About this file
This document is a Pre-Proposal Conference/Site Visit presentation for a National Park Service project to replace the Harden Farm sewage system at Acadia National Park. The solicitation (No. 140P2025R0044) is a Total Small Business Set-Aside under NAICS code 237110, with a 365-calendar day period of performance after Notice to Proceed (NTP). The project involves constructing a new sewer pump station and forcemain to serve current and future employee housing, connecting to the municipal sewer system on Great Meadow Drive, and demolishing the existing septic system.
Key proposal requirements include submitting a technical volume with five evaluation factors (Project Experience, Technical Approach, Schedule, Key Personnel, and Past Performance) and a business/price volume by July 21, 2025. The contract will be awarded using a Best Value/Tradeoff method, with evaluation factors being approximately equally important to price. The project has specific environmental considerations, including timing restrictions for tree removal and bat habitat protection. Offerors must provide a 6-page technical approach, Gantt chart schedule, key personnel resumes, and past performance information, with a bid bond required and liquidated damages of $1,501 per day.

• Questions are encouraged. Questions shall be asked in the open for the entire group to hear. Please no side-bar conversations. Questions that can not be answered today will be answered via a solicitation amendment.
PROJECT BACKGROUND
• System was originally constructed as a septic tank/subsurface sand filter discharging into Great Meadow. It was reconstructed in 2005.
• Septic secondary system discharging to shallow drip irrigation. The system includes a septic tank, biological filter, settling tank, UV disinfection and discharge pump.
• Project will correct a sewer system that is beyond its useful life and is ready to fail.
PROJECT BACKGROUND
PROJECT SCOPE
• The Work includes construction of a new sewer pump station and sewer forcemain to serve current and future sewer demand employee housing.
• The new sewer pump station will be connected to a gravity sewer network to be installed in the housing development under a separate contract.
• The sewer forcemain will be connected to an existing sewer manhole in the Municipal system on Great Meadow Drive.
• This work includes extending the three-phase electrical service along Kebo Street as well as electrical and mechanical work to support the new pump station.
• This also includes upgrades to the existing electrical service near the gate on Great Meadow Drive, and extension of electrical service along Great Meadow Drive to power the heat trace system at Great Meadow Crossing.
• After completion of the new pump station and forcemain, the existing septic and pre-treatment tanks and drip hose disposal system shall be demolished.
Contractor is responsible for the legal disposal of all waste.
• Phase 1: Start construction of new pump station and force main. Work of this phase shall be substantially complete prior to connection to users.
• Phase 2: Disconnect existing housing from old septic system and connect to new system. Connect new sewer network to new pump station system.
• Phase 3: Demolish, remove and properly dispose of obsolete sewer system.
BATS and Tree Removal
• Presence of Federal and/or State listed bats has been observed or detected at multiple sites across the project area.
• In coordination with USFWS, and in an effort to minimize disturbance to bat habitat, this project includes timing restrictions on all work at specific locations where bat presence has been confirmed.

PROPOSAL EVALUATION
Basis of Award
• Evaluation process is explained in Section M
• The Contracting Officer (CO) will award a contract to the offeror who submits a proposal that conforms to solicitation requirements; offers fair and reasonable pricing; and provides the best value to the government considering all evaluation factors combined
• The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
• All evaluation factors other than price (Factors 1-5), when combined are approximately equally important to price.
PROPOSAL EVALUATION
Basis of Award (Continued)
• NPS evaluates the technical volume first without knowledge of the offeror’s pricing. Once the evaluation team rates the technical volume, pricing is revealed. The team then determines which proposal offers the overall best value to the Government.
• NPS reserves the right to award a contract without entering into discussions. In the event that NPS chooses to enter into discussions, a competitive range will be established and the process described under FAR 15.306 will be followed.
