About this file

This document is a Questions and Answers (Q&A) file for the ACAD 255256 Sewer Line project, Solicitation #140P2025R0044. The Q&A addresses technical and procedural details for a small business set-aside contract to replace the Harden Farm sewage system. Key discussions include operational testing requirements, pump motor and level control specifications, and project staffing flexibility. The National Park Service requires the pump station to be fully operational by April or May 2026 to support housing occupancy, with a preferred contract period of 365 days. The project involves detailed technical specifications for pump systems, site restoration, and careful management of pavement and site conditions during construction.

The document reveals specific technical clarifications, such as using a transducer as the primary liquid level control with a 5-float backup system, and allowing some overlap in project management roles. The government is open to potential contract extensions under FAR 52.249-14 - Excusable Delays if pump lead times become problematic, but prefers maintaining the original 365-day performance period. Contractors are advised to submit pump station submittals immediately after contract award to avoid procurement and delivery delays.

ACAD 255256 - Sewer Line Solicitation # 140P2025R0044

# Offeror Question NPS Response

1.2 F. 2. “Upon request from the Contracting Officer, the

operational test may be witnessed by the Contracting Officer, and/or representative of his choice, at the manufacturer’s facility”. Is a witnessed factory test actually desired for this station? Not an issue if so but it will be easier if it’s scheduled/priced at the beginning of the project instead of a spontaneous request

Initial start-up and field testing (commissioning) of the system shall be conducted by a factory technician or factory representative in accordance with the Government’s requirements. A COR or NPS representative must be present during the initial start-up.

2.06 A. 1. “Pump motors shall be VFD controlled”. This

section lists VFDs as driver & starter but 2.10 F. 3.a & 2.10 F. 4 list across-the-line and reduced voltage soft start starters respectively. Can the owner provide clarification which starter is desired?

Remove paragraphs 2.10.F.3 and 2.10.F.4. See attached revised specification 33 32 00 Water Utilities Pumping Stations

There is multiple liquid level controls referenced in the spec (transducer, bubbler, standby bubbler). Can the owner provide clarification on which level control is desired?

The primary liquid level control shall be a transducer. Backup liquid level control shall be a 5-float system. (low alarm, off, lead on, high alarm) These system shall control the utility driven pumps as well as the back up engine driven pump.

Does the Project Manager, Superintendent, Quality Control, and Safety manager need to be separate people, or is there some overlap allowed within reason? IE the Project Manager and Quality Control can be the same person?

Positions may be combined where appropriate. For example, the Project Manager may also serve as the Quality Manager, and the Superintendent may fulfill the role of Safety Manager, provided that the individuals demonstrate sufficient qualifications and relevant experience in both roles. Documentation of experience and capabilities must clearly support each function being performed.

Is the Kebo St or Great Meadow Dr. within the project limits planning on being repaved in the future? How strict is NPS going to be about incidental damage (scuffing/scarring/track marks) to the pavement and other general wear and tear that comes with heavy equipment operation and trucking?

Sheet C0, General Site Plan Notes #5 & #8. Section 31 10 00 Site Clearing, Paragraph 3.1.D. Section 31 20 00 Earth Moving, Paragraph 1.9.A & 3.6.D. Pavement, if damaged, shall be repaired by the contractor, and further detail protection means necessary for existing pavement to remain.

Is there a certain date that the pump station needs to be operational? We are looking at 30 weeks of lead time currently for the lift pump not including submittal time or install. Is NPS amicable to coordinating with the contractor for suspension periods? IE all the force main and structures can be installed, then the contract time can be suspended until the pump station can be constructed and lift pump installed

The HF Sewer project is expected to be completed by August 2026;

however, since HF Housing is likely to be occupied by May 2026, the pump station must be fully operational by April or May 2026 to support that occupancy. The remaining time in the HF Sewer project schedule, after the pump station becomes operational, will be used to complete peripheral aspects of the project such as site restoration, final testing, and documentation. To maintain the schedule, it is critical that the contractor submits the pump submittals immediately upon contract award to avoid any delays related to procurement, fabrication, or delivery.

Is NPS open to extending the contract to longer than 365 days to accommodate possible long lead times on lift pumps?

NPS would like to keep the period of performance at 365 days. It's possible that the contract could be extended to accomodate the long lead time for the pumps, if the situation meets the criteria of FAR 52.249-14 - Excusable Delays
