Oracle Database Administration, SQL, BI Publisher, OBIEE, Tableau, Internet Explorer, and Google Chrome are related to the PWS functions in this contract so that the offerors have a better understanding of these related IT systems?
Will the Gov’t remove Factor 3 from this contract? Avalon has bid several Washington DC contracts, and this has never been a requirement for a facilities maintenance contract (NAICS Code 561210). Further, the expectation that offerors maintain and can write to the IT requirements will limit competition and prevent companies that can perform this work from bidding. This will result in the Gov’t receiving less qualified bidders for this opportunity.
Will the Gov’t please schedule a site visit for this contract? This will allow the offerors the chance to see the conditions of the job site and equipment, which will result in the offeror ability to provide the Gov’t with a competitive price strategy.
During the bid process for this contract in 2023, D.3.5.5 specified that the contactor was responsible for the building systems and specified in detail the requirements. This PWS states towards the bottom of page 23 (additional applicable performance requirements) that the contractor is responsible for repair and/or replacement of any building structures. Can the Gov’t please exactly specify what building structures the contractor is responsible for in this contract?
Will the Gov’t please clarify the Technical Proposal page limit? On Page 1 (Specific Instructions) it states that the page limit is 8 pages, however, on Page 3 (Evaluation Criteria) it states 12 pages.
Can the Gov’t please provide a workload history so that the offerors have a clear understanding of the repair requirements on this contract?
On Page 11 (Preventative Maintenance) of the PWS, it mentions generators. How many generators are on this contract? Please provide the make and model of the generators?
The PWS states that the Contractor shall complete a total of one (1) bronze statuary conservation maintenance visits per year. Can the Gov’t please specify what work is required for this annual bronze conservation maintenance?
Can the Gov’t please explain how often the contractor is required to perform masonry cleaning?
The Gov’t needs to resolve technical approach page limit of 8 or 12. Recommend that the Gov’t approves a 12-page limit for technical in order to give the offeror the ability to effectively address the requirements for this section.
Will the Gov’t please remove the Understanding and approach to ensuring compliance with the following federal policies, memorandum and standards: Federal Information Security Management Act of 2002, NIST Special Publication 800-53 Revision 4, OMB Circular A- 130, and Section 508 of the Rehabilitation Act from the technical requirement? This is a maintenance contract, since it would take more than the allotted technical page count to effectively write to this section.
