11/10/2025 1 Volume 1, Sheet 22, 450G046 We do not find a pipe schedule item for buried PD. Will one be issued? Burried PD piping should be CLDI per specification 33 05 01.02. Assume the same characteristics of burried PRES piping for buried PD piping.
11/10/2025 2 Volume 1, Sheet 23, 450G046 The pipe schedule for PD indicates PVD, however, it references 40 27 --08 which is for SST should it reference 40 27 00.10?
Interior PD should be PVC. Please refer to 40 27 00.10 instead of 40 27 00.08. 4
11/10/2025 3 Volume 1 Sheet G046 33 05 01.02/33 05 01.12.01
The pipe schedule indicates the "RS" gravity sewer is to be per Spec 33 04 01.02 which is cement lined pipe; however, Specification 33 04 01.12.01 for gravity sewer calls for CL53 pipe with ceraminc epoxy lining. Which is correct?
Use specification 33 05 01.12.01 with CL53 pipe with ceramic epoxy lining for the RS at the WWTP to be consistent with pipes throughought the collection system.
11/10/2025 4 Volume 1, Sheet G049 460-ARV-036, 037 are called out to be 1" V750 valves. 1) there is no V750 specified. 2) being on a sewage line there are no ARV's made for sewage under 2". Will a proper specification be issued for these valves or should he 2" V757 be used?
2" V757 air release valves should be used on sewage lines instead of the originally proposed 1" V750.
11/10/2025 5 Vol 1 460-D101 3305-758 Should the buried DIP extend beyond the building footprint before transitioning to HDPE? Buried DIP should extend beyond the building to include the flexible joint detail (3305-
609) before transitioning to HDPE. Use detail 3305-758 for HDPE to DIP transition.
11/10/2025 6 VOL 1 455C134/470D301 3305-609 Are Detail 3305-609 flexible joints required at locations where several restrained joints are required such as the bio-reactor splitter box DWG 470D301 Section B?
Yes, flexible joints should be provided at all locations where a pipe exits a structure or encasement.
11/10/2025 7 Vol 1 455C132, 455C631 Pipe coordinate points #263, 264 and 265 indicate 8" pipe fittings. However, they are connecting to the 6" bri line. Profile L on 6" bri line and the 10" ML line be 6" or is the design intent to untilize a 6" x 8" bull head tee to make this connection?
These pipes should all be 6". #263 should be a 6" BRI tee, #264 should be a 6" BRI plug valve, #265 should be a 10" x 6" ML Lateral.
11/10/2025 8 450 G046 The pipe schedule indicates material transitions will be shown on the drawings. However, we find no such notations for the HDPE/DI. We only find he PW lines to be labeled "HDPE". Is it correct that the other pipes transition approximately 10" outside the structures?
Transitions may be shown on drawings but please refer to pipe schedule pipe exposure column that coincides with pipe material. Transition occurs at facility.
Provide flexible coupling at building. See detail 3305-609 to allow for differential movement then transition to HDPE (see detail 3305-758).

11/10/2025 12 46 66 20 Part 2.01 C.2.c
Section 46 66 20 Part 2.01 C.2.c states the maximum flow per reactor is 0.52 MGD. Our original design was 0.95 MGD per reactor which resulted in the 18 lamp reactor proposed.
This new flow of 0.52 MGD per reactor results in a change from our 18 lamp reactors to our 8 lamp reactors. If the flow is actually 0.52 MGD then the specification will need to be updated for our smaller reactor.
The UV reactor should be designed for a maximum flow of 0.52 MGD. A smaller UV reactor with 8 lamps may be proposed. Specification to be updated: Number of Lamps Per Reactor: 8 or as required to meet maximum flow.

11/13/2023 18 Valve Type “V750” (called out on Valve Schedule 2/Drawing 450G049) was not found in Specification 40 27 02. Please provide.
Use Valve Type "V757" in 40 27 02. 4
11/13/2023 19 Specifications 33 05 01.02 & 40 27 00.01, both for Ductile Iron Pipe, have conflicting notes on Mechanical Wedge Action Type Joints for fittings. 33 05 01.02 does not allow for these joints, only at approval of Engineer (Part 2.01E-2.c). 40 27 00.01 allows for these joints with piping less than 16” in diameter (“Fittings” section). Please confirm these joints are allowed per 40 27 00.01.
Both specifications allow mechancial wedge joints for pipes under 16" which applies to all pipes in the collection system and WWTP. These specifications are not conflicting because they apply to different areas of the project. The criteria for use of wedge action joints is layed out in the specifications.
11/13/2023 20 For preparation of Volume II, which version of Standard Form 1442 should be used — the three-page version included in Sol_140P2025R0102 or the two-page version included in B08_140P2025R0102 ?
The SF 1442 provided as part of the solicitation shall be utilized - 3 page version. 4
11/13/2023 21 The NPS Small Business Subcontracting Goals include race- and gender-based classifications;
however, under the new DBE standards, those classifications have been removed.
Additionally, all Wyoming DBEs and SBEs have been decertified, leaving none currently available for solicitation. With the SBA website also offline, posting projects is not possible.
Given these circumstances, can you clarify how bidders can demonstrate a good faith effort to meet the current subcontracting goals?
The NPS has not been required to remove the requirements as of this date even though the requirements may changed with the new "FAR overhaul". Until such time, Offerors shall continue to recruit potential small businesses to meet the required socio-economic goals as presented. If the Offeror is a small business, a subcontracting plan is not required.
11/13/2023 22 One of the specifications states a requirement for Gold Certification with Inductive Automation. Is this a solid requirement? We have familiarity with Ignition (Inductive’s SCADA platform) and have implemented it in the past, but we do not hold the Gold Certification.
Gold Certification for Integrators will be a requirement for this project. 4
11/13/2023 23 Kubota will not allow use of their membrane by other membrane bioreactor (MBR) equipment OEMs like Cloacina, effectively blocking us or other MBR solution providers out from bidding the opportunityy. We have a flat plate/sheet membrance equivalent to Kubota from Toray, and can also offer hollow fiber membrane "as equals" from DuPont or Veolia whom are the most installed MBR membrances in the country. Please advise.
Or equals will be considered for this project. The membrane equipment supplier (MES) will be responsible for coordinating design changes as required to accommodate alternative membrane equipment.

11/13/2023 29 On the Plan Sheet Titled Grant Village Site Map, it shows an area "5" that could likely be used for an onsite batch plant. That same sheet shows a water line to that area. Is that water potable and can we use it for batching concrete? If so do we know how many gallons per minute we can get out of it?
Water line is not active. Contractor should plan on having to haul water to whichever pit they decide to use for a batch plant. We can provide access to a fire hydrant in the Grant area where they can take water.
11/13/2023 30 We received information from a concerned design-build improvement contractor in regards to the dewatering facility ground improvements. Here is their question: We are evaluating the ground improvement for the dewatering facility. The ground improvement specifications, attached to this email, have performance criteria that needs to be met for the design and installation. One of the criteria in the performance spec sections requires that ground improvement have a minimum depth of 35 feet or Elevation 7,785 feet. Based on the boring logs in the vicinity of the dewatering facility, see attached profile, it will be very challenging, if not impossible, to improve the ground to that depth because the blow counts. Specifically, boring SW-G-04 has very high blow counts and are not practical for ground improvement.
Whether the design-build contractor is installing stone columns or rammed aggregate piers, it will be very challenging to meet the depth requirements. We typically would try to predrill some of the higher blow counts to help with penetration, but because of the extensive depth of dense to very dense soil is not feasible. Even using high pressure air or water, which the stone column installers may use will have difficulty and likely cause quite a bit of collateral damage to the working pad and result in a lot of clean up. It is our opinion that this type of performance specification may result in a large change order to the project.
We recommend seeing if the geotechnical engineer would be okay with an approach of driving the mandrel to practical refusal and build the piers from that depth. It is likely that in some areas we can get to 35 feet, but some of the layers are dense to very dense and we’ll have mandrel refusal.
If needed we would be happy to facilitate a call between the Design engineer and this specialty contractor, just let us know and I can provide contact information.
Subsurface information is not available within the footprint of the dewatering facility.
The requirement in Article 3.02.A.5.a of Section 31 23 13.31 that ground improvement elements be terminated no shallower than the target depth specified in Table 1 will be relaxed if information showing that refusal materials encountered above the target depth are consistent below that depth and not underlain by looser materials.
11/13/2023 31 In the summary of work under Item (b), it states that we are to empty and dewater Aeration Pond #1 and Aeration Pond #2. It further states that we are to dewater the sludge before it goes into the drying beds to 12 percent. What volume of sludge in the ponds should each contractor carry in their proposal?
Aeration Pond #1 and Aeration Pond #2 can hold 1.8 MG. It should be assumed that contractors will need to dewater 1.8 MG of sludge at 1,500 mg/L TSS (0.15% solid).
11/13/2023 32 Will product substitutions need to be provided during the solicitation phase or after contract award.
Per 52.211-6 Brand Name or Equal (AUG 1999) provides that "to be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must (1) meet the salient physical, functional, or performance characteristics specified in the solicition; (2) clearly identify the item by i) brand name, if any; and ii) make or model number; (3) include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) clearly describe any modifications the Offeror plans to make in a product to make it conform to the solicitation requirements. Mary any descriptive material to clearly show the modifications." This information may be supplied with the Offeror's proposal for consideration during the evaluation phase of the solicitation. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the Offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any inforamtion not identified in the offer.
11/19/2025 33 44 46 22 Please confirm if screw press manufacturer is responsible for supplying the following items in their equipment package:
- Dewatered cake conveyor (HUBER can provide their proprietary Ro8T shafter screw conveyor for this application.

11/19/2025 34 44 46 22 2.04.C.2.a: Please confirm required performance values as those listed in this paragraph (69 gpm @ 1.7%) conflict with the flow values listed on plan drawing 101 sub sheet 450G045 (85 gpm @ 0.9%). If 1.7% is the correct design value, please revise the hydraulic loading to 50 gpm. 50 gpm would match the specified flow of the Canyon project.
Performance criteria should be 50 gpm at 1.7% solids. Specification 44 46 22 and drawing 450G045 will be updated accordingly.
11/19/2025 35 44 46 22 2.04.D.1.g: Please change minimum drain line diameter to 6-inches to match the dimensions of the named manufacturer’s machine
The spec calls out a minimum of a 4" drain line. A 6" drain line is permitted as written. 6
11/19/2025 36 44 46 22 2.04.D.3.b: Please confirm the available water pressure to the Grant facility. Per 2.03.D.3.b the washwater supplied to screw press is supplied from the non-potable water pumps at the process building. These are designed to deliver 100 psi to the screw press for cleaning.
11/19/2025 37 44 46 22 2.05.B.1.b: This paragraph outlines a NEMA 12, 304 stainless steel enclosure for the screw press control panel and section 2.05.C.1.b outlines a NEMA 4X 304 stainless steel local control station. On drawing 35, dewatering building room that control panel and local control station are mounted in, is outlined to have NEMA 4X, 316 stainless steel control panel. Please confirm that screw press control panel and local control station shall include NEMA 4X, 316 stainless steel enclosures.
NEMA 4X, 316 SS will be required per the Site Area Classification and Materials Selection table 450G074. Specification 44 46 22 will be updated to match.
11/19/2025 38 44 46 22 2.05.D: This paragraph outlines the PLC, OIU, managed ethernet switch, and UPS as specified in specifications section 40 99 90. Section 40 99 90 does not appear to outline specific make and models for these components. Please confirm that the manufacturer standard Allen-Bradley CompactLogix PLC, PanelView Plus 7 7” OIU, Phoenix or equal Ethernet switch, and a Phoenix UPS are acceptable for the screw press control panel. If not, please confirm the make and models that are acceptable.

Manufacturer is responsible for selecting and providing and appropriate make and model in accordance with the requirements of the specifications and compatability with equipment.
11/19/2025 40 SCREW PRESS INDUCTION MOTOR DATA SHEET: Additional motor requirements listed in referenced section 26 24 19 and the motor grounding mentioned on this data sheet would require the screw press manufacturer to provide a non-standard, custom motor as HUBER’s standard Nord motor does not utilize these special features. A custom motor like this has the potential to significantly increase machine cost and lead time as well as availability problems should it need to be replaced in the future.
Manufacturer may take exception to motor grounding and requirements in specification 26 24 19 that are not standard with a provided explanation.
11/19/2025 41 450 G042 Please clarify if the intention in utilizing a DS storage tank upstream of the screw press is to feed the unit in batches. This is not recommended and may have a negative impact on performance, as optimal dewatering system operation requires that the system has adequate time to reach steady state.
Digested sludge is pumped from the aerobic digesters to the Screw Press Feed Tank and then the Screw Press Feed Pump will convey sludge at a higher head condition to the screw press. This dual-pumping arrangement will be continuous and not a batch operation. This arrangement is due to the relative locations of the aerobic digesters and the screw press.
11/19/2025 42 459N029 Please note that PSH 480-212 is shown in the drawings as a pressure switch. HUBER will supply a pressure transmitter instead that sends an analog 4-20mA signal to the screw press main control panel. This is acceptable.

11/19/2025 43 459N029 Please note that 480-SV-223 and 480-PSL-224 will be located in the screw press manufacturer supplied pneumatic control panel. The tubing between the pneumatic panel and cylinders to be installed by contractor. Ball and butterfly valves boxed in red below are to be provided by others.
This is acceptable.
11/19/2025 44 Drawing 241 shows the inclined screw conveyor powered and controlled by 375-MCC-001 and not included in the screw press scope. The drawing also appears to show some control devices for the inclined screw conveyor connected to the screw press control panel 375-LCP-
200. Specification section 44 46 22 does not appear to outline any connections between the screw press control panel and control devices for the conveyor. Please confirm that all control devices for the inclined screw conveyor and connections to these devices shall be provided by others
The control of the inclined screw press will be coordinated by the inclined screw conveyor manufacturer and will go through the plant PLC, not the screw press panel.
11/19/2025 45 480D101 Please note that the screw press, when empty, has a weight of 8,200 lbs. Is the intention to use the monorail shown in this drawing to lift the entire machine during installation? Please confirm how screw press will be brought into the sludge dewatering building during installation.
Contractor will coordinate installation of screw press. The monorail is for removing pieces for maintenance and primarly used for moving totes. The whole screw press does not need to be lifted by the monorail.
11/19/2025 46 480D901 Flushing T-connection (4027-182) at screw press inlet is discouraged. Utilization of an elbow in this fitting’s place will decrease the probability of floc shear, and optimize system performance.
Sludge feed piping to the screw press that is elevated above the screw press inlet is not recommended. Piping configurations such as this can exert extra pressure on the screw press inlet and create siphoning issues when air becomes entrained in the elevated segments.
Flushing tee connection at inlet will be removed and replaced with elbow per manufacturer's recommendation. An air release valve will be added on the elevated piping to reduce siphoning, additional pressure is not expected to cause issues on screw press operations. Engineer has elevated piping prior to screw press on previous projects and has not observed any issues.
11/19/2025 47 480D301 The screw press is shown with end covers. These covers are aesthetic only, and not necessary for proper machine operation. Please confirm if these covers are desired.
Please confirm reasoning for use of eccentric reducers shown on each end of the flocculation pipe. HUBER recommends the use of concentric reducers to increase each reducer's ease of manufacture.
No end covers are required. Eccentric reducers will be used to prevent air trapping and allow smoother flow of sludge.

75 33 05 01.02-ADD #4
ADD#4 eliminated the cement lining in Specification 33 05 01.02 and inserted P401 lining.
This changes almost all of the buried DIP where this specification is referenced on the pipe schedule. However, the revised pipe schedule colmn which indicates the lining material was not changed from "CLDI" to "CELDI". Please confirm that all pipe on the pipe schedule referencing Spec 33 05 01.02 should be P401 lined. Please also note that while P401 is recommended for all non-potable, sewer and drain applications, it is NOT recommended for potable water (PW) and thus PW should remain cement lined (CLDI).
CELDI should be used for all non-PW applications. Piping schedule and specifications are updated accordingly.

Section K Reps and Certs include clause 52.230-1 Cost Accounting Standards Notices and Certification (June 2020). We have been researching this clause since we are unfamiliar with it and are wondering if it applies to this project? In general, we find that this clause applies to negotiated contracts and is usually exempt for sealed bid contracts. Our understanding is this does not apply to a "firm fixed price contract on the basis of adequate price competition (aka multiple bidders) without submission of certified cost or pricing data." Please confirm if this FAR clause is or is not applicable to this project. Yes this FAR clause is applicable to this project.
96 44 46 13 02 The Shaftless Screw Conveyor Induction Motor Data Sheet included in this section states:
Hazardous Location: Furnish motors for hazardous (classified) locations that conform to UL 674 and have an applied UL listing mark. This contradicts Section 44 46 22's data sheets for the screw press, air compressor, and booster pump which all require unclassified motors.
Please confirm that the area classification rating for the screw press dewatering room will be non-hazardous/unclassified.

105 26 36 23.2.04 This specification requires a PQ Meter on the Load of the ATS although it is not shown on the drawing E458E601 for 465-ATS-100. A PQ meter is shown on 458E601 one-line downstream in 465-SWBD-001. Having two PQ meters would be redundant, is it acceptable to eliminate the meter in the ATS?
106 458E601 "Electrical One-Line" Feeder breakers with ERMS symbols are to have an Arc Reduction Switch. For the 225A and 100A breakers, the feature doesn't offer a benefit given the small ampacity. If still required, we would need to update the breakers to a 400AF to provide this feature which will be very costly. Is it acceptable to remove the ERMS feature and provide LSI trip only?

109 01 11 00 Section 1.5A calls for wetland planting and maintenance to be performed by a separate contractor under a different contract. Construction Specification 02 10 00 contains language calling for the contractor to seed and plant. Drawing 455C401 calls for specific plant species and does not reference a separate contract. Please clarify the delineation between work required under this Contract and Work by Others, a markup of the above referenced drawing would be helpful.
