About this file

This document contains responses to questions regarding a solicitation for the Old North Church Crypt Restoration project in Boston, Massachusetts. The National Park Service is seeking to restore the crypt interior and exterior brick walls, tomb doors, and mortar. Responses indicate the crypt walls are two wythes thick and approximately 75-100 salvageable bricks are available for repairs. The period of performance is 124 days from notice to proceed, anticipated in mid-June 2022 following a one-month submittal period. Contractors may use the back gate and site for staging and have access to water. Electrical, a noise ordinance, and hazardous materials were also addressed.

Questions Answers 1 The interior brick walls do not reach the ceiling. Does the restoration include raising the height of the walls to the height of the ceiling? Or does the top of the brick wall of the crypt need to be consistently level all the way around?

There is no Intention to extend the brick wall.

2 The staging will be on City of Boston property. Has this been approved by the City of Boston? Is a permit required from the City of Boston?

Contractor will be responsible to get all necessary permits

3 Is electricity to be provided by Old North Church? Will the Contractor be billed for this? If so, how will the usage be metered?

ONC will provide electricity

4 Can tax exempt status be granted to the Contractor for the purpose of procuring materials and equipment tax free.

Usually, a copy of the contract or a purchase order should be sufficient evidence that the sale was made to the Federal Government. We normally do not issue a specific tax exempt certificate because each state's tax regulation is different and it's up to the Contractor's tax professionals to work that out with IRS. However, the Department of the Interior's tax exemption number is ID # 140001849.

Purchases and leases made by the Federal Government are generally state and local tax exempt.

12 When crypt doors are removed for refurbishing, do the crypt entrances need to be covered and protected? And to what extent? With what materials?

See Drawing HS103 Base Scope of Work Notes
