Description of Amendment/Modification Hawai’i Volcanoes National Park
The purpose of this amendment is to respond to questions received by the date and time specified for Solicitation Number 140P2121R0014, Exhibit Design/Fabrication for Hawai’i Volcanoes National Park.
1. Does the park have any images of the existing exhibits or existing illustrations they can provide?
RESPONSE: Yes, these resources can be requested and provided after award during the predesign phase.
2. Attachment 20 HAVO Cost Estimate Form does not mention an illustrator, would you like us to add their hours into a specific phase or where we see necessary? Do you see any need for the illustrator to travel to the park at any time?
RESPONSE: Requirements for new illustrations to be produced during the production phase will be established during earlier design phases and reflected in iterative production budget deliverables submitted during those phases.
3. Page 30 mentions video production but a video producer is not mentioned under key personnel, do we need to include one? If so how many videos/interviews does the park want to include?
RESPONSE: Page 51 of solicitation lists AV Producer as key personnel. Specific needs for AV production will be established during the overall design process and reflected in iterative production budget deliverables submitted during those phases. It is anticipated that AV media will play a significant role in the finished exhibits.
4. Page 14, Under "d. Conduct exhibit and media planning workshop," it mentions one full day allotted for consultation with Hawaiian cultural experts. We assume our Subject Matter Expert would be involved in this as well. Do we need to include travel for the SME under Pre-Design/ Post Award? They aren’t included in the travel at the moment.
RESPONSE: The attendance in any project meetings and/or calls by the subcontracted SME is not stipulated as a specific requirement. It is the contractor’s discretion to include subcontractors in these meetings, although frequent and substantive consultation with the SME will be of vital importance to the successful completion of the project.
5. Section 2.8.4.2 reads, “The Production Budget shall not include:…c. Related infrastructure improvements such as…electrical wiring.” Section 3.7.1.2.b indicates that “The contractor shall be responsible for… connecting fixtures to park-provided power through exhibits.”
Please confirm whether this means that the Exhibit Fabricator will not be responsible for the pulling of electrical wire to any of the exhibits.
RESPONSE: Exhibit fabricator will not be responsible for the pulling of electrical wire to exhibits.
6. Section 3.7.2.1.8 indicates that there may be historic objects included in the fabrication scope. Please clarify whether the contractor is responsible for just the preservation and protection needs of historical objects (e.g. conservation-grade cases, custom mounts, etc.)
or if the fabrication scope also includes the treatment of historical objects.
RESPONSE: The contractor is not responsible for the conservation treatment of historical objects.
7. Section 3.7.2.4.7 states that the contractor shall provide “two (2) copies of full-sized unlaminated graphic proofs, samples, and layouts for review and approval…”. Please clarify what the contractor is to provide two copies of. (For example, will a set of proofs, samples, and layouts be required for every single graphic? Or for “All combinations of colors, typography, and types of images as they will appear in the final graphics are required” as inferred from Attachment 1 Section 15.11.B?)
RESPONSE: Two (2) copies of unlaminated proofs for all graphic layouts are to be provided.
8. Section 8.2.2 indicates that samples of Pre-Design – Fabrication Drawings shall be of only one (1) project. If a bidding team is composed of an Exhibit Designer and Exhibit Fabricator who have not yet completed/installed a project together, would it be acceptable for the Exhibit Designer and Exhibit Fabricator to submit one project each?
RESPONSE: Samples submitted for more than one project, or for a project that has not been completed and installed, will not be evaluated.
9. Attachment 1 Section 24.3.C reads that, “Prototypes are corrected in accordance with the review and approval by the COR and incorporated into the final exhibit…” Please confirm whether this means that prototypes could be considered first articles.
RESPONSE: Prototypes may be considered first articles at the approval of the COR.
10. For budgeting purposes, please confirm whether labor should be prevailing wage.
RESPONSE: No, this is not a construction project.
11. Attachment 20 HAVO Cost Estimate Form, “Install” tab, line 18 “Installer crating and loading” specifies “2 ppl”. Line 19, “Installer onsite installation” specifies “3 ppl”. Do these staffing quantities indicate the maximum number of installers allowed, or may we account for more if appropriate?
RESPONSE: The offeror may provide additional staff as they deem appropriate.
12. Page 14 of 93: The solicitation states that the draft media plan shall be "developed onsite" and "submitted at the conclusion of the workshop." May the media plan be submitted at the same time as the Project Brief, typically at least 1 week after the pre-design meetings?
RESPONSE: Yes, this is acceptable.
13. Page 14 of 93: The description for the media planning workshop notes that one full day shall be devoted to "consultation with Hawaiian cultural experts." Should the exhibit contractor plan to have their team's Hawaiian cultural expert available for that day of meetings? Or for additional meetings in later phases?
RESPONSE: The attendance in any project meetings and/or calls by the subcontracted SME is not stipulated as a specific requirement. It is up to the contractor’s discretion to include subcontractors in these meetings, although frequent and substantive consultation with the SME will be of vital importance to the successful completion of the project.
14. Page 17 of 93: Does NPS prefer that the Final Media Plan be submitted in conjunction with Schematic Design 2, or between Schematic Design 2 and Design Development 1 as its own separate submittal?
RESPONSE: The Final Media Plan shall be submitted in conjunction with Schematic Design 2., Separate meeting and time allocations to present, review, discuss, and reconcile feedback on the Final Media Plan and the Schematic Design 2 plan are required.
15. Page 39 of 93: The deliverables list includes "Comprehensive Media Plan." Is that the same document as the "Final Media Plan" on page 17?
RESPONSE: Yes.
16. Who will be responsible for locating / marking any utilities prior to excavation required for exterior exhibits?
RESPONSE: This work will be performed by the government.
17. Page 7, 2.5 - Can you provide more information on the "Post Award Meeting, Pre-Design Exhibit and Media Planning Workshop" that is listed as Seven, 8-hour days on site? Is there a desired agenda (beyond the info provided on pages 13-14) to help us understand the required duration? Is this intended to be seven consecutive days including a weekend, or will the seven days be split into two separate trips or weeks with meetings occurring only Mon-Fri? Any additional information will help us prepare a travel budget.
RESPONSE: The workshop entails seven working days or park orientation and consultation with NPS staff and project stakeholders. It is anticipated that the workshop will occur during regular (M-F) workdays and be spread over two adjacent workweeks with a weekend break in between.
18. Page 11, 2.8.4 - Can you provide more specificity on the production budget? A range of $200,000 is quite broad and could significantly alter the quantity and/or quality of the exhibit/media elements. The end result for each side of this spectrum ($1M or $1.2M) would be quite different.
RESPONSE: Design alternatives within the range of the production budget will be explored during the Schematic Design Phase and reflected in iterative budget submittals during the design process.
19. Page 41, 5 - Is there a discounted rate at Volcano House or other nearby accommodations for government contractors to help save on travel costs?
RESPONSE: The contractor is responsible for requesting discounted rates.
20. It is stated that the budget is between $1 and $1.2 million dollars for fabrication. It is then stated that design phases are not part of this budget. Is there a design budget that you can share with us?
RESPONSE: The planning and design budget cannot be shared.
21. Has the NPS established a prospective budget percentage split between the costs for physical exhibits versus audiovisual experiences, to which they would like us to adhere?
RESPONSE: No. The government anticipates that AV media will play a significant role in the finished exhibits although there is currently no set percentage allocation.
22. For the purposes of budget allocation, can you answer the following questions about the AV to be created for the “Integrated AV presentation space with new original AV programming” described on page 5 of the RFP?
RESPONSE: It is anticipated that the integrated AV presentation space will be situated within the exhibit gallery, rather than a separate walled-off AV theatre. While some visitor accommodation is expected this area is not currently envisioned as a “sit down” orientation theatre. Different approaches to this shall be explored during the Schematic Design phase.
23. Will this be a classic 20-minute NPS visitor center film, or something more modest in length and scope? An estimate of how long the film should be will be helpful in preparing our proposed budget.
RESPONSE: It is anticipated that the integrated AV presentation space will be situated within the exhibit gallery, rather than a separate walled-off AV theatre. While some visitor accommodation is expected this area is not currently envisioned as a “sit down” orientation theatre. Different approaches to this shall be explored during the Schematic Design phase.
24. Are helicopter aerials desired or required?
RESPONSE: Shooting approaches and needs are to be explored and established during AV Pre-Production.
25. On page 30 of the RFP under section 3.2.B.(8): it is stated that “Scouting locations for video and still photography is not required.” Does this simply mean that scouting is not required as part of the AV Production Plan, but can be completed later? Or is scouting excluded from the project for some other reason? If the latter, can you explain?
RESPONSE: Scouting locations and still photographic are not required as part of the AV Production plan but can be completed later.
26. On page 49 of the RFP under section Skill/Ability 8, may we submit examples that feature panoramic and/or 360-degree installations for the ‘multiple screen installation’ requirement?
RESPONSE: Yes.
27. Also under Skill/Ability 8, does ‘immersive soundscape’ refer to an audio-only experience, audio as part of a film experience, or either?
RESPONSE: Either.
28. In order to provide you with the most appropriate samples for this particular project, can you extend the time limit for work samples from the last 5 years to the last 8 or 10 years?
RESPONSE: AV work samples from projects completed within the last 8 years are acceptable.
