Question RFI Question Under Solicitation RFI Answer

1.A.

HQ - C2.0 and AS00 show an 8’ area around the building that is to be excavated for waterproofing and drain installation. The south elevation shows the basement level to approximately 9’ depth of fill to be removed if the entire height of the basement wall is to be waterproofed. Confirm the entire height of the basement walls to be waterproofed or just down to the height of the new drain system?

Entire height and turn out of footing (as applicable) to be waterproofed.

1.B.

OSHA requires assuming class C soils, disturbed 1.5:1 slope for excavation, plus a work area of at least 4’, will require excavating approximately 18’ from the south edge of the building. Will the existing building withstand the vibration of installing sheet piles since the area between the building and the area of limit of disturbance is less than 18’?

This is a contractor means and method. Three potential options for waterproofing installation 1) Lay back slope, 2) sheet pile, or 3) trench box or similar equipment/ viable method.

1.C.

Can the sidewalk be removed and replaced to eliminate the need for sheet piles?

The Park has no objections to removing sidewalk to accomadate the excavtion for the waterproofing. However, the elevation difference would result in a much larger area of disturbance, primairly in the front of headquarters, that would result in needing to adjust the contruction limit. The means of how to do this work will be left up to the Contractor. If the contractor needs to extend the construction limits for this purpose, then they should request a variance from the Contracting Officer post-award.

1.D.

Is the sidewalk sound enough to accommodate equipment being operated on it for excavating access?

Appropriate matting methods could be used to protect sidewalk, or remove sidwalk and replace. Depending on what equipment the Contractor utilizes, the concrete may not be suffiecent. It is the Contractor's responsibilty to project features to remain and any damage will be the Contractor's responsibilty to repair or replace.

1.E.

Can the limits of disturbance be extended to allow for an area to stockpile the excavated fill as well as equipment access?

The construction limits are shown on AS01 and will not be expanded for the purpose of stockpiling materials. The contractor should schedule and coordinate their work to effectively utilize the provided space.

Question RFI Question Under Solicitation RFI Answer

1.F.

Is it known whether the basement window wells structure extend to the bottom of the basement foundation? If not, is waterproofing required below them, meaning they will likely need to be replaced.

Existing drawings show structure as full height, surveying was unable to determine this but waterproofing is required to wrap full height of existing window well walls down to footing in locations where new drain pipe is to be installed.

1.G.

Spec section 334600 does not specify the type of drainage material to be used in the subdrain, please clarify.

Geotextile Filter Fabrics: Fabric of PP or polyester fibers or combination of both, with flow rate range from 110 to 330 gpm/sq. ft. when tested according to ASTM D 4491.

1.H.

S1.0 shows areas to waterproof foundation walls that are not shown on AS00; porch, stairs, etc. Please clarify the correct drawing to follow.

Reference sheets C2.0; C3.0; C4.0; AS00; D01; A01

2.A.

HQ - Detail 2.3/S11 is not depicted as the same layout from 2/S11. Please confirm angles will not be required on the west side of the beam.

2.B.

M005 shows four ducts coming through the chase area. Overlaying the four duct penetrations over this area appears to much larger than what may be required.

There is only one penetration on the west side of the beam. Please advise.

Chase area my be larger than needed. Any possible changes to what is shown would need coordinated with all trades early in the project and approved by the NPS.

2.C.

Please advise if the existing beam will be required to be shored while the concrete is to be removed and angles weld on each side if the angles are installed prior to cutting out the slab.

Yes.

HQ - Detail 4/S20 calls for a 2”x2”x3/8” plate welded to an anchor that will be on top of the existing wood floor.

This appears to be required at both areas where the floor is to be cut out. Could a drilled and epoxy anchor be utilized in lieu of having a plate over a finished historical floor or add additional fasteners?

Yes, preferred product submittal should be submitted for approval

Amendment 0004 Page 5 of 21

Question RFI Question Under Solicitation RFI Answer

HQ - Can JCI Metasys be added as an approved controls option for the new BAS?

Alternate control options may be considered but must be fully compatible with the contract requirements. Any proposed alternate should be submitted for review and acceptance post-award.

HQ - Detail 1/S20 is showing 2’ additional concrete to be removed around the perimeter of the new elevator shaft. With the excavation of 5’ for the pit and foundation, and with the requirement to waterproof the elevator shaft, this dimension needs to be at least 4’ to 6’ to allow for work space and the soils undermining the slab. Not sure how flowable fill would help from undermining the slab for a 5’ deep excavation. D01 appears to only show the area of slab demo for the elevator shaft and not the area required to accommodate the work. Please make reference the demo should be around 14’ x 16” since work will be required beyond the walls and foundation.

Assume corrected Lower Level slab demo to be 15'-6" x 13'-9" min. to allow for sufficient working clearance around pit walls.

HQ - 2/S20 shows an angle iron slide between the beam and existing slab. This angle is shown to secured w/ an anchor that is to be embedded 4”, meaning this anchor will likely be around 6” long. Not sure how to get drill and install an anchor in this location. Can this angle be flipped to where it is secured below the floor, this area is covered w/ new ACT.

Vertical leg may be oriented downward. Stiffener plates may be required.

HQ - 1/S21 shows a note to shore the truss the truss prior to cutting. It appears this truss is not over the beam on the first floor. Please confirm the floor itself will be enough to support the truss in the two needed locations or will the shoring be required to extend to the basement.

Shoring to be continuous to basement.

Amendment 0004 Page 6 of 21

Question RFI Question Under Solicitation RFI Answer

HQ - 1/S22 – note stating “carefully saw-cut puket to allow rod installations” and shows the concrete removed for the CMU to set on the beam. Is the entire area above the beam to be removed for the CMU to bear on the beam?

Yes, along the length where the CMU will bear.

9.A.

Spec section 01 50 00, 2.2 B states to provide two prefabricated buildings to be located at the former Greenbriar Stables. Please provide a map with utility layout of where the trailers are to be located, if we are to connect to utilities, water, sewer, and electricity.

There is water, sewer, and electricity available at the Greenbrier Stable location. There is a 2 inch service line that runs across the bridge and a 6" sewer line that crosses the creek. There is also an existing electrical drop to one of the existing barns. The facilities has not been used in a couple of years and utilities will need to be checked to ensure they are serviceable. The Contractor will be responsible for the cost of coordination, layout, installation, and maintenance of the temporary utilities (or acceptable alternative)for the trailer facility. See attached "Site and Utility - Park Office Trailer" document for information available for the existing utilities.

9.B.

Confirm the contractor is not responsible for the monthly utility bills.

The Contractor will be responsible for paying for all utility bills for temporary facilities including the temporary park office at the Greenbrier Stables including electric, water, sewer, and telecommunications. Requirements in Section 01 50 00 TEMPORARY FACILITIES AND CONTROLS, paragraph 1.3.A have been revised (see attached).

9.C.

States two trailers as well as states 1,200 sf. Is this two at 1,200 sf each or total square footage?

A single prefabricated unit with minimum area of 1,200 square feet. See attached Section 01 50 00 TEMPORARY FACILITIES AND CONTROLS, paragraph 2.2.B.

9.D.

Confirm a typical jobsite trailer that has an office in each end, conference room in the middle, with a separate bathroom would be suffice. These trailers are considered 12x60 but the 60’ includes the tongue of the trailer leaving approx. 12x54 for around 640 sf each.

This is sufficient for the contractor's field office. The temporary park office should be a minimum 1,200 square foot single unit. The Contracting Officer's trailer shall meet the minimum requirements specified in the contract. See specification 01 50 00, paragraph 2.2.

HQ - 03 30 00, 2.4 A. 1. Cement Types: We cannot guarantee that suppliers will continue to provide Type I/II cement throughout the project since all sources are transitioning to Type IL cement. Is Type IL acceptable?

Type IL can be used for applications where type I/II can be used.

Although due to typically being ground finer than type I/II, it may be susceptible to faster set times. See #22 below.

HQ - 03 30 00, 2.10 B Cementitious Materials: This portion of the specification requires a minimum of 40% cement replacement while 2.4 A 3 sets a maximum of 40% replacement using fly ash and slag. We cannot guarantee any level of replacement due to supply limitations on pozzolans in the area. Our plants are not equipped to batch more than 2 types of cementitious material at a time, which would prohibit the use of slag. What level of cement replacement is required and acceptable?

Limit pozzolans to 40 % max.

HQ - 03 30 00, 2.13 A 1 Temperatures and Delivery Times: Please be advised that haul times to this job, particularly during heavy traffic times, may exceed 45 minutes from the time the truck leaves the plant. Given the 75 and 60 minute time limitations, deliveries may not be possible during high temperature periods.

Mix placement is allowed up to 90 minutes after batching, also consider the use of a retarding admixture. The contractor should consider concrete placement during early morning hours, this helps with traffic and temperature.

HQ - 32 13 13, 1.4 B 1 Design Mixtures—Do the paving mixes have to be designed by an outside lab, or can they be developed internally if we have DOT certified lab?

If internal DOT lab is certified, it may be used.

HQ - 32 13 13, 1.2 E Material Testing—What is required for service-record data on aggregates in regard to alkali reactivity, and what are the thresholds for acceptance in the testing?

Provide service-record data indicating the aggregate used in the concrete conforms with ASTM C1260, Standard Test Method for Potential Alkali Reactivity of Aggregates.

HQ - 32 13 13, 2.3 B Normal-Weight Aggregates—What will be required in terms of documentation for the service-record data on the aggregates?

Source must document 10 years of providing the aggregate meeting ASTM C33, Class 4M

Amendment 0004 Page 10 of 21

Question RFI Question Under Solicitation RFI Answer

HQ - 32 13 13, 2.3 B 1- ¾” aggregate is not available in this market. We use and recommend 1” aggregates for structural and paving mixes. Is this acceptable?

1" aggregate is acceptable for concrete curbs and paving, provided an appropriate float finish is applied. This does not apply to any structural concrete members.

HQ - 32 13 13, 2.7 A 1 Temperatures and Delivery Times:

Please be advised that haul times to this job, particularly during heavy traffic times, may exceed 45 minutes from the time the truck leaves the plant. Given the 75 and 60 minute time limitations, deliveries may not be possible during high temperature periods.

Acknowledged. Plan work accordingly.

HQ - 04 22 00, 2.3 G. Aggregate for Grout-- Coarse aggregate for masonry defined by ASTM C404 requires #8 or #89 stone. These are not available as concrete aggregates in this area, and we typically use #7 stone for these applications. Is #7 stone acceptable?

Mix design sumbittal should be submitted for review. When an aggregate does not meet the ASTM C 404 grading requirements, it may still be used provided the requirements of ASTM C 404 section 4.2 are met. These requirements prescribe minimum and maximum aggregate sizes and a minimum grout compressive strength of 2,000 psi (13.79 MPa).

W/WW - 03 00 05, 2.2 F 2 Fine Aggregates—Consistent supplies of quality natural sands are very limited in this market, and we typically have to barge this sand from the Ohio River for technical specification jobs such as this. Given the haul distance and its impact on LEED credits, are manufactured sands acceptable?

Natural sands are preferred however manufactured sands may submitted as an alternative.

W/WW - 04 05 13, 1.3 B Coarse Aggregate—Coarse aggregate for masonry defined by ASTM C404 requires #8 or #89 stone. These are not available as concrete aggregates in this area, and we typically use #7 stone for these applications. Is #7 stone acceptable?

Yes, #7 stone will be an accepted alternative if #8 or #89 stone is not reasonably available.

Amendment 0004 Page 11 of 21

W/WW - 04 05 13, 2.3 C Masonry Grout—Specifications do not allow admixtures in masonry grout. If the grout provided is ready mix, water reducer admixtures and possibly retarders will be needed to meet haul times and maintain workability. Are water reducers and retarders acceptable?

TMS 602 specifications and ASTM C467 standards must be met. If any type of admixture is needed to meet the required haul times then water reducers or retarders may be presented with the grout mix submittal for consideration and approval.

HQ - Section C of the solicitation indicates that the proposed work includes stabilizing the foundation and bridging voids beneath the structure. In review of the documents, this scope does not appear to be depicted.

Please advise what the extent of this scope entails.

The Section C description may not be completely accurate as it reflect an early scope determination in development of the project. The scope of this construction contract is in the drawings and specifications.

HQ - Section C of the solicitation indicates that the proposed work includes providing handicap access to all three floors. Currently, the bid documents appear to only provide handicap access to the lower level and main level. Please advise if handicap access is required at the upper level.

Handicap access is not required to the upper level.

Quantities in Section 01 22 00 Unit Price. A/E please clarify if these quantities are an addition to the plans or are we to bid using only these quantities.

Proposal shall be based on these quantities.

Can not find any details or section cut showing the framing needed back at these new floor openings. Confirm going back 2x framing members is sufficient or if concrete, are the beams encapsulated with concrete as on the main level?

Existing flooring systems are based per existing historic drawings and non-invasive survey. The flooring system of the West & East Attic areas are steel framing with wood slats spanning across. The rest of the upper level floor structure consists of concrete wrapped steel framing with a 5" reinforced concrete slab, topped with a 1" cement layer and VCT.

HQ - Note 5 on S12 states the floor to be concrete since the air handler’s new beam support is to be bolted to the concrete floor. Please clarify the composition structure of the floor of the upper level.

HQ - Elevator: Drawings show clearances that won’t meet any elevator company requirement. This may require a different type of elevator system. A limited use/limited access (LULA) which requires less of a pit and only 9’3”overhead clearance. Can this be discussed as value engineering post-award?

The basis of design used is a 2100 lb. holeless hydraulic, twinpost above ground, one-speed elevator by one of the big three manufacturers and still appears to be available on the market per their posted product data, and meets all of the clearances and specs. Alternatives may be considered if they meet all applicable code and contract requirements.

HQ - Plans did not include a Material Schedule. i.e. 12 36 61.19 Quartz agglomerate countertops states, “colors and patterns as indicated on drawings.” A/E please provide a Material Schedule to bid specific material.

Assume mid to high quality for bidding. Submit samples for initial selection during construction.

HQ - Plans indicate to salvage the Tennessee marble wall panels. Due to the existing condition the marble wall panels are not in salvageable condition to remove and to ensure the panels are intact. Most of the panels will be required to be replaced. We suggest replacing them with new wall tile in lieu of salvage and reinstalling. This would be more cost-effective. A/E please advise.

Aside from having some holes from the plubing fixtures and storage shelves, there is nothing that indicates the panels cannot be salvaged. However, note that the holes will need to be patched as they will be reused and the area will be visible. It is of high priority to the Park that the panels be salvaged and reused. If panels cannot be salvaged to full extent notify contracting officer and coordinate for alternate scope.

Per the RFP, we are to assume an NTP date of November 1, 2024 for our schedule. There are a significant number of pre-NTP activities required (e.g. meetings, submittals, submittal reviews, permit applications, etc). These activities typically take two months' time. Should we assume a contract award date of September 1, 2024, to account for all required pre-NTP tasks?

Contractor's should assume a NTP of November 1, 2024. If this is unrealistic based on timing of the award, then that should be addressed with the post-award schedule submission.

HQ - Please confirm existing furnishing (Fixtures, Furniture, and Equipment) will be removed by NPS.

The Park intends to remove all office equipment and furniture prior to Contractor occupying the building. However, there may be minimal furnishings that need to be removed or relocated by the contractor. Per specification section 02 41 19 Selective Demolition, article 1.8, B., 1. the Contractor will relocate existing furniture.

There is no detail associated with the high side EPDM, only low side EPDM.

For proposal purposes it is anticipated that will require a stretch of copper cap flashing along such a transition. The EPDM would lap under and then also be stripped over the high side of the copper flashing. The copper flashing would then extend over the top edge of the slate and have a hemmed edge.

Please clarify on A22 general note 21 states leave gutters in place and protect throughout project.

A41 and A42 note 11 states remove and reinstall all gutters

Bidders should assume the intent is that the existing gutters and downspouts are to remain in place and be protected while the re-roofing work takes place. If they need to be temporarily removed to perform any other work, such as replacement of any deteriorated roof decking under/along the location where the gutters attach to the roof deck, the remove and reinstall existing notes would then apply (as needed). Assume any new underlayment is applied over any existing gutter attachment into the roof deck surface and that temporary removal and reinstallation of the gutters would be localized where spot deck deterioration is found following roofing removal/salvage.
