About this file
This document contains questions and answers related to a Request for Information (RFI) for Solicitation 140P2024R0151 to replace the Fort Sumter and Fort Moultrie docks and rehabilitate the Liberty Square Pier for the National Park Service.
Key details include:
- The contractor will not be allowed to install temporary trestle at Fort Moultrie, and must complete the project from water/shore without impacting the wetlands.
- Specifications regarding concrete placement time limits have been removed, provided the alternate mix design conforms to the remaining specifications.
- The use of additional admixtures beyond those specified is allowed to accommodate the remote project location.
- For the required documentation in Volume 1, small businesses can reference their small business status in lieu of providing a Subcontracting Plan Form.
- The agency will not consider substituting the specified concrete floating docks with the contractor's aluminum framed docks, as the concrete system was determined to best meet the project requirements.

Solicitation 140P2024R0151
Amendment 3
10-3-2024
1. Question: Being that the contractor will not be allowed to install temporary trestle at
Fort Moultrie, please very that it is also unacceptable to build out a land causeway or any other methodology that may damage the wetlands and contractor must complete the project from water/shore. Please note, it is not feasible to build out the entire pier from the water, requiring contractor to mobilize a land-based crane that will likely need to increase the LOD.
Answer: Due to impacts to the potential shellfish habitat, the SCHED permitting and the
FONSI documentation, we cannot impact the wetlands. If a landside crane requires adjustments to the limits of disturbance (LOD), any proposed changes to the limits of
LOD as shown in the final construction plans must be submitted to the Contracting
Officer for approval. The Contracting Officer will coordinate review with NPS subject matter experts to ensure proposed changes are consistent with the analysis and determinations in the Environmental Assessment and resulting FONSI as required by
NEPA, related documentation for compliance with the National Historic Preservation Act, Endangered Species Act, Clean Water Act, and other applicable laws/regulations prior to approving any changes to the LOD. All avoidance and minimization measures included in the approved environmental compliance documentation would apply. Refer to the FONSI and other compliance documentation that were provided with the solicitation for more detail.
2. Question: In specification section “03 30 00 CAST-IN-PLACE CONCRETE” paragraph
“3.01.E.3” it is mentioned that concrete shall be no older than 45 minutes after addition of water and no older than 90 minutes after cement and aggregate are mixed before placement. Due to the remote nature of the project(s), specifically Fort Sumter, and the lack of adequate upland real estate to field batch the concrete, wet concrete will have to be transported from mainland to the placement location with the aid of retarding admixtures. Specification section 03 00 00, 3.01, E, 3 is not feasible. Can this requirement be removed from the specifications?
Answer: See Att 33 Specifications Div 2-49 (rev 10-3-24) where this portion of the specification is removed, provided the alternate mix design conforms with the remained of the specification and has proven performance meeting the requirements.
3. Question: In specification section “03 30 00 CAST-IN-PLACE CONCRETE” paragraph
“3.01.E.4” it is noted that "No admixtures, except those mentioned in paragraph 2.1 shall be used. Calcium chloride will not be permitted" Specification section 03 00 00, 3.01, E, 4 is not feasible as additional admixtures will need to be added to the concrete due to the plant’s remote location from the project. Can this requirement be removed from the specifications?
Answer: See response to Question 2.
4. Question: For Volume 1 part 4 for section, I and K is there a spot in SAM.gov that we can fill that information out? Or should we just be copying and pasting from the solicitation and filling out those specific questions/ sections?
Answer: You may contact SAM.gov if you have questions regarding your entity information with them. Refer to Solicitation Section L, Volume 1: Required
Documentation, 4. Section I and K Representations and Certifications two bullet points for requirement descriptions, but including copying and pasting from the solicitation with information provided is acceptable.
5. Question: For small businesses we qualify as a small business are we needing to put in our document that we are a small business in place of the Subcontracting Plan Form?
Answer: No. Refer to the Solicitation Section L, Volume 1: Required Documentation, #6.
Small Business Subcontracting Plan bullet points requirements.
6. Question: Reading through the drawings for the project, I noticed that you guys are asking for concrete floating docks. We manufacture marine grade aluminum framed floating docks with closed cell foam incapsulated in hand welded HDPE plastic and decked with Wolf PVC decking. Would you consider us an approved equal?
Answer: Refer to the substitution clause in SECTION 01 67 00 - PRODUCT
REQUIREMENTS, that states the winning bidder may request substitutions. However, through the existing conditions investigations, calculations, compliance, and the value analysis process, the system chosen to meet the project parameters was determined to be concrete.
