About this file
This document contains questions and answers related to Amendment 04 of Solicitation Number 140P2024R0130 for the Voya 308690: Replace Power Distribution project. The solicitation is for the National Park Service (NPS) to replace the main underwater high voltage cable and associated electrical equipment running from the mainland to the Kettle Falls district at Voyageurs National Park. Key details include:
- The project will replace pad-mounted switchgear, sectionalizing enclosures, elbow terminations, and other components, as well as install improved emergency backup generation. This is needed due to a compromised neutral wire posing a safety risk.
- The available net construction funding is $11,742,373, with a required bonding capacity of $20 million for a single project.
- The procurement will be a two-phase process, with Phase I focused on technical qualifications and Phase II on the price proposal. Key personnel and project experience requirements differ between the phases.
- There was some initial confusion around the site visit, pricing template, and evaluation criteria, which has been addressed through amendments.
- There are no set-asides, and the NAICS code is 237130 Power and Communication Line and Related Structures Construction.

Question No. Sheet or Reference
Question Response Amendment Answered
1 The proposal documents don’t say how you want to receive RFIs/questions. All RFIs/Questions shall be submitted via email to timothy_burger@nps.gov & brian_baugh@contractor.nps.gov
2 The front-end document, item C, says that “Section L will contain a pre-proposal site visit in Phase II.” Section L doesn’t have anything about a site visit. The pre-solicitation said that the site visit would be on September 17 (but if the site visit is in “Phase II” presumably it will be much later).
The site visit will be held September 17, 2024 in accordance with the presolcitation notice.
3 The front-end document says (item J) this will be a two-phase procurement in accordance with Sections L & M, but Section L has no explanation and only has forms to fill out, and there is no Section M.
Please see Amendment 01 1
4 The front-end document (item H) says that Section L will mention a “stipend to be used in preparation of the concept design for Phase II submissions” but this isn’t provided in Section L.
Please see Amendment 01 1
5 Overall, there is no clear listing of what we are supposed to provide in our proposal for Phase I and in our subsequent proposal for Phase II and what the experience requirements are, and how we will be evaluated.
Please see amendment 01, for additional information 1
6 The specifications say that Price and Technical proposals are required, but no price schedule, possible bonding requirements, or list of contents for the Price Proposal (or for the Technical Proposal) are provided.
Price will not be evaluated until Phase II 1

Question Response Amendment Answered
7 Is there a map or some preliminary drawings that can be provided for clarity?. Please see attached documents included in Amendment 01 1
8 We’d like to confirm the set-aside and the NAICS code? There is an incorrect NAICS Codes indicated in Section K of the Clauses. The correct NAICS is 237130 Power and Communication Line and Related Structures Construction, SB size standard is $45M.
There is no set-aside. This solicitation is Full and Open.
9 For Factor 2, Technical Qualifications and Specialized Experience, the project experience criteria listed on Page 59 does not match the scope of the project. This section describes a similar project as being: “Design and Construction of Historic Masonry Structures, reinforced concrete structures, historic structures, or similar type.” However, the scope of the project appears to be almost entirely electrical in nature, and it would seem that past experience with complex electrical projects of similar size would be a more appropriate criterion. It is unclear if any historic structure work is required at all. Please clarify.
The Factor 2 requirement in Section L on page 59 is revised, in part, from “Design and Construction of Historic Masonry Structures…” to “Design and Construction of electrical projects of similar size”
10 Please verify that there are no preliminary drawings available for this project. A location map is provided in the document “B09_Amend 1_VOYA Location Maps.pdf” in Amendment 1. A full POR package will be provided for Phase 2 with additional Specifications and diagrams.
11 1The RFP indicates an available net construction amount of $12,121,765, and yet Page 60 of the RFP document states that we must have bonding capacity of $30 million for a single project, and this is a go/no-go factor. Do you anticipate, therefore, that the value of this project will actually be greater than $30 million?
The required Bonding Capacity is revised to $20M for a Single Project.
Question Response Amendment Answered
12 Contracting Officer’s Note: As stated in the Special Notice, issued August 29, 2024: 1. A Prebid Conference is scheduled for Tuesday, September 17, 2024 on site at Voyageurs
13 If the available net construction amount is $12,121,765, why we are required to have a bonding capacity of at least $20,000,000? Is it anticipated that more funding will become available later to increase the construction cost over that amount?
Net Construction funding is currently $11,742,373. Bonding limit is set by the FAR to award over $10M. No additional funding is anticipated at this time.
14 For Phase One, Factor 2, the list of resumes required does not match the list of resumes required in Phase Two, Factor 4. The list of key personnel positions in Phase Two seems appropriate for this project, while the list included for Phase One seems to be possibly for another project. Please clarify. Also, since we will be providing key personnel resumes in Phase Two (closer to the actual award), can the resume requirements simply be deleted from Phase One?
If not, this will simply be a duplicative effort.
Please respond to Phase ONE request for resumes. Additional guidance will be provided for Phase TWO during that phase.
15 Please clarify whether the electrical scope of work for this project is deemed High Voltage Transmission or Medium Voltage Distribution system for the removal and replacement. We have identified conflicts in various descriptions of work in in the bid documents on this terminology, including the Amendment 3 – APP B study by WSP.
Our main service feeder line from NorthStar is 12.47KV and fall under technical term MV (Medium Voltage). Per US Electrical Technical Standards.
16 We would like Project Experience clarification regarding evaluation criteria. Amendment 2, RFI response number 2, changed the criteria for Phase 1, Factor 2-Technical Qualifications and Specialized Experience. Amendment 1, Section M – Evaluation replaced the Phase 1 - Factor 2 description.. Will the projects evaluated in Factor 2 be based simply on “Design and Construction of electrical projects of similar size” (from the Amendment 2, RFI reply) versus the first paragraph wording on page 66, section M, para C.2. Factor 2 … replacing the portion of the sentence “with … historic structures”?
Evaluation will be on Design and Construction of Electical Projects of Simialar Size and Type. No reference to Historic Structures.

17 On Page 59, Factor 3, Past Performance, it states we should submit Past Performance information for the projects submitted under Factor 1. We are assuming this is a typo and “same projects submitted under Factor 2” is intended.
Correct: Factor 3 refrences Factor 2, not Factor 1. 1/3/1900
20 "In Document "" B08_Attachment_4_Solit_PSP_Vol_II_Proposal_Submission_Section_L "" it states this General References form is described in Section L. We cannot find any references when this form is to be completed. Please advise what Phase this General References form is to be completed and what Factor it should be included in.
Phase II
21 In document "" B09_Amend_1_Solit_Clauses_1442__Construction_9_5_24_1_0001 "" Section J ‐ List of Attachments (PDF 41 of 69), it states that the Attachment 4 is supposed to be 14 pages. The Attachment 4 that we have is only 2 pages Please advise how many pages Attachment 4 should be."
Attachment 4 General References is two pages
In document "" B09 _ Amend_1_Solit_ Clauses_1442__Construction_9_5_24_1_0001 "", for Phase 1, Factor 2 section (PDF page 58 & 59 of 69), 4th Paragraph , it request a minimum of 9 resumes using the standard form 330 for Architect, Historic Architect, Civil Engineer, Structural Engineer, Landscape Architect, Project Manager, Superintendent, Quality Control Manager, and Safety Manager. Then in the same document, for Phase 2, Factor 4 - Key Personnel (PDF page 62 of 69), 1st paragraph, it requests for 8 resumes for Civil Engineer, Geotechnical Engineer, Electrical Engineer, Landscape Architect, Project Manager, Superintendent, Quality Control Manager, and Safety Manager. Then in the same document, Section H - Special Contract Requirements (PDf Page 14 of 69), first paragraph, it lists 6 key personnel for the Contract: Design Lead, Design Project Manager, Design Lead Architect, Construction Project Manager, Construction Lead, and Superintendent. Confirming that NPS wants resumes of different team members for Phase I, Phase 2, and then in the Contract. It is our opinion based on the scope provided in this solicitation that the NPS would want the 6 resumes for all phases matching what is requested in Section H - Special Contract Requirements of Design Lead, Design Project Manager (Electrical), Design Lead Architect, Construction Project Manager, Construction Lead, and Superintendent."
Please advise what resumes NPS is requesting for Phase I.
Phase I and Phase II will be evaluated individially. Each phase requires different key personal and resumes. Please provide minimum of 9 resumes using the standard form 330 for Architect, Historic Architect, Civil Engineer, Structural Engineer, Landscape Architect, Project Manager, Superintendent, Quality Control Manager, and Safety Manager. We are currently only requiesting Phase I Proposals.
