About this file
This is a Questions and Answers Amendment for solicitation 140P2026R0030, issued by the National Park Service for the replacement of the Wahweap Government Dock at Glen Canyon National Recreation Area. The amendment addresses 17 contractor inquiries regarding project scope, technical requirements, and submission procedures for Phase I (Qualifications Phase) of the source selection.
Key clarifications include: the government will secure Section 404/10 and 401 permits while the contractor is responsible for identifying and sourcing all other permits; bathymetric survey data has been provided for dock anchoring evaluation; the wave attenuator must be moveable with adjustable anchoring and cables but does not need to match the exact shape shown on plans if alternative designs yield better performance; and the wave attenuator must achieve a transmission coefficient of 0.5 against a 3-foot incident wave height while withstanding temperatures from 0°F to 115°F, UV radiation, water level fluctuations up to 60 feet, and wind loads of at least 112 mph. The amendment confirms that bonding capacity letters (rather than actual bid bonds) are required at Phase I, pricing is not required in this phase, and payment will be made for offsite-fabricated materials upon submission of proof of payment and verification of contract period dates. The Phase I submission deadline has been extended to March 23, 2026, at 1:00 p.m. ET. Technical proposals are limited to 40 pages total with no separate page limits for individual factors; Gantt charts are not required but may be included at the contractor's discretion. The solicitation does not prescribe specific quantitative thresholds for project experience or key personnel qualifications, allowing contractors discretion in determining the scope and depth of information provided to address evaluation factors.

140P2026R0030 Q&A Amendment 0001
1. Does the NPS have all required permits in hand to build the job? If not, is the contractor responsible for any permits, which permits?
No, per section 2.2.3, the government will secure Section 404/10 and 401 permits from the ACOE. Identification and sourcing for all other permits are the responsibility of the Contractor. Please See section 2.1.1 of the Scope of Work.
2. The solicitation notes that NPS will provide the contractor with a Bathymetric Survey. Please provide the bidders with the Bathymetric Survey so we can evaluate the anchoring required.
Bathymetry is provided. Please note that this is Phase I (Qualifications Phase) of the source selection, specifically see Solicitation Section F.3 for response requirements. Pricing is not required at this phase in the source selection.
3. Section 1.5 of the Project Scope Document, section Generator Cover Area notes a “300 sq/ft galvanized aluminum roof and supports over half of one chain link fence area”. This appears to be a typo as roofing is typically one material as to not mix dissimilar metals, Galvanized being the common material for marina roofing.
Please clarify this question.
Section 1.5 of the Scope of Work, Generator Cover Area, identifies a “300 square foot galvanized roof and supports.” Galvanized is the specified material type. Contractors should base their proposals on the materials identified in the Scope of Work.
4. Please Confirm that a Bid Bond “letter” is at this phase showing the contractor has a bonding capability of this size and not a bid bond itself?
Yes, please reference page 82 of 92 BONDING CAPACITY: Firms must submit a letter from their bonding company certifying capability of fulfilling a bonding capacity of at least $10 Million.
5. The plans show a storage shed. Can the NPS confirm the type of storage shed they want?
Please see section 1.5 of the Scope of Work for storage shed requirements.
6. Can the NPS confirm that payment will be made to the contractor for materials completed offsite (ie. stored completed floating docks etc..).
Yes, as long as proof of payment is provided and dates fall within the contract period of performance.
7. Does the wave attenuator need to be built in the exact shape shown on the plans?
No, but it must be moveable and anchored to the lakebed with moveable anchors and adjustable cables to maintain tension.
Can the contractor build in different shape/orientation/size if it will yield a better performance/result?
Yes
8. What is the performance criteria of the wave attenuator? (ie. what is the required attenuation capability/expected transmitted wave?).
Please see section 1.5 of the Scope of Work.
Provide a complete floating wave attenuator system designed to reduce wave energy, protect dock infrastructure, and maintain structural integrity under extreme solar exposure, high temperatures, and variable water levels typical of the project location. Work includes flotation units, structural framing, a moveable anchoring system to the lakebed, connection hardware, adjustable cables, corrosion protection, and all accessories required for a fully operational and moveable installation.
Wave attenuator materials and components shall be specifically engineered to withstand:
· Ambient air temperatures ranging from 0°F to 115°F with surface temperatures on exposed materials up to 150°F.
· Intense UV radiation typical of high‑elevation desert environments.
· Low-humidity conditions that accelerate material fatigue and UV degradation.
· Water level fluctuations of up to 60 feet as encountered at Lake Powell and similar environments.
· Wind loads up to design wind speeds required by local jurisdiction or not less than 112 mph (3‑second gust).
· An incident wave height of 3 feet, with a transmission coefficient of 0.5.
9. Plans, Sheet S3 show a “pin connection point”. What is the intent of the “pin connection point”? Does the contractor/dock builder have to build a “pin connection point” or is this at the discretion of the contractor/dock engineer?
The pin connector detail is intended to allow the dock system to be disassembled into smaller, more manageable sections. This facilitates relocation of the dock during low-water conditions, when access and maneuverability may be limited.
10. We would like to ask for a bid extension, to give time for bidders to attend the pre-bid meeting and time to evaluate the NPS responses to questions.
Phase I Solicitation due date will be extended to March 23, 2026 1:00pm ET
11. What is required for the Technical Approach in Factor 1?
Please See Solicitation Section F.3 for Technical Approach Factor 1 where “Technical approaches that comply with applicable contract requirements; are realistic, appropriate, and efficient; and demonstrate logic and scope understanding present lower levels of risk and will be more favorably rated. Approaches not demonstrating these attributes present higher levels of risk and will be less favorably rated”.
Demonstrate a clear, integrated technical approach to translating the solicitation requirements into a complete, constructible, and durable dock solution. We expect industry to show a strong understanding of site conditions, including fluctuating water levels, bathymetry, environmental constraints, and operational impacts, and to validate assumptions necessary to advance the design. Proposals should describe how the team will develop design criteria; engineer the structural, flotation, anchoring, and access systems; and incorporate constructability, modularity, and long-term maintainability into the design. We also expect a defined approach to permitting, stakeholder coordination, quality control, schedule management, and risk mitigation, particularly as they relate to reservoir variability, fabrication lead times, and installation logistics. The technical approach should clearly demonstrate how the offeror will manage design and construction as a unified process to deliver a compliant, safe, and operational dock that meets the performance requirements established in the solicitation.
12. What is the page limit for Factor 1? Please see Section F.1. The Contractor is the flexibility to provide responses in a manner that hey feel satisfies the requirements of the submission. The entire Technical proposal is limited to 40 pages.
Please refer to Solicitation Section F.1. The Contractor has flexibility to structure and present its response in a manner it believes satisfies the submission requirements. There is no separate page limit identified for Factor 1; however, the total Technical Proposal is limited to 40 pages.
13. A “Gantt Chart” is referenced on page 80 and it’s stated that it’s not included in the page count. Is a “Gantt Chart” schedule required in Factor 1 or Factor 2 of the technical proposal? If so, please define.
A Gantt Chart is not required for Phase I. However, the Contractor has flexibility to structure and present its response in a manner it believes satisfies the submission requirements. If the Contractor determines that inclusion of a Gantt chart schedule supports and enhances its response to the applicable evaluation factor(s), it may include one accordingly. Please see Solicitation Section F.3.
14. What are the technical qualifications required for Factor 2, such as number of projects, etc.?
Please refer to Solicitation Section F.3 for the specific evaluation criteria applicable to this competitive solicitation. The solicitation does not prescribe a set number of projects or specific quantitative thresholds. The Contractor has discretion to determine the scope and depth of information provided to demonstrate its qualifications and experience in a manner that clearly addresses the stated evaluation factors and requirements.
15. A Project Experience Questionnaire is provided. What factor does this relate to and what are the instructions / expectations of the NPS regarding: number of years back projects can be chosen from, project value, etc.
The solicitation does not prescribe a set number of projects or specific quantitative thresholds. The Contractor has discretion to determine the scope and depth of information provided to demonstrate its qualifications and experience in a manner that clearly addresses the stated evaluation factors and requirements.
16. What is the page limit for Factor 2?
Please refer to Solicitation Section F.1. The Contractor has flexibility to structure and present its response in a manner it believes satisfies the submission requirements. There is no separate page limit identified for Factor 2; however, the total Technical Proposal is limited to 40 pages.
17. Section H lists special requirements for Key Personnel. Are key personnel resumes required in Factor 1 or Factor 2 of the technical proposal? If so, please define.
Please refer to Solicitation Section F.1. Key personnel resumes are not explicitly required. However, the Contractor has discretion to determine the scope and depth of information provided to demonstrate its qualifications and experience in a manner that clearly addresses the stated evaluation factors and requirements. The Contractor may structure and present its response in a way it believes best satisfies the submission requirements of the solicitation.
