About this file
This is a Questions and Answers (Q&A) Amendment document for federal contract opportunity 140P2026R0030, addressing four key inquiries from contractors regarding project requirements and solicitation procedures.
The amendment clarifies insurance requirements, evaluation criteria, and technical specifications. Prime contractors and subcontractors must obtain Longshore and Harbor Workers Compensation Act (LHWCA) insurance under Title 33 USC when working on navigable waters. Regarding evaluation factors, contractors should review the amended clauses document for detailed instruction criteria pertaining to betterments and challenges for Factors 1 and 2. For Factor 3 (Past Performance), previously completed NAVFAC/USACE/USCG Past Performance Questionnaires may be submitted in lieu of the NPS-provided questionnaire form, as they contain equivalent information and comply with FAR 15.305(a)(2) principles. On the technical side, the float specification in Section 4.3.2(b) of the Government Dock design document has been clarified in the amended attachment; contractors should review the updated document for float type requirements and whether alternate float types will be considered. The amendment indicates that no further questions will be accepted for Phase I.

140P2026R0030 Q&A Amnd 0002
1. Does this project require the prime contractor and it’s subs to have USL&H insurance?
Yes, (Longshore and Harbor Workers Compensation Act (LHWCA) under Title 33 USC is required while working navigable waters.
2. Betterments and challenges are listed on page 77, in what context do they apply to what is required for Factor 1 and/or Factor 2? Please define instruction criteria for these factors.
Please review “B09_Att 02_Clauses_Sections L and M Amnd 0002”
3. The Solicitation outlines that Contractors are to complete the provided Past Performance Questionnaires for our Factor 3 response.
Please advise if previously completed NAVFAC/USACE/USCG Past Performance Questionnaires (PPQs) can be provided in lieu of the Past Performance Questionnaire form provided by NPS as part of the solicitation. PPQs are also a Government document and contain the same information which is requested on the NPS Past Performance Questionnaire form. Allowing this change will reduce administrative burden and align with the principals of FAR 15.305(a)(2) which emphases evaluating "past performance information collected from a variety of sources" and does not mandate a specific format.
Please review “B09_Att 02_Clauses_Sections L and M Amnd 0002” page 83
4. Attachment 03 DB RFP GLCA 210865 – Page 46 (PDF Pg. 53), Section 4.3.2(b) notes the floats should be concrete modules. Please clarify if the government is requiring concrete modules for this project or if alternate float types will be considered.
Please review updated “B08_Att_03_GLCA_210865_Government_Dock_Amendment 002”
*No further questions will be accepted for Phase I
