Requests for Information (RFI) for Solicitation 140P2123R0028: HAFC – WASO Film
Follow-up questions shall be sent via email to tavis_salas@nps.gov by 12:00 pm EDT, on May 31st, 2023. Questions submitted using any other method will not be entertained. The Point of Contact for this requirement is Tavis Salas, Contracting Officer. Offerors who contact anyone outside of the Office of Acquisition Management regarding this requirement, may automatically be excluded from competition.
Below are the questions answered from the RFIs that were due to the contracting officer on May 15th, 2023.
1. Can you provide any insight as to how you arrived at the proposed budget range of $450,000- $520,000? Given the scope of the project’s requirements in terms of location coverage, equipment, field and office crew, stock footage, etc. – all of which are necessary to capture the vision and importance of this film – that range feels low.
Answer: The government is looking to offerors to provide creative approaches that meet the project goals within the production budget, and within the 20-minute time length.
2. The RFP mentions NPS has a limited selection of 4K footage and provides a list of 38 films in Attachment G’s Footage Log. Is that list exhaustive or do you anticipate additional NPS footage being available?
Answer: In addition to what is captured in the Attachment_G_HFC_4K_Footage_Log.xlsx, filming is currently occurring in Canyonlands National Park. The government does not anticipate any additional NPS footage being available.
3. What are the roles of the core members of the NPS team that the contractor will be collaborating with on this project?
Answer: Core member roles will be delegated and established post-award. Until the solicitation closes, the only correspondence shall be between the Contracting Officer and the offeror, per the guidelines previously prescribed in the RFP.
4. Is NPS currently working with an incumbent for similar interpretive film production services?
Answer: The National Park Service currently has active film productions.
5. If you are working with an incumbent for these services already, could you share the contract information for that incumbent?
Answer: Previous award notices can be found on SAM.gov. Be advised that previously submitted proposal information cannot be shared, as it is considered sensitive source selection documentation.
6. You state that "The proposal shall be submitted electronically via email to tavis_salas@nps.gov with the subject line clearly identifying “Solicitation Number 140P2123R0028 – “HAFC – WASO Office of Commemoration and Anniversaries Film.” Offers by telephone, transmitted via facsimile (fax), or submitted using any other method will not be accepted." However, on page 63 - 3. Factor C - SAMPLES OF WORK, you state that, "All samples of work, including the one-page overviews shall be submitted on two, duplicate, multi-platform Universal Serial Bus (USB) Flash Drives."Can you please clarify? Is it your intention that these USB drives are shipped separately from our proposals?

Answer: Yes. Samples shall be shipped to the address provided in the RFP. The intent is a separate submission if they are too large for email transmission.
7. Will the contractor be responsible for identifying key interview subjects, or has the government already selected key interview subjects?
Answer: The contractor shall be responsible for identifying subjects.
8. Regarding the Marketing & Distribution phase, will the contractor be assisting the government with the distribution of the materials of various platforms (website, broadcast, social media, etc.), or will the contractor solely provide the raw marketing materials and assets.
Answer: The contractor shall meet the Marketing & Distribution Phase requirements, starting on page
36. Deliverables are also listed on page 43. The contractor is not required to do work beyond the development of these materials and assets.
9. Will the contractor be responsible for filming a specific number of days?
Answer: The contractor shall propose the minimum number of days as part of Volume I – Technical Capacity. See page 62, b) Production.
10. Should the contractor anticipate the need for multi-day camping excursions to film?
Answer: The contractor shall propose their approach. A multi-day camping excursion is not a requirement.
11. Will the contractor be responsible for securing filming permits, including UAS drone permits?
Answer: The NPS project team can assist with coordinating with individual parks to obtain filming permits, which may be dependent on the production footprint, timing, or other factors specific to a site.
The contractor is responsible for coordinating the specifics for each shoot and complying with specific park policies and protocols for filming.
UAS restrictions are currently at a Department of Interior level. If landing/launching from NPS sites becomes an option, the NPS project team can assist with coordinating permit requests.
12. Does the government have examples of videos that are similar in style to what they would like to achieve with this film?
Answer: No.
13. Will a member of the NPS need to be present during filming at all times?
Answer: This will be determined based on the logistics and plan for each shoot.
14. On page 12 of the solicitation, section 10 says that the Contractor will be responsible for all honorariums. Is there a standard rate you want us to budget for in the proposal?
Answer: $250
15. Can you clarify that the Pitch Deck on pages 18-19 of the solicitation takes place after the contract kickoff meeting and prior to the first treatment, but includes factors such as core concept, storyline, and main plot points?
Answer: That is correct. The Pitch Deck shall include the required content (page 18-19) and be developed in a way that can be easily understood by a variety of stakeholders. Feedback on the pitch deck will be incorporated into the more detailed treatment.
16. On page 62 of the solicitation, section 2. Factor B–Pitch says that “e. Images or files of existing films/excerpts may be included.” Please let us know if URLs to film excerpts are permissible in this case, or if we will need to submit these files on USB.
Answer: The government needs to retain a file. This can be through USB or digital download. A URL link with a download option is acceptable, streaming only is not.
17. Related to page 65 of the solicitation, section c) Sample Group 2: If we are proposing multiple DPs, when you say “submit all information for each,” please clarify if that means supplying a full 6–8-minute reel for each DP (and a 4 minute reel for a specialty DP).
Answer: If the DPs are interchangeable, for each DP, the offeror needs to submit a 6-8 minute reel that demonstrates all the requirements, as well as a one-page overview for each project in the reel, and a resume. For specialty DPs that are still part of collectively meeting the baseline requirements, the requirements are the same (resume, one-page overview for each project, 6-8 minute samples).
For Optional DP sample groups (page 66) the requirements are similar (resumes, one-page overview for each project, and up to 4 minutes for the sample reel).
18. We want to accurately estimate the level of original production required for this film. What do you expect the approximate balance of original location production vs stock/archival video and stills to be?
Answer: This shall be proposed by the offeror based on their proposed approach to meeting the project goals and requirements.
19. Do you have an expectation for how many parks we will be originating new footage at?
Answer: This shall be proposed by the offeror based on their proposed approach to meeting the project goals and requirements.
20. Do you require new footage to be originated at one or more parks in each of the regions noted on pages 8-9 of the solicitation?
Answer: The footage may be original or stock (page 8).
21. Based on page 26 of the solicitation, f) Time Lapse Photography, please confirm we will be originating at least six-night sky sequences.
Answer: Time-lapse photography may be stock or original (See section (1) on page 26)
22. Do you have any requirements regarding shoots in different seasons?
Answer: Specific seasons are not required. The contractor shall propose a filming schedule based on meeting project goals and requirements.
23. Will Harpers Ferry be providing access to senior staff at the designated parks for location production?
Answer: The NPS project team will coordinate introductions with staff at individual parks as needed, and at the level appropriate for the individual park. The contractor is responsible for coordinating the specifics for each shoot and complying with specific park policies and protocols for filming.
24. What level of coordination can we expect from the Parks when interviewing Native American tribal members?
Answer: Depending on the direction, the NPS project team may be able to provide some recommendations for Native American interviews based on the contractor’s proposed approach. All proposed interview subjects or profiles will be reviewed during the treatment phase (page 20). This review may include the NPS-appointed task force (page 11) and other tribal liaisons, but all coordination and consolidation of the comments shall be the responsibility of the NPS. Once subjects are approved, production logistics shall be the contractor’s responsibility.
25. The RFP references that the National Park Service (NPS) has a limited selection of existing assets (photos and videos) that are available for inclusion within your theater film and/or trailer. May we view this content prior to submitting our proposal to help with budgeting purposes?
Answer: Please see Attachment_G_HFC_4K_Footage_Log.xlsx. No additional information or access is available at this time.
26. Will NPS provide the custom artwork, or do vendors need to create original artwork for your Blu-Ray discs?
Answer: Custom artwork is a contract requirement. (Pages 4 and 39)
27. How many park locations in total would you like included/represented within your theater film? And please specify which specific parks.
Answer: Please see section 5. Location and Representation Requirements on page 8. The number and specific parks shall be proposed by the contractor to meet the project goals and requirements.
28. Regarding distribution, how many theaters across the country will show your film, and what are the specific cities and/or states for each theater?
Answer: The film shall be incorporated into National Park Service visitor centers across the country, in partner venues, and through other distribution channels (page 3-4). The film shall be relevant in all locations and an exact number of theaters and locations will not impact the project requirements listed in the SOW.
29. Where will you run the film trailer to help promote attendance and viewership at your distribution theaters?
Answer: In park visitor centers, other park facilities, online, and other locations to be determined.
30. How many stakeholders are involved in the project engagement, review, and approval process of the tasks and deliverables under this contract?
Answer: All stakeholder communications shall be consolidated and coordinated through the project COR as needed.
31. How many rounds of review and feedback does your team require?
Answer: See Section VIII. Deliverables and Destination Point for a list of project milestones that require review. Additional information about each can be found in Section II.2 Specifications and Submittals, starting on page 17. For each deliverable, multiple drafts may be required until approved by the COR.
32. Who is/are the incumbent(s) for any previous work done for the NPS?
Answer: Previous award notices can be found on SAM.gov. Be advised that previously submitted proposal information cannot be shared, as it is considered sensitive source selection documentation.
33. If there are no existing incumbent(s), what companies has the NPS worked with in the past on theater films and trailers?

34. Will all questions (and subsequent answers) be shared with all contractors who are bidding on your
RFP?
Answer: Yes. The answers will be shared to all interested parties via RFP amendment. Pertinent dates and/or additional instructions will be included upon release.
35. If Contractors have follow-up questions based on answers that come out in the first round, will there be an opportunity to submit additional questions?
Answer: Yes. Pertinent dates and/or additional instructions will be included upon release of the amendment.
36. Can you provide any examples or references of the tone, style and visual approach that is desired for the film? This will help inform our pitch and production strategy.
Answer: No, beyond what is listed in the Scope of Work, the contractor shall propose the tone, style, and visual approach that they feel best meets the project requirements and goals.
37. Are there any specific National Park units or locations currently being considered for filming? If so, obtaining this information would help with logistics planning and budgeting.
Answer: No. The contractor shall propose park units or locations based on their proposed approach to meeting the project goals and requirements.
38. Are there any particular themes, topics, stories or perspectives that you want prioritized or avoided in the film's content? We want our pitch and treatment to fully align with your goals.
Answer: Please see the Scope of Work Requirements starting on page 4. Including especially Sections 3, 4, 5, 6, 7, 12, and 13.
39. Does the film need to include original or stock footage from National Park units in all 12 Interior regions? Or would footage from a representative sample suffice depending on our proposed storylines and approach? Clarification on this requirement would be helpful in developing our pitch and treatment.
Answer: The film shall include footage (original or stock) from each of the 12 Department of Interior regions as listed on pages 8 and 9.
