About this file
This document is a Request for Information (RFI) related to Solicitation 140P2024R0151 for the replacement of the Fort Sumter and Fort Moultrie docks and rehabilitation of the Liberty Square Pier. The RFI addresses questions from potential offerors regarding the small business subcontracting goals, sequencing of work, historical site requirements, and key personnel qualifications and responsibilities. The project will be awarded by the Department of the Interior National Park Service National Office. Key details include:
- Small business subcontracting goals are established at 53% overall, with individual goals for small disadvantaged businesses (35%), women-owned businesses (5%), service-disabled veteran-owned businesses (5%), HUBZone businesses (3%), and Indian small business economic enterprises (12%). Offerors requested reduction of the overall small business goal to 5%.
- Work must be sequenced to avoid disruption of visitor operations. Avoidance of historically sensitive underwater areas with known archaeology is recommended.
- The superintendent, quality control manager, and safety manager roles have specific full-time on-site requirements, while the project manager can be off-site at times. Multiple superintendents, quality control managers, and safety managers may be allowed to oversee simultaneous work at different locations.

Solicitation 140P2024R0151
9-18-2024
1. Question: The small business goals on this project are not obtainable. Over 90% of the project value will be performed by a single marine specialty subcontractor. Many qualified marine subcontractors in this area are not small businesses making it impossible to meet the 53% small business goal. Additionally, the set-aside requirements for Small Disadvantaged Business (35%), Women-Owned Business (5%), Service-Disabled
Veteran Owned Business (5%), HUBZone (3%), and Indian Small Business Economic
Enterprises (ISBEE) (12%) are not possible to meet as there is not a large quantity of additional trades on this project to award different socio-economic categories to. Please consider reducing the small business participation goal to 5% and eliminating the socio-economic set-aside categories completely for this project?
Answer: Stated percentages are approved NPS subcontracting goals. Refer to Solicitation
Section L Volume 1: Required Documentation, Small Business Subcontracting Plan, third bullet point.
2. Question: Could you please clarify how the subcontracting goals for small business concerns are applied? Specifically, do the individual percentages for service-disabled veteran-owned businesses (5%), HUBZone businesses (3%), DBEs (35%), WBEs (5%), and
Indian small businesses (12%) count toward the overall 53% small business requirement?
Answer: The percentage is a percentage of total subcontracted dollars. The goal is to subcontract at least 53% of subcontracted dollars to small business. And yes, inherently every type of socioeconomic category will contribute to that amount. But the individual percentage of a specific socioeconomic category (for example SDVOSB is 5%)--that is a goal to subcontract 5% of total subcontracted dollars to SDVOSB companies for the contract. Please refer to clause 52.219-9 for further information.
3. Question: Do you all have a plan holders list for this opportunity?
Answer: There is not a plan holders list. However, the Pre Bid Sign in Sheet Attachment
19 is part of this amendment. Contractor names with signatures were the attendees.
4. Question: Is there an RFI link? The measurements for the pile jacket lengths and quantities don’t seem to be in the plans.
Answer: This is an option item and calls for all piles to be jacketed, as shown on sheet
M301. The length of jacket is also shown on sheet M513 (FOSU) and M507 (FOMO), where the jacket extends from the bottom of the cap to 2 feet below MLW. An RFI attachment is posted as an amendment to the solicitation on SAM.gov.
5. Question: Are the funds for this project currently allocated and is the maximum amount posted or is there a contingency?
Answer: Money is set aside for the construction of this project. The funds will not be formally allocated until the final proposal is negotiated. There is contingency.
6. Question: Is there a sequence of operations that is required, especially surrounding the reuse of sections on the Fort Sumter dock?
Answer: There is no dictated sequence of operations, however visitation operations may not be disrupted.
7. Question: What is protocol for the historically sensitive underwater areas with known archeology?
Answer: Avoidance is recommended. No archeological monitoring is required, but should something be found, notify the park immediately.
8. Question: Will we need more than one safety officer, especially if we are working on multiple sites simultaneously?
Answer: Please refer to answer #17, but the safety manager could float as needed.
9. Question: Volume 2, Factor 3, states that key personnel (Project Manager, Superintendent, Quality Control Manager, and Safety Manager) "may fulfill multiple roles". Technically, a bidder could provide 1 person to fulfill all 4 roles. This is not desirable or advised. Please clarify specifically which roles can be fulfilled by the same person to ensure pricing is adequate for the needs of the project.
Answer: The superintendent is preferred as standalone but can be shared with a safety position. Quality control manager position is not combined per Division One
Specification Section 01 40 00. Project manager could also be combined with safety, however not with the superintendent/quality control manager.
10. Question: Far 52.236-6 states that “At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.” Please confirm that a full-time superintendent directly employed by the prime contractor shall be full time on-site.
Answer: Yes, a prime superintendent shall be on site full time.
11. Question: Please clarify if multiple Superintendents are required if work is being performed simultaneously at multiple locations.
Answer: A primary superintendent, with CO/COR approval, can delegate authority so that they are adequately able to monitor subs during all onsite activities.
12. Question: Please confirm that the superintendent shall be supervisory and that he/she will not be performing trade work tasks while also supervising the work.
Answer: Yes, that is correct.
13. Question: Please clarify if the Project Manager must be full time on-site.
Answer: The project manager shall be full time on this project, however, not necessarily on site at all times.
14. Question: Please clarify if multiple Project Managers are required if work is being
Answer: No, that is not necessary.
15. Question: Please clarify if the Quality Control Manager must be full time on-site.
Answer: Yes, the quality control manager shall be on-site full time per Division One
Specification Section 01 40 00.
16. Question: Please clarify if multiple Quality Control Managers are required if work is being performed simultaneously at multiple locations.
Answer: Please refer to answer #15, but the quality control manager could float as needed.
17. Question: Please clarify if the Safety Manager must be full time on-site.
Answer: Yes. Please refer to Division One Specification Section 01 35 23.
18. Question: Please clarify if multiple Safety Managers are required if work is being
Answer: Please refer to answer #17, but the safety manager could float as needed.
19. Question: Hast there been a Prebid meeting or Prebid site walk yet?
Answer: Please refer to Solicitation Section L 52.236-27 Site Visit (Construction) –
