About this file
This amendment modifies a solicitation for the rehabilitation of the Lippincott Cottage Roof at the Johnstown Flood National Memorial in St. Michael, Pennsylvania. The National Park Service seeks offers to remove all existing roof sheathing except at the tower, install new 7/16-inch sheathing, and complete a weather-tight enclosed roof by a date prior to winter onset. The period of performance is modified to begin within 7 calendar days of award and last 204 calendar days, with preliminary work to be completed approximately 30 days after award to ensure a weather-tight roof prior to winter. Structural repairs to the porch will follow under a separate future contract. The submission date is changed to September 1, 2020 with offers due by noon local time. Attachments 1 and 2 providing specifications and drawings are replaced with updated versions dated August 18, 2020.

Amendment Number 1 Solicitation Number: 140P2120R0028
THEREFORE:
A. PRE-PROPOSAL CONFERENCE AND SITE VISIT
Attached is the Sign-In Sheet consisting of one page.
B. QUESTIONS
Response to questions are as follows:
1. Can the existing sheathing be left in place if it is in good condition and new 7/16" sheathing be laid over top of it?
The National Park Service (NPS) wants Offeror’s to follow the construction documents. These require all roof sheathing be removed, except for the sheathing at the tower.
2. There might be a long lead time in receiving trusses. Would the NPS consider a change in schedule?
A change in the period of performance has been made, however the NPS must have a weather-tight enclosed roof prior to the onset of winter. Work will begin within 7 calendar days after the award of the contract to ensure preliminary work is done to achieve a weather-tight enclosed roof prior to the onset of winter. This period is anticipated to be approximately 30 calendar days of work. A Spring start date of March 22, 2021 is anticipated to complete all remaining work. All work shall be completed within 29 calendar days after the Spring start date with a final completion date on or before April 20, 2021.
If the Offeror proposes to install products/systems that will remain and become part of the specified roof, the Offeror must provide documentation from product manufacturers that the pre-winter installation does not void specified and manufacturer’s warranties.
3. Should the porch be stabilized structurally before the reroofing process is started?
The porch will be re roofed now with structural repairs to follow at a later date under a separate contract.
4. Modifications have been made Attachment 1 Specifications and Attachment 2, Drawings. New copies are attached, and the current version date is August 18, 2020 on both documents.
