So this is for the Rocky Mountain National Park Bridge Preservation project.

We'll just go through some quick introductions on Jen Baker, project specialist with the Denver Service Center and I'll hand it over to Shelly and Owen.

I'm a project manager and civil engineer here at Rocky Mountain National Park, so I'm serving as the parks point of contact on this project.

The main purpose of this pre proposal conference slash virtual site visit is to get folks familiarized with the project and highlight some critical elements of the project itself, including access, staging areas, environmental restrictions and other time of year requirements.

And some other nuanced items of the work elements.

We'll go over brief, a brief overview of the project and then dive in as needed to the plan set and review the scope of work for the ten bridges, and then we'll talk about the time of year restrictions and schedule for the project and then for questions we.

Request that they be submitted to Shelley RCO in writing, and we'll have a slide that includes.

Information as well for that.

So summary of the scope of work.

This work is for bridge preservation of 10 existing bridges within Rocky Mountain National Park.

Five of the structures are on the West side of the park in Grand County and five are on the other side of the Continental Divide in Larimer County.

The bridges themselves have been categorized as CND or yeah, CND structures, which means that you know minor elements of them.

Our need of repair in general.

Regular maintenance items to prolong their service life.

For funding we have.

Loa project funds for this.

So they will be available to award the contract. So in general, our scope of work includes in water components, which includes scour, mitigation and erosion repair, which is mainly rip rap placement and then temporary stream diversions to complete those elements of work for out of water work.

We have expansion, joint replacement, concrete crack and small repair, cleaning and painting of structural steel, cleaning and resealing deck joints, cleaning bearings, retrofitting bridge railings, timber plank replacement, masonry, repointing, repairing, undermining, approach, repair and debris removal on the structures.

So this is from the cover sheet of the construction documents and it just shows the locations of the structures within the park.

Has previously discussed five of the structures are on the West side of the park. Five are on the east side and some of the structures themselves, such as Shakita Creek, are access.

On Fall River Rd. which it's a one way road and I believe it will close on October 8th to vehicular traffic.

Other items of note are the Aspen Glen Campbellidge that campground is currently closed, so contractors will need to intending to visit the site would need to park and walk into the campground itself to view the structure.

What other items of note that are important to know to Creek Bridge?

It is access.

On the West side of the park, it's got a relatively small parking lot after the structure itself.

The.

Coyote Valley Trail culvert.

I believe that's the one where you park and it's on the trail itself.

A little ways back and then the remaining structures also have pretty easy access adjacent.

To them.

So we wanted to highlight some of the work restrictions.

For.

Five of the structures.

So the Govan Johnson Johnson culvert. And this is when.

No work is allowed, so in the dates and times there's no work allowed at the Govin Johnson from May 15th to June 30th due to the wood frog species.

The Chiquita Creek bridge.

No work is allowed between July 3rd to October 15th, and that's due to seasonal closure.

The Aspen Glen campground structure no work is permitted. April first to September 30th and that's due to livery operations as well as Mexican spotted owl habitat in the area.

The Big Thompson River bridge.

There's no daytime work permitted between May 15th to September 30th, and that's due to livery operations as well.

For the Glacier Creek livery bridge.

No work is.

No work is.

Permitted between April 1st to August 31st and that is the Mexican spotted owl nesting season.

So generally the work hours permitted are 7:00 AM to 6:00 PM or one hour before sunset, whichever is sooner Monday through Friday.

For traffic control.

One lane rolling closures with a delay not exceeding 15 minutes or if traffic backup is more than half a mile.

In that instance, particularly in the Bear Lake corridor, when traffic.

When the traffic queue exceeds half a mile, traffic must be allowed to flow clear.

To flow to clear the queue in the area. So this means that like both lanes for the Big Thompson River Bridge need to be open to clear the traffic.

Another item of note, contractors will coordinate with park staff to reduce disruption to normal park activities. The construction workers and Job Superintendent will be required to attend park resource orientation session that lasts no more than two hours.

To learn about special sensitivity of park values, regulations and appropriate litter and trash control measures.

The Co or a representative will coordinate orientation sessions with MPs, cultural resource specialists and MPs, Natural resource specialist to develop resource awareness work.

Schedule equipment to be used on the project and resource protection plan will be discussed at that time.

This training session shall occur prior to the start of work and will be repeated for changes of key personnel additionally.

There's a lot more work restrictions and contractor use of premises requirements within the specs located in 0110001.5 and 1.8.

So I alluded to this at the beginning of the presentation.

There will be an opportunity for an in person site visit before proposals are due. The following information will be needed.

To provide an access letter to contractors.

This includes the contractor name, the name of the persons visiting the site and the dates the contractor will be on site. Contractors that intend to visit the site must have this information provided to our Co Shelley Murphy by Friday, October 4th at 2:00 PM Mountain time.

Please review this link here.

It's a park website for any access restrictions such as Rd. closures.

And that information to prepare for your site visit.

Additionally, Chiquita Creek, we recommend parking at Indo Valley Picnic area and hiking up the half mile to the structure.

And I noted earlier that Fall River Rd. closes to vehicular traffic October 8.

Aspen Glen Campground is currently closed.

So.

Scott, I'm not sure where the best parking area would be for contractors to.

Gain access to that structure. Would you be able to provide that information?

Zey, Scott S 10:13 For Aspen Glen, Yep, we can probably figure out some roadway parking.

Zey, Scott S 10:18 It's just inside the Fall River entrance station.

So we can have you guys park in that area. I'll have to figure out the exact best spot if we don't unlock the gate for you, but it's a short walk in.

Yeah. So roadside parking just past Fall River entrance station is probably acceptable.

And finally, Trail Ridge Rd. is anticipated to be closed due to snow in the coming weeks.

So keep that in mind if you're thinking about doing a site visit.

So this is where I'll hand it over to you, Owen.

To kind of walk through some of the key elements inside the plan and I'll stop sharing my screen.

Is the cover of the plan plan set showing?

Great.

So we'll just go through the plan set of the solicitation and just try to highlight some of the logistic items, the staging areas access kind of reiterate some of those items that Jen talked about with either visitor closures or when contractors would be able to get into those.

Structures.

And any other kind of logistical items, just just to help kind of digest and understand the plans a little bit won't get too far into the technical but.

I will go over kind of how the plan set is organized just to help you kind of understand how it's how it's packaged together.

So as Jen said, we have 10 structures in this project.

Five are located on the east side of the Continental Divide near Estes Park. The other five are on the West side of the Continental Divide, near Granby.

The access across which, as Jenna just noted, is Trail Ridge Rd.

That road closes seasonally.

And as as Scott had shared with us earlier, it's anticipated to be closed in the coming weeks.

So this project we are soliciting now for an award this fall, winter season and construction would start next summer.

And work through fall into either, you know, weather restrictions or just seasonality restrictions that that stop the work.

And then the period of performance would allow for a second summer season with this work, including in river work, it's anticipated that notice to precede would be towards the July into August period.

We can kind of go through that with some structures.

The the structures that kind of do open up that don't have a either wildlife restriction or a visitor use restriction that limits access would be the culvert.

On the western side.

There is a those culverts are located.

These four here are located on the Colorado River and they are controlled by the Grand Ditch above.

That is not monitored by the park or controlled by the park.

And so it flows along.

That could change in the later summer.

So one item for for contractors to be aware and that information is in the specs as well.

And so I guess with that just kind of generality of access East to West in the park, we can get into the the different structures, so.

Beginning here, starting on G3 is kind of a location of each of the structures with their independent staging, a lot of coordination has been performed with the park on identifying where those structures are and where appropriate staging is.

Big Thompson, as Jenn had noted, is on the main visitor through fair to Bear Lake age area.

And it's a very high access point.

The staging area for this one is just before the structure.

Aspen Glen.

Which Scott had just referenced just closed for the season.

This is the Fall River Rd. entrance right here, currently under construction.

Can still be accessed. I believe with one lane, but there is a gate.

Off the main road that is accesses this structure.

As noted in the PowerPoint, this one Aspen Glen is limited to open up to a contractor after September 30th next year.

So staging could be done in the road on hard surfaces.

Right adjacent to the bridge, Chiquita Creek is on Fall River Rd.

So we've kind of referenced 2 roads.

Trail Ridge Rd. connects east and West Fall River Rd. Is a gravel one lane Rd.

One Direction that takes you from the east side up to the top of the divide and then you could go either down towards Grand Lake or back to Estes from there.

So this is a One Direction Rd.

Again, Jiquita Creek is only open to contractors.

After this season, it's October 8th when it's closing in the plans. It's noted as October 15th again once it's closed, contractor would have access to stage in the road adjacent to the.

To the structure there.

And only need to provide emergency vehicle or park access across.

And then lastly on the sheet is little horseshoe?

This actually is one of the few structures not open to vehicles or the public, and this one contractor can stage on this little gravel Rd. that leads to that structure right to it.

Here's getting to some of the structures on the West side of the of the park.

Bowen Baker, Trail Culver, Staging's allowed in the asphalt parking lot directly adjacent to the structure.

Coyote Valley is a gravel road and parking lot, and then Jen referenced earlier there is.

A narrow trail system that leads to the structure here.

And we can we can highlight that in the plans on on what the width of that is.

On a Hutu is another western structure.

This one has a trail head just past it.

Staging is allowed in the parking lot with access on the gravel Rd. back to the structure and then lastly governs. Actually, I believe there's two more governments, Johnson and in Holder access there's a another parking area gravel parking area here that is allowed for staging this one there.

Are some in holders that have property.

Within the park and so full time access would need to be maintained.

For those in holders to for vehicle access.

And then this is the last one.

This is Glacier Creek livery.

Some staging is allowed in the adjacent turn off by the structure and limited vehicle parking in the in the livery area, just just up the way.

So getting into the organization of the plans, each structure has a similar layout.

There will be a plan view, a elevation view describing the different work items.

There will be a temporary erosion control plan as well.

Contractors are to submit their actual plans.

When they are, when they're getting into that work, and then the general section review of the structure.

And then from here it gets into the detail of.

Each of the work items.

And this is kind of the general format.

So photos of the work types a summary of the work with quantity notes, and then the actual detail itself is referenced at a later sheet at the end of of the section of each of the each of the bridge structures.

So from this, umm, this one on Big Thompson, it shows the expansion joint work scour counter measures below the structure.

Some spalling on the abutment wall.

Graffiti removal, some painting of the structure replacing a nut on one of the bearings.

Some haunches, ball and then again another deck joint, clean and reseal.

Up to hand. Next one is asmundglen.

These are big Thompson and Aspen Glen are both on the east side as you recall.

This one shows the construction access down. One thing to highlight is the limits of disturbances.

Darker line again have been coordinated with the park and have been approved through the compliance process.

Any any deviation outside of those?

Are are, are not allowed.

Umm. And so those limits of the disturbance are very specific for each structure. And we're, umm, evaluated for the type of work and what's needed to to perform that type of work.

Again, temporary erosion, sediment control plan showing.

Uh, temporary diversion, some dewatering and filter bag, releasing contractors to submit their own plans for that based on their means and methods.

Again, similar photos describing the different types of work and activities for each of the structures, and then the detail reference at the end of each each image caption.

This is Shaquita Creek.

Again, just a reminder, this is the gravel Rd. one way up.

This structure is accessible after the 15th of October.

Contractors can stage in the gravel area adjacent to it when the road is closed. When the access is allowed.

Work for this items includes replacing the timber running plates.

Repoint abutment masonry at the center of the east abutment repair. The northwest wing wall filled, undermined area of the West abutment and replaced missing rail nuts.

Again, the details reference for each image and each description of work show greater clarity of of what that effort should be.

This is little horseshoe.

This is the one that does not have.

Vehicle access.

Excuse me.

It does not have a public vehicle access. Contractors would be able to drive down and again Sage and the adjacent gravel area for for this effort.

Similar work, clean and repair mortar joints fill and stabilize, eroded areas behind the abutment caps and replace bulkheads.

Clean and paint structural steel, replace curbs runners and 1st deck planks of timber deck surface.

Remove debris at timber back walls.

Fill undermine voids at abutments east side of north.

Abutment is shown.

Phil undermine voids at abutments east side of South.

Abutment shown.

This is now getting into the culverts on the West side of the park. A lot of these have similar treatments.

Again, reference the limit of disturbance.

The symbol here in the plan is wetlands. As part of the pre activity for each of the structures, wetlands and limits of disturbance are to be shown in field.

And any deviation outside of those would would not be allowed, per our permits received.

Sorry again, similar description in plan vehicle access down, temporary diversion, dewatering pump.

Rip rap at the wing walls.

Again, similar images repair concrete and border areas, undermining at southeast wing wall. Replace rip rap along all wing walls, fill erosion holes at ends of northeast.

Excuse me, northwest and southeast wing walls, and then fill potholes in roadway over the culvert and the east approach. Seal vertical crack.

Above the east.

Barrel and North and South Facia seal gaps between headwall and edge of arch panels with sealant.

This one goes over to Tony Hutu.

This one has the staging area in the parking lot just down this way here.

This is a trail that leads to the OR. Excuse me, this is the structure and road that leads to the.

Hiking back Backcountry trailhead parking lot.

And similar temporary erosion segment control plan construction access, down, filter bag pump, temporary diversion.

Access on this side as well to allow contractor to have access on this side to place rip wrap at each wing wall.

Place engineer and rip Wrap along the downstream end here.

Place engineering rip rap along the upstream wing walls this side and that mortar voids at base of barrel walls inside culvert and undermining along SE Wall.

Resurface aggregate Rd. base and repair surface runoff erosion at northwest here in southeast culvert corners.

Replace cut water upstream side of center pier.

Remove debris and tree from culvert barrels.

Fill void northwest wing wall.

This is back to one of the culverts on the West side on the Colorado River.

Again, this is a gravel access Rd. in and then the limits of disturbance here.

This engineered rip rap along Walls, Northwest and southwest wing walls that is shown in the plans here and here with the Hatch.

Seal gaps between head walls and edge of arch panels with sealants.

Remove tree in place engineered rip rap at northeast Wing Wall. Seal map cracking at southeast corner and southwest wing wall.

This is the in holder one.

So this one this access Rd. here would continue and lead to the the last one that we just saw.

And again, this one provides access to an inhoulder residence.

So contractor would need to maintain access and not limit their ability to access their their property.

So place engineered Rip rap along wing wall footings and exposed floor at both sides of culverts.

Repair voids under strap at W Wall of West Barrel stabilize, undermining along downstream wing walls.

Repair undermined area of center wall at downstream side of with mortar.

This is one of the cut waters repair void and concrete in upstream side of center wall and add concrete cut water seal, vertical cracking throughout the head walls.

Seal gap between head walls and edge of art panels with sealant.

And then remove tree from West Barrel.

Again, another culvert on the West side. Similar double barrel.

So this is the Coyote Valley.

This is one reference earlier.

It's at the bottom of a parking lot and contractor will have access to stage in that area and then this will be the access way in along this trail area.

Again, similar work.

Replace deteriorated cut water repair cracks that had walls and wing walls and delam between headwall and metal.

Culvert and seal gaps between headwall and edge of Arc panels with sealants.

Repair delaminated installed concrete along head wall.

Install engineered Rip Rap at South Wing walls.

This actually jumps us back to the east side of the park.

So this is Glacier Creek livery bridge.

This is the turn off which in the staging plan I believe is G3. This is where contractor would have access to stage equipment and materials for this structure.

Access way in along through here to place rip wrap and material here and then reach across in place. Rope wrap on this side.

So this one fill void and install rip wrap at Southwest Wing Law. Remove gravel along the deck surface and replace deteriorated timber rails.

Repair spawled concrete at southeast, northwest, and southwest wing walls.

Seal map cracking at Southeast, Northwest, and southwest wing walls.

Install full depth asphalt patch for joint at West approach. Install Rip Wrap at southeast wing wall.

So again, that wraps up each of the 10 structures.

And now the plans transition more into the actual detail work and descriptions.

The sheet has our Rd. surfacing patching details.

This is that last Glacier Creek livery and shows the asphalt joint patch detail.

Typical erosion repair or excuse me, typical rip rap for Glacier Creek.

On the wing wall side and then up on the above section as well.

Here.

This one shows some rail work, so this is Aspen Glen here.

This is the Glacier Creek livery timber one to be replaced.

This gets into some of the masonry work.

Chiquita, these are all Chiquita Creek again.

Again, there's the West Abutinians stabilizing undermined area and then this shows the work for the abutment wing wall at Chakuda Creek.

Bearing maintenance clean bearings.

Map cracking.

Spa repair Class One, class two, Class 3 spa.

And different structures where that occurs.

Concrete repair.

Crack.

Water replacement. Several of the culverts on the West side had caught water replacements.

This one's tonah Hutu.

This is the cut water section with reinforcing detail.

Deck expansion joint.

Deck joint.

This Is Us for little horseshoes, the bearing seat void at the abutments.

Another void there.

This is Tana, Hutu.

This is on the West side with the trail access parking.

This was one of the voids to be filled on the northwest wing wall.

Again, the the photo on the detail sheet gives a quantity for that.

Undermining at culvert center wall.

This is the big Thompson pin hanger. Touch up paint required there. Painting the structural steel at Little Horseshoe.

Some of the timber work.

So again, this is little horseshoe.

Chiquita Creek also had deck replacement.

Some typical details for rip rap.

When exposed, bedrocks encountered Tony Hutu and then where?

No bedrocks encountered.

Different details for those conditions.

Details for wing walls Coyote valley here.

Or where rip rap encounters footer, this is a condition at **** Thompson and I believe another one.

These are Aspen Glen rip wrap.

Details for Aspen Glen, as you can see, there's some existing material there.

This is the work area to be filled in to protect the abutment some voids here.

Concrete filling these void areas to concrete.

This is the spot one of the small repairs for the other detail.

Thompson, I referenced that I think on this one, but there is a unique detail for it.

This is the existing peer to get rip rap placed around it.

Some excavation here to get this backside of that covered up.

Note the details identify existing boulders. This this corridor has some very large boulders within it, so refer to that in the plans and where information's called out existing Boulder to remain.

Around that.

Just kinda filling rip rap around it to to protect that pier.

And then some typical dewatering details.

Segment control.

Vehicle tracking.

No excavation for the vehicle tracking on these.

Example traffic control plans, contractors will, you know, submit their own plans for each structure.

And then this project's, funded by bipartisan infrastructure law, and we have.

A.

Some signs to be located when contractors are working at those structures referencing that.

Contractors can use a portable base sign for this to limit any excavation.

Necessary.

And that gets us to the end of the end of the plan.

And just kind of reiterate from the plans to review the specs and where Jen went over the contractor's use of site and work restrictions.

We do have a good bit of different either wildlife restrictions or visitor use restrictions.

That most of these will will open up to access in late summer. Around around this period, ironically.

Again, their earliest access would probably the West be W be the Western culvert.

The limitation there is flow on the Colorado River and what that would require then for dewatering activities to perform the work.

Umm.

Then anything else from the lands to highlight?

As Scott had referenced.

Fall River Rd. which CUDA Creek is on? Which will get you up to the top of Trail Ridge, is closing on the 8th, and Aspen Glen is already closed, so that'll have a a short a short walk.

Hike in and then Trail Ridge is currently open.

Pending weather, I think they're they're intending to keep it open for a couple weeks here. So if you're looking to get access, please get your information into Shelly.

By this Friday the 4th and then we have questions due here.
