The as-built information provided to the A/E team does not specifically call out existing pipe material. The existing water pipes could be a combination of HDPE, PVC, galvanized and AC pipe. 2 7/12/2024

Is there any transite pipe?

Yes - there could some areas where asbestos abatement may be necessary. 2 7/12/2024

What is the quantity of existing pipe?

The majority of existing pipe is getting abandoned in place, besides where it crosses the alignment of the new pipe. There is estimated over 21,000 LF of existing water pipe in the project area (including services and mains). 2 7/12/2024

Are there culverts to be installed in the road to the tank?

There is an estimated 120 LF of AC pipe removal potentially required for this project. All of this is from crossing the existing assumed AC pipe in the campground area, assuming 10’ of pipe removal per crossing (12 crossings). Will the SCADA CLINS include telemetry from the tank to the well?

There is no direct telemetery from tank to well. All SCADA work will fall under CLIN 3. 2 7/12/2024

Is there 1 well pump or 2 well pumps included in the scope of work?

What is the generator’s fuel source? Diesel, gas or propane?

Is there no CLINS for mobilization?

Are workers allowed to stay in the park during construction?

Existing well demo plans indicate the entire well is being demolished?

There is growing concern about formulating a 2024 fall work schedule and compliance with the 90 days required for the Government to consider the proposal prior to award. Will there be an adjustment to the reviw time by the Government to allow the contractor to develop a realistic schedule that allows work to initiate in the 2024 season? The solicitation states that any proposal not allowing this time for review will be rejected.

The 90 days denoted in the solicitation is the time period denoted that the contractor's must maintain the pricing not the time period in which the Government will complete its evaluations of the proposals. As stated during the site visit held, all Offerors shall base their construction schedule on a NTP issuance of September 15, 2024. 3 7/18/2024

Will the asphalt contractors need access to PA-01 for the Fall of 2024 season?

See Summary of Work 01 11 -- Section 1.3.A.4 and the FHWA documents. FHWA will require access to RTE 3 for the entirety of the project for various efforts and the Park will require a full lane of access required for their emergency and other work efforts. 3 7/18/2024

What is the asphalt contractor sequencing for the PA- 02 work and related timelines? Will there be an opportunity to coordinate sequencing with the asphalt contract prior to submission of this proposal?

See Summary of Work 01 11 00 Section 1.3.A.5. The FHWA work is currently being solicited under Solicitation #69056724B000012 by the Department of Transportation. There will be no opportunity for potential Offerors to coordinate with FHWA's contractor prior to proposals being due. 3 7/18/2024

During the pre-bid it was mentioned that shutting down the water system early might be an option to facility the early work required this fall. If so, what would that date be? How many days are required to drain th existing water system?

The water system is drained every year in September by the Park. 3 7/18/2024

What is the difference between CLIN PA 01 and PA 02. It appears to me that all of the water main installation would be complete under PA02. The way the project would have to be constructed would eliminate CLIN PA

01. Please let me know if I am missing something or DJ&A and clarify exactly the areas in PA 01 and PA 02.

PA01 is just the distribution work located within RTE 3 (including the culverts and parking area) that is designated as FHWA project limits. Coordination required with FHWA since this is majority of their project.

PA01 is everything NOT overlapping with FHWA work - FHWA will just come in after for paving.

01 11 00 Summary of Work outlines project area limits and shoudl match how the areas are designated in the drawings. Phase/schedule requirements for PA01 and 02 are laid out in Section 1.3 of 01 11 00 which is also why they are broken up into separate CLINs.

4 7/26/2024 Attached Approved Gravel and Topsoil Sources

Section 01 35 05-4 F states the following: “All imported borrow, road base, aggregate, crushed fines, bedding, topsoil, hay bales and other fill materials brought into Glacier National Park and used in this project shall be certified noxious weed and noxious weed seed free, and come from approved sources that have been previously inspected by the Park. Certified imported materials will come from commercial sources that have been approved by the CO, prior to materials entering the Park.

1) As of Spring 2019, six material sources on the west side of Glacier National Park were certified weed free for sand and gravel and none for topsoil (see physical data in FAR 52.236-4 for a summary of the materials sources research.)

2) If these sources are utilized, these sources are subject to continual inspections and approval for use each year.

3) All material sources and materials incorporated into the work, except Asphalt concrete aggregate (Subsection703.07) and those listed under Subsection 105.02@(8) must be free from noxious weeks, invasive plants and deleterious materials.

I can't find Subsection 703.07, Section 105.02 or FAR Clause 52.236-4 (Physical data). Would you please provide the information needed to determine the best source available to provide material for the project?

Plan Sheets C2.1&2.2 note 3.1 states "The parallel 10" and 4" mains are horizontally separated 3 ft from center of eachpipe. Would a greater separation between the two pipes be acceptable?

A separation larger than 3' between the parallel 10' and 4' water lines may require a larger trenching area, and therefore, a potentially greater disturbance area for trenching and filling; as a result, maintaining pipes as close to 3' separation as possible is preferred.

However, alternative pipe separations may be considered if proposed by the Contractor, provided construction disturbance stays within the limits of the existing roadway.

In the specs for temporary water it calls for the potable water pump to be capable of 80 gpm. This does not give us enough information of the anticipated demand on how much water usage that is anticipated so we can accurately estimate the effort that will be needed to supply enough water to NPS staff. What is the anticipated water demand needed on a daily basis for the project?

The temporary water system is sized to the daily anticipated demand for the maximum number of resident staff. 3,000 gallons per system, there are two systems so 6,000 gallons total. She sheet C6.1 detail 1, and specification 01 50 05,

Would DR HDPE pipe be acceptable for the 4" fill and 10" distribution from the tank to the intersection of the loop road approximately 850 lf for both?

DR-9 is acceptable as long as it doesn't incur any extra cost to the NPS.

On plan sheet X1.2 Note 2 it states “Contractor shall coordinate with utility company to refeed chlorination building per electrical one-line diagram. Would you please clarify who is responsible to pay for these fees?

It is very difficult to get prices out of utility companies before bids are due FYI.

The contractor is responsible for payment of any fees associated with this scope of work. 4 7/26/2024

The tank coating Spec 07 16 16 indicates that application of coatings need to be under the supervision of an inspector.

The next spec then indicates that at theoption of the owner, the owner may hire a full time coating inspector. This is a little confusing can you confirm if the contractor is required to have their own inspector or will one be owner provided?

For the water storage tank coating, the contractor is required to provide an inspector. The owner reserves the right to contract their own coating inspector, independent of the contractor provided inspector.

Service to building 484 is 78 lf of 2" HDPE water service line.

Can you confirm if the Temporary Fire Protection Tanks need to be 10,000 gallons each (20k total) or if the combined capacity is to be 10,000 gallons.

Would an alternative to Crystalline Cementitious Waterproofing be acceptable. Obic 1100 Aromatic Polyurea Coating was offered by one installer.

The product suggested will be evaluated according to the relevant specification and if it meets the requirements, it is acceptable.

The details of the water meter vaults reference 6, 8", 10" connections. I found 2 - 8" meters and 2 - 10" meters but do not see a 6" meter. Is there a 6" meter for the project and if so where is it located?

1) Demo of the existing distribution system where encountered.

2) Procurement and installation of a new distribution system.

3) Trench preparation for paving.

4) Plan and complete startup and commissioning activities including but not limited to flushing, disinfection and pressure testing .

h. PA 02h – Construction of new potable water well and installation of equipment and piping replacement associated with existing well system.

1) Construction of the new well and connection to existing wells associated piping, install new electrical, pump and controls required to operate.

2) Plan and complete startup activities including but not limited to flushing, disinfection and commissioning of the well and appurtenances

i. PA 02i – Construction of equipment and piping replacements within the Chlorination Building and new Generator Shed.

1) Installation of new equipment in the Chlorination Building.

2) Installation of new generator, generator building, propane tank, concrete structures, and electrical improvements.

3) Plan and complete startup and commissioning activities including but not limited to flushing, disinfection and pressure testing.

4) Commissioning of the generator, and new SCADA.

4. PA 03 – Potable Water Tank Area

a. PA03 – Rehabilitation of existing tank

1) Complete rehabilitation of the existing tank including but not limited to concrete repairs, ladder replacement, level sensor(s) replacement, electrical conduit and/or pipe penetration repair and replacements.

2) Complete tank commissioning including cleaning and disinfection.

3) Rehabilitate existing road to maintain access to the tank.

C. All construction staff, materials, and equipment for PA 01 – 03 will require transportation into and out of the Many Glacier Valley, no personal camps will be allowed within Glacier National Park boundaries.

1. Mobilization and demobilization will be required to meet seasonal closures of the Many

Glacier Valley, and area restrictions.

2. No dogs are allowed on site.

D. Project will be constructed under a single prime contract. Government will take beneficial use of certain project elements as they are completed, prior to Substantial Completion of the Work as a whole.

1.3 WORK PHASES

A. The Work Phases are to be developed with the following project objectives.

1. A work phasing plan shall be provided by the Contractor and approved by the Contracting Officer (CO) before Notice to Proceed.

2. Distribution system improvements must maintain potable water service and temporary fire protection to customers in select buildings while the Glacier Swiftcurrent water system is being replaced by utilizing a temporary potable water and temporary fire protection system as described in Specification Sections 01 50 05 and Specification 01 50 06 respectively. The systems must be maintained through the construction period when the permanent water system is not operational. If multiple seasons are required, contractor will be responsible for winterizing the system and re-installing it the following season. All temporary customer outages must be included in the phasing plan provided to the CO and the NPS.

a. Temp water systems to be designed, installed and fully operational by May 1, 2025.

1) All infrastructure associated with the temporary fire water and temporary potable water systems that is installed within areas of pavement operations shall be removed to accommodate pavement operations and reinstalled after pavement operations.

3. Initiate work during shoulder season of 2024:

a. Early completion of clearing and grubbing limits schedule delays associated with 2025 nesting season.

b. Demolition of the existing distribution system can occur once system is shut down and drained for the 2024 season.

1) Existing distribution system to be drained by Sept 30th 2024. Contractor to coordinate exact date with CO.

4. PA 01 –

a. Distribution improvements within RTE 3 to be coordinated with culvert replacement associated with concurrent work under GLAC 259122. The following locations will require coordination between GLAC 259122 and GLAC 307606

1) 18” CMP Culvert crosses the Tank to distribution lines at Waterline STA

21+88.64.

2) 18” CMP Culvert crosses the Tank fill line at Waterline STA 51+80.42.

3) 18” CMP culvert crosses the Main to Picnic at Waterline STA 224+23.44.

4) Culvert replacement under GLAC 259122 shall not begin prior to September 16, 2024 and will be completed prior to winter shutdown 2024.

b. The PA 01 distribution system improvements should be installed and pressure tested prior to pavement placement associated with GLAC 259122.

1) PA 01 distribution system improvements to be completed in the season (fall)

2024.

a) Tank Fill Waterline ST 51+30 to ST 52+90, and

b) Tank Draw Waterline ST 21+40 to ST 22+90, ST 220+00 to ST 230+00 and ST 170+00 to 170+20

c) Contractor to confirm project stationing limits with CO and FHWA contractor for work within RTE 3 to be out of limits of FHWA work.

c. Complete disinfection prior to system start-up.

5. PA 02 -

a. The PA 02 distribution system improvements should be installed, and pressure tested prior to any associated pavement placement.

1) Distribution improvements located within paved areas to be completed on or before August 17th, 2025.

2) Preparation of areas for pavement is the responsibility of the Contractor.

b. Complete disinfection prior to system start-up

c. Full commissioning, including all approvals required by MDEQ, of the new water well to be complete for the new well to be used without restriction on May 1, 2026.

B. The Work shall be conducted based on the following phasing criteria listed below by PA and associated work items using the construction objectives in 1.3.A. Refer to Section 1.2 for definition of work items by PA.

1. PA 01 - Distribution System Improvements within RTE 3 and the new parking area adjacent to RTE 3.

a. Distribution improvements within RTE to be completed during the shoulder (fall) season of 2024.

2. PA 02 – Distribution System Improvements in Many Glacier Campground, Lodging Area, and NPS Administrative Areas and from the Existing Well to the Chlorination Building located in the National Park Services (NPS) Admin loop, from the main to the Picnic Area, and Potable Wells and Disinfection Building.

a. Obtain Montana Department of Natural Resource Conservation (DNRC) approval for water wells under the NPS’s water right before commencing work.

3. PA 03 – Potable Water Tank(s)

a. Shall be completed prior to system commissioning.

1.4 WORK UNDER OTHER CONTRACTS

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this

Contract with work performed under separate contracts.

B. Existing NPS Operations: The Many Glacier Valley is a remote part of GNP. The existing operations and maintenance team, along with the parks concessioners will remain in operation during the allowed times set by the GNP. Contractor shall conduct work to have minimal impact to these facilities and its operations.

C. Existing Concessionaires: The existing park concessioners will remain in operation during the allowed times set by the park. Contractor shall conduct work to have minimal impact to these facilities and its operations.

D. Other NPS Operations: NPS conducts other Park operations for official and visitor purposes.

Contractor shall conduct work to have minimal impact on these operations and visitor experience.

E. Preceding Work: Communications Tower installation to occur near the new generator building.

Construction to be completed prior to fall 2024.

F. Concurrent Work: FHWA paving project (GLAC 259122) is scheduled to occur in the Many Glacier

Valley from fall 2024 thru winter 2025.

1. Clearing and grubbing to occur along RTE 3 will be completed Fall of 2024

2. Culverts located within RTE 3 to be replaced in Fall of 2024.

3. FHWA contractor will provide barriers for area closure near the entrance to the Park.

4. A single lane will be available for travel along RTE 3 while work is being conducted by FHWA. The work associated with FHWA may lead up to 30-minute delays in travel along

RTE 3. Coordinate with the CO regarding delay times, dates and other details.

5. Details of the Federal Highways Project are generally called out in the contract drawings but should not be relied on for contractual obligations associated with the project. Coordinate with the CO to confirm project schedule, dates, extents, staging areas, and other elements within the project areas.

G. Work to Follow: FHWA to begin paving in distribution improvement areas following installation of distribution system on August 18, 2025.

1.5 GOVERNMENT-FURNISHED MATERIALS

A. None.

1.6 CONTRACTOR USE OF SITE

A. General:

1. Contractor will have no physical access to the area from January 1 to March 31.

2. PA 01: Contractor's use of the site is restricted during times the park is open to visitors.

Contractor must submit utility outage plan within their construction phasing plan. Do not disturb portions of Project site beyond areas in which the Work is indicated. Access for maintenance must be maintained throughout the area.

a. The Many Glacier Campground will be closed for a season. Currently, it is estimated to be closed during the summer of 2025 for Work activities.

3. PA 02: Contractor has site access to the well area and the Disinfection Building with no restrictions April-December of 2025. However, all outages must be submitted with their construction phasing plan. Do not disturb portions of Project site beyond areas in which the

Work is indicated. Access for maintenance must be maintained throughout the area.

a. Potable water needs to be provided to customer in portions of this area during construction as specified in 01 50 05.

4. PA 03 Potable Water Tanks: April-December 2025, contractor will be unrestricted. All trail impacts and utility outages must be submitted with their construction phasing plan. Do not disturb portions of Project site beyond areas in which the Work is indicated. Access for maintenance must be maintained throughout the area.

B. Limits: Contractor shall have limited use of site for construction operations. Limit use of premises to limits of construction indicated on drawings. Do not disturb portions of Project site beyond areas in which the limits of construction is delineated.

1. Limit site disturbance, including earthwork and clearing of vegetation, to 40 feet beyond building perimeter; 10 feet beyond surface walkways, patios, surface parking, and utilities less than 12 inches in diameter; 15 feet beyond primary roadway curbs and main utility branch trenches; and 25 feet beyond constructed areas with permeable surfaces (such as pervious paving areas, storm water detention facilities, and fields) that require additional staging areas in order to limit compaction in the constructed area.

a. Hot asphalt products will not be produced within the park boundary.

2. The Contractor shall use the Contractor Support Facilities to the maximum extent practical based on the following project objectives:

1) Minimize traffic impacts associated with Contractor staff entering/exiting the

Park.

2) Allow for continuity of staff, NPS access to Contractor staff, and emergency preparedness during construction.

3) Mitigate inherent safety issues associated with the remote work site(s) and commuting from remote locations.

3. Use of Contactor Support Facilities: The following facilities are to be used and maintained by the Contractor:

a. Contractor Trailer Parking.

1) One (1) Construction trailer is allowed for the project for the use of the

Contractor and CO.

2) Contractor vehicle parking area for contractor personnel and construction vehicles. Contractor shall provide American with Disabilities Act (ADA) accessible spaces and sidewalks as required for construction operations and submit for Developmental Services Center (DSC) approval, if required by

Construction Management Representative (CMR).

b. Contractor Operations and Laydown Area.

1) See Drawings.

c. Refer to Drawings for additional information and locations of facilities.

4. Tribal Employment Rights Office (TERO) Requirements.

a. The following section is applicable for work or resourcing happening on or within

Blackfeet property.

b. Tribal TERO fees may apply on this project for any sourcing of materials happening within the Blackfeet Reservation.

1) A Tribal TERO fee of 4% will be assessed by the Tribe for work performed within the Tribes jurisdictional boundaries.

2) The Government is not subject to TERO requirements and is not a party to any agreements between the Tribe and Contractor pursuant to the TERO.

3) Materials obtained from within the boundaries of the Blackfeet Reservation are subject to Blackfeet Tribes’ political jurisdiction. The TERO requires all

01 11 00 - 8 employers subject to the Tribe’s jurisdiction to give preference in employment, training, and subcontracting to Indians and Indian-owned businesses and pay certain fees. The bidders should not factor into their bid any TERO fee except as described in Section 105 for Materials. After award of the contract, the

Government will assess the amount of contract work within the boundaries of the Blackfeet Reservation, apply a 4% TERO fee, and issue a Contract Modification to the awarded contractor to pay the TERO fee for the road construction work within the Blackfeet Reservation. Fifty percent (50%) of the

TERO fee must be paid within 60 days of contract award, 25% at the conclusion of the 2024 construction season, and the final 25% by the fixed completion date.

4) Submit with each payment a cover memo listing the date and amount of payment and obtain signed documentation of receipt of payment. Submit to the CO a scanned copy of the payment with all backup and receipt of payment documentation.

3) The contract is subject to IOS requirements for construction work within the boundaries of the Blackfeet Reservation. The bidders should not factor into their bid any IOS fee. After award of the contract, the Government will assess the amount of contract work within the boundaries of the Blackfeet Reservation, apply a 1.5% IOS fee, and issue a Contract Modification to the awarded contractor to pay the IOS fee for the road construction work within the Blackfeet

Reservation.

4) Submit with the payment a cover memo listing the date and amount of payment and obtain signed documentation of receipt of payment. Submit to the CO a scanned copy of the payment with all backup and receipt of payment documentation.

d. Protection and Restoration of Property and Landscape

1) Do not disturb any area outside the construction limits unless authorized.

Replace trees, shrubs, or vegetated areas outside the construction limits damaged by construction operations as directed and at no cost to the Government. Only remove damaged limbs of existing trees when directed by an approved arborist and in consultation with Tribal Historic Preservation Office (THPO) observers.

2) Paleontological remains and archeological specimens found within the construction area are the property of the the Blackfeet Tribe and will be removed only by the Blackfeet Tribe, or designated representatives. Notify the CO within

1 hour of any discovery. Include a brief statement of the location and details of the finding.

3) To protect tribal cultural resources within the Blackfeet Reservation, two THPO observers are required to be on-site during brushing and all ground disturbing activities occurring on Blackfeet Reservation lands, including surveys for any staging areas and gravel source locations, and the mining of gravel.

4) In the event of an inadvertent discovery during construction, immediately suspend work in the area and secure and protect the discovery site. Contact the

Blackfeet THPO and Bureau of Indian Affairs (BIA) Archaeologist immediately. The BIA Archaeologist in consultation with Blackfeet THPO will have the discovery site evaluated by an archaeologist or historian meeting the

Secretary of the Interior's Professional Qualification Standards. The CO will inform the contractor when work may resume at the discovery site.

5) Contact the THPO (John Murray) 30 calendar days prior to beginning ground disturbing work for rates and expenses related to the THPO observers:

6) Coordination with the THPO office is the contractor’s responsibility for the duration of the project. Ensure THPO observers are on-site during all ground disturbing work within the boundaries of the reservation.

C. Storage of Materials: Confine storage of materials to designated staging areas identified on the Drawings.

1. Materials, tools, and equipment shall not be stored in existing park facilities.

2. Materials shall not be stored in a location that obstructs foot or horse traffic on Park trails.

3. Storage and equipment parking areas will be kept clean and orderly. Materials and equipment etc. stored at staging areas must remain within the disturbance footprint of the staging area

(e.g., materials and equipment must not encroach beyond the approved disturbance footprint into surrounding vegetation).

D. Parking: Confine parking to within the contractor area approved by the CO and within the Limits of

Construction.

E. Stockpiling: Confine stockpiling to staging areas or within the Limits of Construction as shown on the Contract Drawings. Refer to Contract Drawings for stockpiling size and height restrictions.

F. Preservation of Natural Features:

1. Prevent damage to natural surroundings. Restore damaged areas to the extent noted herein, including; repairing or replacing damaged trees and plants, at no additional expense to the

Government. Damaged areas shall be prepared for restoration; topsoil must be conserved for replacement and, prior to restoration, spread over disturbed areas to prepare the site for restoration; and compacted areas must be scarified.

2. Provide temporary barriers to protect existing trees and plants and root zones.

3. With the exception of the tree removal defined on the Contract Drawings, do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer (CO) and remove agreed-on roots and branches that interfere with construction.

4. Do not fasten ropes, cables, or guys to existing trees.

5. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

G. Driveways, Trails and Entrances: Keep driveways, trails and entrances serving premises clear and available to Government, Government's employees, hikers, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

1. Schedule deliveries to minimize impacts to trails and visitors.

2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

3. No project activity permitted outside the project area, including the backcountry.

H. Construction Camps: Establishment of construction camps is prohibited. Project personnel will not camp within the park; accommodations must be secured outside Glacier National Park boundaries.

I. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. The Contractor shall be liable for damage which directly results from moving of equipment.

1. Hauling vehicles greater than 20,000 gross vehicle weight travelling on the Many Glacier

Road between sunset and sunrise will be limited to speeds of no more than 10 miles per hour

(mph) below the posted speed limit.

2. Loads shall not exceed state highway loading on park roads.

a. Access to the project site will involve using three existing bridges. Comply with the bridge inspection report and load ratings located in the physical data (1430-031P3500, 1430-030P117, and 1430-029P389).

b. Submit overload and oversize permits for non-legal loads transported within the park boundary to the CO utilizing the FLH Bridge Oversized or overload vehicle permit request form. The Government will make the form available under FAR Clause 52.236-4 – Physical Data. Allow 14 days for review of the permit application.

3. Deliveries to the site for the project shall be limited to weekday hours between 7:00 AM and

6:00 PM, and no Holiday deliveries are permitted. Any deliveries outside of these restrictions shall be approved by the CO.

4. Heavy equipment access should be carefully considered and all loads entering and exiting the park shall be covered to ensure wildlife and visitor safety.

5. All hauling and heavy loads including but not limited to construction equipment is prohibited after August 18, 2025 from all paved areas except for RTE 3.

1.7 PUBLIC USE OF SITE

A. Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

B. All areas of the project will be closed to the public during construction.

1. PA 01 –Water Distribution Improvements

a. Many Glacier Campground: The Many Glacier Campground will be closed to the public starting fall 2024 until Memorial Day of 2026, at which time construction restrictions will apply. Contractor will not be allowed to interrupt utilities, limit access to any of the camp sites during this time frame without approval from the CO prior to

Work.

C. Trails and crossings: Many Glacier Valley is home to numerous trail heads.
