11/10/2025 12 46 66 20 Part 2.01 C.2.c
Section 46 66 20 Part 2.01 C.2.c states the maximum flow per reactor is 0.52 MGD. Our original design was 0.95 MGD per reactor which resulted in the 18 lamp reactor proposed.
This new flow of 0.52 MGD per reactor results in a change from our 18 lamp reactors to our 8 lamp reactors. If the flow is actually 0.52 MGD then the specification will need to be updated for our smaller reactor.
The UV reactor should be designed for a maximum flow of 0.52 MGD. A smaller UV reactor with 8 lamps may be proposed. Specification to be updated: Number of Lamps Per Reactor: 8 or as required to meet maximum flow.
Marked up specification 46 66 20B

11/13/2023 19 Specifications 33 05 01.02 & 40 27 00.01, both for Ductile Iron Pipe, have conflicting notes on Mechanical Wedge Action Type Joints for fittings. 33 05 01.02 does not allow for these joints, only at approval of Engineer (Part 2.01E-2.c). 40 27 00.01 allows for these joints with piping less than 16” in diameter (“Fittings” section). Please confirm these joints are allowed per 40 27 00.01.
Both specifications allow mechancial wedge joints for pipes under 16" which applies to all pipes in the collection system and WWTP. These specifications are not conflicting because they apply to different areas of the project. The criteria for use of wedge action joints is layed out in the specifications. 4

11/13/2023 20 For preparation of Volume II, which version of Standard Form 1442 should be used — the three-page version included in Sol_140P2025R0102 or the two-page version included in B08_140P2025R0102 ?
The SF 1442 provided as part of the solicitation shall be utilized - 3 page version.
11/13/2023 21 The NPS Small Business Subcontracting Goals include race- and gender-based classifications;
however, under the new DBE standards, those classifications have been removed. Additionally, all Wyoming DBEs and SBEs have been decertified, leaving none currently available for solicitation. With the SBA website also offline, posting projects is not possible. Given these circumstances, can you clarify how bidders can demonstrate a good faith effort to meet the current subcontracting goals?
The NPS has not been required to remove the requirements as of this date even though the requirements may changed with the new "FAR overhaul". Until such time, Offerors shall continue to recruit potential small businesses to meet the required socio-economic goals as presented. If the Offeror is a small business, a subcontracting plan is not required.
11/13/2023 22 One of the specifications states a requirement for Gold Certification with Inductive Automation. Is this a solid requirement? We have familiarity with Ignition (Inductive’s SCADA platform) and have implemented it in the past, but we do not hold the Gold Certification.
Gold Certification for Integrators will be a requirement for this project.
11/13/2023 23 Kubota will not allow use of their membrane by other membrane bioreactor (MBR) equipment OEMs like Cloacina, effectively blocking us or other MBR solution providers out from bidding the opportunityy. We have a flat plate/sheet membrance equivalent to Kubota from Toray, and can also offer hollow fiber membrane "as equals" from DuPont or Veolia whom are the most installed MBR membrances in the country. Please advise.
Or equals will be considered for this project. The membrane equipment supplier (MES) will be responsible for coordinating design changes as required to accommodate alternative membrane equipment.

The specification calls for 1) Moisture resistant epoxy primer (2 MDFT), 2) 100% solids epoxy surfacer/filler; 3) Corrosion Barrier Lining: One coat of trowel-grade, 100% solids, chemical-resistant, amine-cured epoxy lining material (125 MDFT). Could you please confirm whether the Corrosion Barrier Lining must be trowel-grade or if a plural spray application would be acceptable?
Either trowel-grade or plural spray application is acceptable.
11/13/2023 29 On the Plan Sheet Titled Grant Village Site Map, it shows an area "5" that could likely be used for an onsite batch plant. That same sheet shows a water line to that area. Is that water potable and can we use it for batching concrete? If so do we know how many gallons per minute we can get out of it?
Water line is not active. Contractor should plan on having to haul water to whichever pit they decide to use for a batch plant. The NPS can provide access to a fire hydrant in the Grant area where they can take water. 4

11/13/2023 30 We received information from a concerned design-build improvement contractor in regards to the dewatering facility ground improvements. Here is their question: We are evaluating the ground improvement for the dewatering facility. The ground improvement specifications, attached to this email, have performance criteria that needs to be met for the design and installation. One of the criteria in the performance spec sections requires that ground improvement have a minimum depth of 35 feet or Elevation 7,785 feet. Based on the boring logs in the vicinity of the dewatering facility, see attached profile, it will be very challenging, if not impossible, to improve the ground to that depth because the blow counts. Specifically, boring SW-G-04 has very high blow counts and are not practical for ground improvement.
Whether the design-build contractor is installing stone columns or rammed aggregate piers, it will be very challenging to meet the depth requirements. We typically would try to predrill some of the higher blow counts to help with penetration, but because of the extensive depth of dense to very dense soil is not feasible. Even using high pressure air or water, which the stone column installers may use will have difficulty and likely cause quite a bit of collateral damage to the working pad and result in a lot of clean up. It is our opinion that this type of performance specification may result in a large change order to the project.
We recommend seeing if the geotechnical engineer would be okay with an approach of driving the mandrel to practical refusal and build the piers from that depth. It is likely that in some areas we can get to 35 feet, but some of the layers are dense to very dense and we’ll have mandrel refusal.
If needed we would be happy to facilitate a call between the Design engineer and this specialty contractor, just let us know and I can provide contact information.
Subsurface information is not available within the footprint of the dewatering facility.
The requirement in Article 3.02.A.5.a of Section 31 23 13.31 that ground improvement elements be terminated no shallower than the target depth specified in Table 1 will be relaxed if information showing that refusal materials encountered above the target depth are consistent below that depth and not underlain by looser materials.
11/13/2023 31 In the summary of work under Item (b), it states that we are to empty and dewater Aeration Pond #1 and Aeration Pond #2. It further states that we are to dewater the sludge before it goes into the drying beds to 12 percent. What volume of sludge in the ponds should each contractor carry in their proposal?
Aeration Pond #1 and Aeration Pond #2 can hold 1.8 MG. It should be assumed that contractors will need to dewater 1.8 MG of sludge at 1,500 mg/L TSS (0.15% solid).
11/13/2025 32 Will product substitutions need to be provided during the solicitation phase or after contract award.
Per 52.211-6 Brand Name or Equal (AUG 1999) provides that "to be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must (1) meet the salient physical, functional, or performance characteristics specified in the solicition; (2) clearly identify the item by i) brand name, if any; and ii) make or model number; (3) include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) clearly describe any modifications the Offeror plans to make in a product to make it conform to the solicitation requirements. Mary any descriptive material to clearly show the modifications." This information must be supplied with the Offeror's proposal for consideration during the evaluation phase of the solicitation. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the Offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any inforamtion not identified in the offer.
