About this file

This document appears to be Amendment 3 to the Appendices related to a solicitation for the Voya 308690: Replace Power Distribution project. The solicitation is seeking to replace the main underwater high voltage cable, multiple transformer boxes, pad-mounted switchgear, sectionalizing enclosures, elbow terminations, and other associated components running from the mainland to the Kettle Falls district. The project also requires installing an improved level of emergency backup generation for critical loads at the Kettle Falls Area. The solicitation is being issued by the Department of the Interior National Park Service National Office. The overall purpose is to address safety risks due to a compromised neutral wire and to ensure continued operations and fire protection for the historic hotel during power outages.

vi. Box Interior components and box properly bonded as seen visual.

vii. Stub -up conduits within switch cable termina on compartment seen not weather ght seal.

viii. No Elbow Arrestors seen at incoming and outgoing load feeders’ break out terminals for each switch terminals.

ix. As per Facility, Phase C of exis ng MV (12.47KV NPS Service) 3PH cable feeder segment/sec on run from this recloser switch to the Sec on J-Box due to the cable fault occurred few years ago was replaced with new by u lity company, NSEC. New cable construc on is similar to exis ng with it has addi onal exterior insula on over copper mul strand circular Neutral conductor to protect cable from lightning strike and insula on failure for the exposed cable part or prevent failure from mechanical damage/ break exposed neutral copper wires/conductor which is bonded to ground for safe opera on of system and opera ng staff safety.

Exis ng Equipment Condi ons:

a) Equipment Ownership: NPS shall confirm Recloser is owned and operated by NSEC or owned by NPS. Is this an interface demarca on line for KF load feeder ownership to NPS? NPS shall verify contract agreement made in past with NPS.

Requirements:

KF District currently has only single source of Power supply (single u lity, NSEC MV 3PH Feeder) feeds electrical loads to Ke le Falls (KF) District land en rely. There is no redundant source of power either from u lity or backup Generator Power (including Emergency Power required by codes for personal safety). Facility is observing frequent u lity power supply feeder outages in past several years due to feeder faults.

It is important for NPS to have power supply con nuity at KF District being it is a visitor’s island and isolated from available land resources and during u lity power failure incident or/and in emergency situa on. Required immediate approach to the Island by Facility personnel or Emergency responders is limited due to the travel by water boat is required which is approx. 12 miles via water from land.

Regarding the above, NPS desires to provide KF District with a Backup Power Generator with one or mul ple Generators to be installed on KF.

Based on exis ng connected loads and future loads, an es mated approx. 500KW Generator backup power size is required to provide power to the en re KF District for limited me based on diesel storage. This observa on is based on a WSP field survey and available informa on provided by the NPS.

It shall be noted that a 500KW Generator with MV (12.47KV) ra ng is not readily available in the market and required long lead me and addi onal cost. Addi onally, the generator will require addi onal voltage step-up transforma on equipment to MV (12.47KV) distribu on at KF District with mul ple required Step-down transformers at each load distribu on loca on (which is similar to exis ng KF District distribu on). Therefore, the Backup Power Generator Voltage ra ng shall be 208/120V, 3PH, 4W, ground, 60 Hz which is the same as KF Island District load distribu on voltage.

With the approach noted above, exis ng KF Island MV (12.47KV) distribu on shall be eliminated including associated electrical equipment such as exis ng MV Sec on Junc on Boxes and Voltage Step-Down transformers at mul ple load distribu on loca ons.

a) Exis ng MV feeder Sec on J-Box at this loca on shall be disconnected and demolished. Connected MV cables shall also be disconnected and removed en rely.
