About this file

This is a Section L and Section M excerpt from a Request for Proposals (RFP) for a Design-Build federal construction project issued by the National Park Service (NPS) Denver Service Center for GLCA 210865 – Replace Wahweap Government Dock DB, Phase I, dated February 5, 2026 (Solicitation No. 140P2026R0030, Amendment 0002).

The procurement uses a two-phase design-build selection process per FAR Subpart 36.3. Phase I requires submission of technical proposals (Technical Approach, Technical Qualifications, and Past Performance) and a business proposal demonstrating capability to execute design-build services. No detailed design or pricing is required for Phase I, and no proposal guarantee is required. A maximum of five offerors will be shortlisted from Phase I to compete in Phase II. Phase II will include technical proposals addressing Technical Approach, Key Personnel, and Schedule, plus a firm fixed-price proposal. The government anticipates awarding a single fixed-price contract valued between $5,000,000 and $10,000,000 for the base plus options. The contract cost ceiling is subject to funds availability. Proposals must be submitted via email to the Contracting Officer (Zaira Lupidi, zaira_lupidi@nps.gov) and CS_DSC_Proposal_Submission@nps.gov by the date/time specified in SF 1442 Block 13.a. Phase I technical proposals are limited to 40 pages with 12-point font and 1-inch margins; Phase II technical proposals are limited to 30 pages. All offerors must be registered in System for Award Management (SAM.gov) prior to proposal submission. Pre-proposal questions must be submitted 14 days prior to the proposal due date. The government will evaluate all non-price factors in Phase II as approximately equal to price and reserves the right to reject all offers or conduct discussions if deemed necessary.
