Description of Amendment
Solicitation No. 140P2121Q0044 - ANTI - Interpretive Film and Video Wall
Questions and Answers:
1) Question #1:
Has this same work been completed at this site previously; if so, who was the awarded contractor?
Answer #1:
The current park film, completed in 2000, was produced by Media Magic Productions.
2) Question #2:
Does this solicitation close in 2021?
Answer #2:
Yes.
3) Question #3:
Please provide a budget range for this project, or a Not To Exceed amount.
Answer #3:
This is not a construction project; a magnitude of construction will not be provided.
4) Question #4:
Are all additional deliverables noted (i.e. press release, posters, B-roll, etc.) to be within this budget as they are not listed on Page 4, II.1 SCOPE of WORK.
Answer #4:
Yes, all deliverables listed under Section II.2.E, Marketing & Distribution Phase, shall be included in the base budget.
5) Question #5:
Reenactments featuring 100 reenactors are uncommon in the past 8 years of difficult funding. Are reenactments featuring less numbers acceptable? This is referenced for DP and Editor.
Answer #5:
The SOW is hereby revised as shown below. Please see the attached revised SOW, which incorporates the changes below.
SECTION XX. INSTRUCTIONS FOR THE PREPARATION OF QUOTES
A. VOLUME 1 – TECHNICAL CAPABILITY
FACTOR B—SAMPLES OF WORK
Sample Group 1: Historical Reenactments
Item 1 is revised as follows:
FROM: “Staging and filming realistic, historically accurate battle reenactments featuring at least
100 costumed reenactors.”
TO: “Staging and filming realistic, historically accurate battle reenactments featuring at least 70 costumed reenactors.”
Sample Group 2: Director of Photography
FROM: “Filming realistic and engaging battle reenactments featuring at least 100 costumed reenactors.”
TO: “Filming realistic and engaging battle reenactments featuring at least 70 costumed
Sample Group 4: Editor
FROM: “At least two examples shall be battle reenactments featuring at least 100 costumed
TO: “At least two examples shall be battle reenactments featuring at least 70 costumed
SECTION XXI. EVALUATION FACTORS AND CRITERIA
Item 3.e.iv, Sample Group 4: Editor, is revised as follows:
FROM: “Preference will be given to offerors who demonstrate experience with projects similar to what is required in this Scope of Work. Examples of relevant similarity include topic, narrative style, and sound design. Preference will be given to offerors who demonstrate experience with battle reenactments featuring at least 100 costumed reenactors; experience with featured actors in dramatic roles; historical programming that weaves together multiple diverse voices; experience with CGI and visual effects; creative incorporation and treatment of archival assets such as historic photos and paintings; rich and accurate use of sound design; dynamic pacing.”
TO: “Preference will be given to offerors who demonstrate experience with projects similar to what is required in this Scope of Work. Examples of relevant similarity include topic, narrative style, and sound design. Preference will be given to offerors who demonstrate experience with:
large-scale battle reenactments; featured actors in dramatic roles; historical programming that weaves together multiple diverse voices; CGI and visual effects; creative incorporation and treatment of archival assets such as historic photos and paintings; rich and accurate use of sound design; dynamic pacing.”
6) Question #6:
Requirement for 4 aerials samples of historic sites - may these be various set-ups and angle sequences for the same project?
Answer #6:
No. Aerial samples shall include excerpts from three to four different completed projects.
7) Question #7:
Scriptwriter samples listed are very narrow in requirement, and will eliminate many gifted writers.
Answer #7:
The scriptwriter sample requirements shall remain unchanged.
8) Question #8:
All sample requirements that are this specific will eliminate many gifted filmmakers and talented crew.
Answer #8:
Please refer to answer #5.
9) Question #9:
Attachment N, the Past Performance Questionnaire states that the project is for a Planning and Design
Signage System contract. As part of the procurement process, past performance is a source selection factor.
Because this is a NAICS code 512110 for Motion Picture and Video Production, the project description of
Planning and Design Signage may be confusing to past clients completing the form.
Answer #9:
The past performance questionnaire has been revised and attached to the amendment. Offerors may use the updated questionnaire. The original questionnaire will also be accepted in the case that the questionnaire has already been initiated. The only change to the revised document was on the first page of the questionnaire, outlining the project name.
10) Question #10: N/A, please disregard this question.
Answer #10: N/A, please disregard this question.
11) Question #11:
Please provide number and list of all companies that express interest by submitting Questions, and send
Answers to all.
Answer #11:
This information is not collected or compiled.
12) Question #12:
Just to clarify, is the NPS stating that reenactment filming will only be required during the Fall?
Answer #12:
The majority of the reenactments shall be filmed in early fall to match the weather and foliage conditions of the actual battle. The contractor may propose additional shoots in other seasons if the proposed scenes do not feature the historic landscape (such as interior or nighttime scenes). The contractor shall propose and describe all such scenes in the Production Plan.
13) Question #13:
For the Fall reenactments requiring a minimum of 100 reenactors including artillery, how many days of filming with this many reenactors are required?
Answer #13:
The contractor shall propose the number of shooting days as part of the Project Schedule (refer to Section
II.2.B.3) and Production Plan (refer to Section II.2.B.6) based on discussions with the government at the
Post-Award Meeting.
14) Question #14:
As noted on solicitation page 7, the 57-minute film being replaced (titled “Antietam”), while somewhat dated, was narrated by James Earl Jones and has music by the London Symphony Orchestra - does the NPS have the expectation that this new film will need a similarly well known “A” list narrator and score (and the budgetary implications of such a requirement)?
Answer #14:
A professional narrator is required, but the narrator does not need to be a well-known name or a celebrity.
(Refer to Section II.2.D.4.e.) An original music score performed by professional musicians is required, but the score does not need to be recorded by a symphony orchestra or written by a well-known or celebrity composer. The contractor shall work with the COR to determine appropriate styles and instrumentation for the score. (Refer to Section II.2.D.4.a.)
15) Question #15:
Page 25 and 26, under the heading “Aerial filming,” the NPS seems to imply that these aerials are only acceptable if filmed with a gyro mount such as Cineflex – please confirm if these aerials need to be filmed by a helicopter-mounted Cineflex? If so, this will bring significant costs in terms of aircraft rental, pilot, operator, Cineflex rental, insurance costs and environmental (sound) impact. Our firm has a great deal of experience with helicopter aerials, but also with creating sweeping UAS photography that rivals almost anything that can be done with a Cineflex or Spacecam – we have many samples of this. Can offerors submit high-end UAS aerials as a possible alternative to helicopter aerials along with the much lower cost as an alternate budget?
Answer #15:
All aerial footage shall be acquired from a helicopter or fixed-wing aircraft using a gyro-stabilized mount such as Cineflex or equal. (Refer to Section II.2.C.2.g.) The use of Unmanned Aircraft Systems (UAS) is currently prohibited in National Park Service sites. If this prohibition is lifted during the course of the project, the government may consider a contract modification to allow for UAS footage in lieu of (or in addition to) helicopter or fixed-wing aircraft aerials for this project. For budgeting purposes, however, offerors shall assume that all aerials will be shot from a helicopter or fixed-wing aircraft using a gyro-stabilized mount.
16) Question #16:
Again regarding “Aerial filming” – we want to 100% confirm that any required helicopter filming would only be for scenic shots – not battlefield shots with reenactors in them? Helicopter filming above a crowd of people would have huge implications in terms of insurance costs.
Answer #16:
Aerial filming shall be used to collect contemporary scenic B-roll footage for the Video Wall. Some of this scenic footage may also be used in the Interpretive Film if it is stylistically compatible with the approved
Treatment. Helicopter or fixed-wing aircraft aerial footage of battle reenactments is neither required nor desired.
17) Question #17:
On solicitation page 69 (and in numerous other places), there is the requirement of having experience with, “Staging and filming realistic, historically accurate battle reenactments featuring at least 100 costumed reenactors.” – will offerors who have experience with reenactments with smaller groups still be considered?
For example, would an offeror who has worked with groups of 50-60 reenactors be at a significant disadvantage? In other words, is experience with “no less than 100 reenactors” an absolute requirement to be awarded this project?
Answer #17:
18) Question #18:
For the purposes of determining character days for filming can you list the key historical figures that should be in the film as live action. i.e. Burnside, McClellan, Lee, Lincoln, Clara Barton?
Answer #18:
The characters and filming schedule shall be proposed by the contractor as part of the Treatment and
Production Plan based on discussions with the government at the Post-Award Meeting.
19) Question #19:
In regards to the use of the Park grounds, what restrictions would be imposed on actual battle recreations?
Are ground explosions allowed on site? Can artillery be fired on site?
Answer #19:
Filming in the park shall be limited. Careful use of historic weapons will be allowed but controlled and negotiated in advance with the park. Ground explosions shall not be allowed. Artillery can be fired on site in limited numbers under park supervision.
20) Question #20:
Will the production company be able to control areas in the park and restrict general visitor access?
Answer #20:
The government can limit visitor access on a limited basis in just two areas of the park—Sunken Road and Burnside Bridge—while filming is in progress. Most filming within the park shall take place outside of core visitation hours, before 10:00 am and after 5:00 pm.
21) Question #21:
There is mention of special effects scene extending and compositing of additional soldiers. Does the Park want certain scenes in the final film to depict thousands of men engaged in battle?
Answer #21:
One of the primary objectives of the Computer-Generated Imagery (CGI) requirement is to represent a larger army of soldiers than can be accomplished with live reenactors. The quantity, duration, and subject matter of
CGI sequences shall be determined based on the contractor’s approved treatment, but it is reasonable to assume that the park will, at some point in the film, want to convey the size and scope of a battle in which over 100,000 soldiers were engaged and over 23,000 were killed, wounded, or missing. The government assumes that CGI will be used sparingly and only as needed to convey the scope of the battle (and to create effects such as fires, explosions, and artillery fire; and digitally remove anachronistic elements from the scene). Refer to Section II.2.D.5.b.
22) Question #22:
Will the Park be able to waive any aerial drone exclusions?
Answer #22:
Please refer to answer #15.
23) Question #23:
Will there be camping locations on site or do we need an offsite location for that? If onsite, what, if any, services can NPS provide, i.e. restrooms, potable water?
Answer #23:
The contractor can use Rohrbach Campground, but they will have to pay the going rate and supply their own water.
24) Question #24:
How many cannon?
Answer #24:
When filming on park property, the number of operational cannons shall be limited by the number of NPS historic weapons supervisors available to monitor their operation. Artillery is an important part of the battle story.
25) Question #25:
Any Cavalry?
Answer #25:
Limited.
26) Question #26:
Any specific units as a focus, ones with unique uniforms like the Iron Brigade or Zouves?
Answer #26:
The park does not want to use Zouaves, but Iron Brigade could be appropriate based on the approved treatment and script.
27) Question #27:
Is there the potential for planting a historically correct cornfield?
Answer #27:
The park prefers that the Cornfield scenes be filmed off site where the field could be planted historically.
28) Question #28:
What is the playback on this film? Size of Screen?
Answer #28:
The film will play in a 138-seat dedicated theater equipped with 4K projection and 5.1 surround sound. The dimensions of the existing screen are unknown, but the screen will likely be replaced before the new film premieres.
29) Question #29:
Could we submit two budgets? Or offer some alternates?
Answer #29:
FAR clause 52.212-1 (e) Multiple offers is included in the solicitation and allows multiple offers within the terms of the clause and the solicitation requirements.
Page 64 of the SOW has been revised to remove the following language: “Alternate quotes will not be accepted.”
30) Question #30:
Given that the due date for this RFQ is the day after a federal holiday, would you consider extending the deadline by a few days?
Answer #30:
The solicitation is extended in this amendment. Please see amendment details for more information.
31) Question #31:
Past Performance questionnaire: The document references “Planning and Design Signage System contract” so we’d like to confirm that this is the correct questionnaire.
Answer #31:
Please refer to answer #9.
32) Question #32:
Past Performance questionnaire: As this is different than in past proposals, we’d like to confirm that questionnaires need to be completed by our chosen evaluators and sent back to us for submission in our proposal?
Answer #32:
Correct.
33) Question #33:
Budget: To accurately budget, how many days with 100 reenactors should we budget for?
Answer #33:
Offerors shall determine the number of shooting days needed to fulfill the requirements of the contract, and shall propose a shooting schedule and number of shooting days in the Production Plan based on discussions with the government at the Post-Award Meeting.
34) Question #34:
Proposal: Can you confirm that we are required to submit the proposal via email and additionally submit
Thumb-drives with our samples?
Answer #34:
Electronic email submissions are allowed and preferred. Multiple emails may be sent, if necessary, to submit multiple larger files. Each email should be labeled to account for the total number of emails required for the submission (example Email 1 of 4). The file size limit per email that the mail system allows is 10MB per email.
If the file size is too large to send via email, USB Flash drives are permitted. It is not required to submit a
USB Flash Drive if the offeror successfully submits their offer via email.
Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
See solicitation section “4. Submission of Proposals” for additional information and requirements.
35) Question #35:
Page 25, Section G: Can you confirm that aerial filming refers to the use of a fixed-wing aircraft or helicopter with gyro-stabilized mount?
Answer #35:
Yes, that is correct. Refer to answer #15.
36) Question #36:
Page 40, DVD + Blu-rays: What format should Blu-ray replication files be submitted as, BDCMF or Sony
CMF?
Answer #36:
Files shall be submitted in Cutting Master Format (BDCMF or Sony CMF) image on a Blu-ray Disc.
37) Question #37:
Page 43, Section V: “Any additions or corrections shall be completed within 15 business days.”
Does this refer to additions or corrections to a deliverable or to the subsequent deliverable? i.e is this language specifying that the contractor has 15 business days between receiving comments on Rough Cut and submitting the Fine Cut?
Answer #37:
The 15-business-day window refers to any corrections made to a given deliverable in response to COR comments. If the COR rejects a deliverable (for example, the First Rough Cut), the contractor shall complete any additions or corrections within 15 business days. Once the COR accepts that deliverable, the delivery date for the next scheduled deliverable (for example, the Second Rough Cut) shall be as listed in the approved project schedule.
38) Question #38:
Page 67, Factor A: “Using examples from, at a minimum, three projects similar in size, complexity, and nature to this project, the offeror shall provide the following…”.
Is this requirement asking for 3 example projects for each subsection (1-5) or 3 example projects total?
Answer #38:
At a minimum, the offeror shall cite examples from three separate projects total. Multiple examples for each subsection are encouraged but not required.
39) Question #39:
Page 69, Sample Group 1.1 & 2.1: “battle reenactments featuring at least 100 costumed reenactors”.
This requirement seems unnecessarily restrictive to the extent that it unfairly reduces competitiveness for this project. A contractor with experience with 75 or 50 reenactors would have the same experience/skillset as one with experience producing a reenactment with 100. Under these restrictions, many award-winning feature films of epic scale would not have been produced. Would the government consider revising this requirement?
Answer #39:
40) Question #40:
Page 70, Sample Group 4: “two examples shall be battle reenactments featuring at least 100 costumed
This requirement seems unnecessarily restrictive to the extent that it unfairly reduces competitiveness for this project. An editor with experience editing a film with scenes featuring 20+ reenactors would have the necessary skills. Furthermore, requiring two samples of projects with this scale further restricts the number of applicants. Why does the editor require 2 samples of this scale, while the Historic Reenactment and
Director of Photography samples only require a single sample showing battle scenes with 100+ reenactors?
Under these restrictions, many acclaimed, award-winning editors of epic feature films would have been excluded from their projects. Would the government consider revising those requirements?
Answer #40:
41) Question #41:
Page 72, Sample Group 7.1 & 7.2: “All samples shall be of video walls with at least four monitors” & “At least one sample shall be of a video wall with nine or more monitors.”
The approach to editing for 3-screen configurations is the same approach to editing for 4 or 9 screen configurations. Would the government consider revising these requirements?
Answer #41:
No.
42) Question #42:
Page 10, “B. Filming Locations, Compliance, and Safety,” states that “Burnside Bridge, Bloody Lane, and
Dunker Church shall be the only approved locations within the park for filming reenactments. The contractor shall film all other reenactment scenes on non-NPS property.”
About what percentage of reenactment scenes do you think will need to be filmed outside of Park property?
Answer #42:
Specific filming locations within the park shall be determined at the Post-Award Meeting. The number of shooting days per location shall be proposed by the contractor in the Treatment based on discussions with the government during the Post-Award Meeting. Refer to Section II.1.B.
43) Question #43:
On page 26, “h. Specialized Dynamic Camera Motion,” it suggests that UAS filming is a possibility for this film. However, in current work for the National Park Service we have learned that drones (UAS) are currently banned from any DOI sites. Please confirm whether we should expect to be able to film with UAS for this project or not.
Answer #43:
Please refer to answer #15.
44) Question #44:
Please confirm aerial footage, meaning helicopter footage, is only required for one season (fall) for both the
Interpretive Film and Video Wall [references on page 9 (3.a.8) and page 26 (g.7)].
Answer #44:
Aerial filming shall occur in the fall season at a minimum, during peak fall color. A minimum of one morning and one evening of aerial filming in the park is required. Additional aerial filming can be proposed but is not required.
45) Question #45:
Factor B, Samples of Work (starting pg 68 of the solicitation) requires multiple requests for samples from programs with 100+ reenactors. Would you consider changing the requirements for the inclusion of samples with fewer reenactors?
Answer #45:
46) Question #46:
Page 68 of the solicitation under Samples of Work says that all samples need to have been released within the past 8 years. Because this is a unique and large production, can this period be extended to 12 years?
Answer #46:
The evaluation criteria has been revised as shown below; please see revised SOW.
SECTION XX. INSTRUCTIONS FOR THE PREPARATION OF QUOTES
FACTOR B—SAMPLES OF WORK
Item 5 is revised as follows:
FROM: “All work included as samples shall have been released within the last eight years.
(Relevant work that is older than eight years may be noted in the management plan.)”
TO: “All work included as samples shall have been released within the last ten years. (Relevant work that is older than ten years may be noted in the management plan.)”
47) Question #47:
Regarding Volume III-Past Performance, it states on page 76 of the solicitation: “The offeror shall fill out the appropriate blanks on Page 2 of the Past Performance Questionnaire (Attachment: Past Performance
Questionnaire) and coordinate completion of Pages 3 and 4 with the respective reference. Completed Past
Performance Questionnaires shall be included in the offeror’s proposal and not sent directly to the agency."
As this is different language than what we have seen in prior NPS solicitations, we want to confirm that we are to provide completely filled out Past Performance Questionnaires (by us and client reference) within the proposal itself.
Answer #47:
Correct.
48) Question #48:
Page 76 states that “Samples shall represent work which is either on-going or has been completed during the past three years.” Page 68 says 8 years. Please clarify.
Answer #48:
Page 76 of the SOW is hereby revised as shown below; see attached revised SOW.
FROM: “Samples shall represent work which is either on-going or has been completed during the past three years.”
TO: “Samples shall represent work which is either on-going or has been completed during the past ten years.”
49) Question #49:
Page 84 of the solicitation under Past Performance requests a past performance reference from the past 7 years. Could this please be extended to 12 years?
Answer #49:
Page 84 of the SOW is hereby revised as shown below; see attached revised SOW.
FROM: “Evaluation will be performed to ensure the Past Performance Questionnaire for three (3) completed, or substantially completed, projects performed by the prime contractor and proposed subcontractors within the last seven (7) years for efforts that are similar in scope and complexity.”
TO: “Evaluation will be performed to ensure the Past Performance Questionnaire for three (3) completed, or substantially completed, projects performed by the prime contractor and proposed subcontractors within the last ten (10) years for efforts that are similar in scope and complexity.”
50) Question #50:
Is there a target budgetary range that could be provided for this project?
Answer #50:
Government estimates cannot be disclosed. Please provide pricing for all work as required in the solicitation.
This is a firm fixed price requirement.
51) Question #51:
Do you want to see pricing for the Interpretive Film and the Video Wall combined on the Contract Pricing
Form or should there be one form for the film and one for the video wall?
Answer #51:
The pricing is to be combined and submitted on one form as both elements are to be awarded together (there are no optional line items).
File details come from the government source that posted it. Updated .
