About this file
This document is a Questions and Answers (Q&A) file for a federal construction project (Solicitation Number 140P2025R0078, CHCU 310250) dated 8-22-2025. The project involves demolition and new construction of residential buildings in a sensitive cultural site, with key specifications including on-site or off-site wood frame modular construction, archaeological monitoring by the government, and limited on-site camping for up to 10 people.
The Q&A covers numerous technical and logistical details, including construction methods, site access, utility connections, hazardous material handling, and personnel requirements. Notable specifications include: contractors must supply their own water for construction, existing utilities will be disconnected, all communication cabling will be new, HVAC and plumbing fixtures are contractor-furnished, and an independent third-party must perform HVAC testing and commissioning. The anticipated Notice to Proceed (NTP) is in October 2025, with the contractor responsible for project scheduling, safety, and quality control. Specific requirements address asbestos and lead abatement, electrical and fire suppression systems, and reuse of salvaged stone from existing masonry walls.

# Question Answer 1 After completing a more thorough review of the drawings and specifications, it appears this project is designed for onsite construction. Will you accept off-site wood frame permanent modular construction built to the same building codes as an alternative delivery method? This methodology will allow for less disruption (people, material deliveries, and equipment) to this very sensitive cultural site, it will also provide better quality control and schedule improvement resulting in lower GCs and earlier use of the facilities.
Yes, both on-site and off-site construction is acceptable
2 Have you considered opting for a modular building as oppose to stick-built? We believe we could be a vital solution that offers you the most for your time and money.
Yes, both on-site and off-site construction is acceptable
3 Will on-site (dry) camping (in RVs) be permitted? Yes, no more than 10 people will be allowed to camp at site. Space will be limited.
4 Please confirm the Government will provide archeological monitoring.
Yes, Govenerment will provide archeological monitoring
5 Assuming proper notification and coordination, when artifacts are encountered and work is stopped, will the project schedule be adjusted? Will the contractor have any recourse for stand-by or shut-down time?
Yes, the project schedule will be adjusted if these activities follow within the critical path
6 Please confirm if water will be available on site. Contractor shall supply own water for construction. Limited potable and non-potable is available for personal use.
7 Modular or panelized building construction was mentioned on the site visit. How should offerors proceed to ensure all are bidding to the same specifications?
Specifications allow for both options to build on-site or off-site.
8 What is to be done with any contents or furniture remaining in the buildings to be demolished?
All remaining furniture and material will be apart of the demolition efforts of the contractors
140P2025R0078, CHCU 310250, Q&A as of 8-22-2025
9 Can the SSHO and QCM positions be "double hatted"? Yes, the superintendent shall be a separate, full time, on-site postion. The site safety specialist and quality control specialist can be the same person if they carry both certifications.
10 The Building Material Hazard Survey identifies asbestos in the 12 x 12 vinyl tiles only in the furnace closets of Buildings 7, 10, and 11. It was observed on the site visit that a wood flooring overlay was installed in all of the buildings. This overlay was likely installed on top of existing vinyl tile which was not tested. Please advise
Please assume vinyl tile is under wood flooring overlay in all units.
11 Is the existing building demolition to be included in CLIN 1—Site Work?
Yes.
12 It was discussed at the site visit that the cultural monitor is not in the general contractor’s scope of work. Please confirm.

13 Under spec section 01 50 00 – 4, article 2.2.B, it includes details for a Contracting Officers field office and states “Field office shall be a separate structure from Contractor’s office.” Does the government want the contractor to include a separate office for the Contracting Officer in its scope or is the government to provide and maintain this Contracting Officer’s field office?
The Governement field office will be provided by the contractor for the use of the on-site Construction Management Representative (CMR) and government personel when on-site for site visits.
14 Under spec section 01 11 00 – 3, article 1.5.H, it details permission for the contractor to establish a “Construction Camp” in the Park Staff Area. At the site visit, this topic was discussed and the government clarified it was still looking at the details. Please clarify if a construction camp will be allowed for the contractor and if so, to what extent will staff be allowed to stay onsite? Will it be only the contractor’s field supervision team or will subcontractors be allowed to camp onsite as well? Will RVs/campers be allowed?
Yes, no more than 10 people will be allowed to camp. Personal use water is available at the existing Mission 66 housing. Campground near site has a dump station for personal use. Space will be limited. Contractor will be required to contact electrical service provider for temporary electric service paid by the contractor.
15 Under spec section 01 50 00 – 1, article 1.3.B, it states “Water Service: Potable Water from existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs.” At the site visit it was discussed that it is still unclear if there is water available onsite for construction operations. We anticipate needing thousands of gallons of water per day during earthwork activities. Please clarify if there is a water source available onsite for construction operations and if it has the capacity to meet the needs of construction. Also, if there is a source onsite, is it located within the boundaries of the project or another location within the park? If another location, please provide the approximate distance from the water source to the project site.
Contractor shall supply own water for construction. Limited potable and non-potable is available for non-construction use.
