Questions and Answers part 2 to Solicitation 140P2123R0016
1. Instructions for the Preparation of Quotes requires resumes for proposed key personnel and identifies five (5) positions (Designer, Writer/Editor, Accessibility Specialist, Evaluators, and Project Manager). Designating every individual as Key Personnel places an extraordinary burden on small businesses. Would the Government consider designating only the Project Manager as key?
Writer/Editor and Evaluators are no longer required as key Personnel.
The other 3 positions (Designer, Accessibility Specialist, and Project Manager) remain the same.
2. In the same section, Key Personnel resumes list seven (7) required elements, plus seven (7) required sub‐elements. The sub‐elements require each resume to identify all present and previous employers and a description of specific duties for each position, as well as related work experience for each employer by project, along with specific duties and responsibilities for each project listed.
Yet, the RFP sets a two (2) page limit for Key Personnel resumes, making it nearly impossible to fit all these required elements into this space.
Would the Government consider removing v.
(Related work experience for each employer) as it seems to duplicate the information required in iv.
(Employment History). Further, would the Government consider removing vii. (Training related to current position and experience) as it seems to duplicate the information required in vi.
(Education, training or specialized background?)
‐‐a standard 2‐page resume is all that is being required with an emphasis of work that is related to the requirements of this solicitation. With employment history, you only need to go back enough to show they have the necessary experience in the “key” role identified (ex. 3‐5 year); section v. is for related work (to this requirement), so not everything. Section vi. and vii. maybe combined and/or separated.
3. Volume 3 (Past Performance) ‐‐ Please clarify this requirement: "When subcontractors shall perform critical aspects of the work past performance of subcontractors must also be submitted. Three references of contracts for each subcontractor are required. References shall involve the Key Personnel proposed for this project." (a) Does the first sentence reference the subcontractor's performance under this new contract with NPS or prior contracts that the Offeror presents as Past Performance for which the subcontractor was involved? (b) If the subcontractor has only performed a single subcontract in support of the Offeror, must the subcontractor still provide three
(3) contract references? (c) Is the mention of Key Personnel proposed for this project/contract specific here to the subcontractor? (d) Given the five (5) page limit for this volume, it seems impossible for any Offeror using subcontractors to provide all the required information into this space.
‐‐if you are proposing to sub out critical aspects of the work required under this IDIQ, then you must provide past performance references for those subs. Use references that involved your key personnel (if they are subs). The 3 references are a max (whether they be for subs or Prime).
4. Regarding Attachment D, the spreadsheet requires one unit price over the entire 5 years thus preventing Offerors from applying any pricing adjustments (due to inflation, COLA, etc. increases) which is very common in Federal contracts with option years. Will the Government update Attachment D to allow for annual price increases?
‐‐Attachment D has been updated to reflect a yearly pricing schedule.
