Solicitation 140P2024R0151
Amendment 4
10-10-2024
1. Question: How do we make the representations for Volume 1 Part 4 sections I and
K? Are there separate forms on SAM.gov that we need to fill out? Do we need to print off the solicitation document and check all the individual boxes? Or do we need to copy the language into a separate document on our letterhead and submit the certifications?
Answer: Yes, print and check all the individual boxes (copy and save, and submit copied pages with Volume 1. Also refer to Amendment 3 Att 34 RFI Question #4.
2. Question: If our business qualifies as a small business under the $45 Million threshold, what other documents are required to submit to attest to the small business certification?
Answer: The firm’s representations and certifications on SAM.gov will be reviewed for the small business size per the NAICS code provided in the solicitation.
3. Question: Will the PDA testing on the concrete piles be utilized to determine final pile lengths, or to determine capacity of designed pile lengths?
Answer: Testing will be used to verify capacity.
4. Question: Section 03 30 00: The Air content of the concrete is specified at 6-8%. This may not be attainable with the desired CNI additive of 4gal/CY. The freeze/thaw cycle is also not as much of a concern in Charleston Harbor as it would be in the northeast. Can this air content be revised?
Answer: Yes, but this will depend on the use (what member), revised air content, and showing of past performance.
5. Question: Paragraph E, section 03 30 00 states that all concrete shall be ready mixed concrete, and also states that concrete shall be placed 90 minutes after batching. Due to the logistics of getting concrete to the Ft. Sumter site, can this specification be relaxed to
210 minutes with the addition of stabilizer?
Answer: Yes, provided the mix design has a proven history of performance with the stabilizer and timeframe while meeting the design specifications.
6. Question: Since the jackets will only extend to mudline, should the contractors still assume all piles get a jacket? It appears as some of the inshore pile at Ft. Moultrie would be very small jackets.
Answer: Assume all piles will be jacketed.
7. Question: The specifications call for a 7 day wet cure. Can the products be stripped earlier when the concrete reaches 3500 PSI?
Answer: Yes, provided the mix design has a proven history of performance under these circumstances while meeting the design specifications.
8. Question: Will a precast suppliers inhouse testing be allowed if they are PCI and SCDOT certified?
Answer: Yes.
9. Question: Concrete specification calls for 4" slump. Will an approved SCDOT mix be allowed - up to 9" slump?
Answer: Yes, provided it meets the other specifications and is approved for marine use.
10. Question: I’d like to look at the electrical room at Liberty Square.
Answer: Liberty Square will re-open since the hurricane has passed. Someone will be on site part of the morning, October 11, 2024, if you can stop by around 9:30 or 10:00 am local time. Ask for Ryan and he will show you the electrical panels.
