| Question No. | Question | Response |
| 1 | Traditionally the SF330 allows a project completion timeframe of 10 years. For Phase 1, would you please consider extending the solicitation parameters to 10 years? Some of our most relevant housing related D/B projects with our selected AE firm are within this extended timeframe. | Understand; however, the timeframe parameters remain unchanged from the past six (6) years for Phase 1 Factor 1 - Technical Qualifications & Project Experience, and corresponding Phase 1 Factor 3 - Past Performance. |
| 2 | Based on the date of the site visit, we respectfully request an extension to the final date for questions to 6/15/2022. | A three (3) day extension to the question due date is being granted. Questions shall be submitted no later than 12:00 pm MT on June 13th, 2022, in accordance with the submission requirements noted in Section L of the Solicitation. Page 42 of 50 in the "DB RFP BODY 140P2022R0105 - GLBA 266667" document is updated accordingly. |
The due date and time for Phase 1 Proposals remains unchanged from 12:00 pm MT on June 24th, 2022, in accordance with the submission requirements noted in Section L of the Solicitation.
3 Factor 1 – Requires the use of SF 330 (Attachment 7). This document is for A/E firms and not General Contractors (Prime Offeror).
a. What format do you want the Prime Offeror to use to document their experience? We understand the A/E reference will be on the SF 330.
b. What format do you want the Prime Offeror to use for their resumes. We understand the A/E resumes will be on the SF 330.
i. Are there any page limitations for resumes?
c. How many project examples do you want from the A/E?
i. The RFP only gives a total under this Factor
ii. Are there any size limitations to project examples (min or max)
d. How many project examples do you want from the Prime Offeror?
i. The RFP only gives a total under this Factor
ii. Are there any size limitations to project examples (min or max) a & b. The SF-330 form includes applicable fields for the required information to be provided for both A/E Firms' and General Contractors' project experience. For example, Part I - Section E (specifically under Block 19 - Relevant Projects); Section F in conjunction with Section G; and Section H. Additional documentation that sufficiently demonstrates the extent of the Offeror's project experience may be provided via supplemental attachment, so long as the page count does not exceed five (5) additional pages, in addition to the SF-330 form.
c & d. Overall, provide at least three (3), but no more than five (5), project experience examples for the Offeror. Of these project experience examples, the A/E must have had the responsibility for developing the detailed design and construction documents for at least one (1) design-build project; and the General Contractor must have served as the Prime [Construction] Contractor on at least one (1) design-build project. The exact number of examples for the A/E and the General Contractor are at the discretion of the Offeror, so long as the basic requirements stated above and in Section L of the Solicitation are adhered to. Regarding size limitations, project experience examples shall be of similar size, scope, and complexity to this GLBA 266667 design-build project requirement.
| 4 | Factor 2 – What font size is allowed? | Font size shall be no less than 11-point. |
| 5 | Factor 3 - Can we provide CPARs in lieu of PPQ’s (Attachment 8)? | Per Section L of the Solicitation, under Phase 1 - Factor 3, "If available, Offerors may submit completed evaluations from the Contract Performance Assessment Reporting System (CPARS) in lieu of the Section J/Attachment 8 – PPQ.” |
| 6 | Factor 3 - Can we provide previously filled out PPQ’s in lieu of filling out new PPQ’s (Attachment 8)? | Please submit this portion of the Phase 1 Proposal in accordance with Section L of the Solicitation. |
| 7 | Phase 1 RFP requirements - |
Its clearly stated that Factor 2 “Approach to Design-Build” is to be limited to 6 pages. For Factor 1 “Technical Qualifications” there is no stated page limit. Can you clarify if there is a page limit for this section?
| As I read some of the questions and answers posted, it appears the Factor 1 page count is 5 pages in addition to the SF-330 form. Can you confirm? | There is no formal page count limitation for the SF-330 forms submitted for Phase 1/Factor 1 - "Technical Qualifications & Project Experience." Additional documentation that sufficiently demonstrates the extent of the Offeror's project experience may be provided via supplemental attachment, not to exceed five (5) additional pages total. | ||
| 8 | Factor 2 states that we are include a section titled Approach to Design Build. Should this be addressed in Section H of the SF330? Or is this six pages in addition to the SF330, Section H? | Each Offeror shall submit a narrative, limited to six (6) pages, separate from the SF-330 form, via a stand-alone document, for Phase 1/Factor 2 - "Approach to Design-Build." | |
| 9 | Is it the intension for us to provide all sections of the SF330 response? For example, what will we be evaluated on in Section H? | Correct, it is. Section H may be utilized to provide documentation sufficient to demonstrate the extent of the Offeror’s project experience, if Offerors choose to do so, in lieu of or in addition to the five (5) additional pages allotted for Phase 1/Factor 1 - "Technical Qualifications & Project Experience." | |
| 10 | In Question 3 the government answered: |
Clarification Question 1: When you refer to a 5 additional pages, is that per project or for all the projects.
Clarification Question 2: In the first line for answers c & d you state: “Overall, provide at least three (3), but no more than five (5), project experience examples for the Offeror”. Please note the A/E is a teaming subcontractor and not technically the offeror. Can you please clarify how many projects from the Offeror (min and max) and how many projects from the A/E (min and max) teaming subcontractor you are requesting. If the total for both the Offeror and A/E is between 3 and 5 and it does not make a difference how many from each firm, please just confirm that. Response to Clarification Question 1:
The five (5) additional pages allotted for Phase 1/Factor 1 - "Technical Qualifications & Project Experience," should be inclusive of all projects referenced.
Response to Clarification Question 2:
If the "Offeror" is the General [Prime Construction] Contractor, please provide at least one (1) design-build project example; and at least one (1) design-build project example for the A/E [Teaming Subcontractor]. Overall, at least three (3), but no more than (5), project experience examples are to be provided, inclusive of both the A/E and General Contractor. The exact number of project experience examples, beyond the minimum of one (1) for the A/E and minimum of one (1) for the General Contractor, are at the discretion of the Offeror, so long as the basic requirement to provide at least three (3) [i.e. minimum], but no more than five (5) [i.e. maximum], project experience examples in total [i.e. inclusive of both the A/E and General Contractor].
| 11 | The due date for this response is fast-approaching and the solicitation requirements are still somewhat unclear. Will NPS consider extending the due date for this response to July 1 to allow ample time to draft our response after we clearly understand what is required for the sections? | The Government is granting a six (6) day extension for the Phase 1 Proposals due date and time to 12:00 pm on June 30th, 2022, in accordance with the submission requirements noted in Section L of the Solicitation. |
| 12 | Had a question more directly for what the Phase 2 might look like. |
| The Phase 2 efforts include the preparation of a Design Concept (25% threshold noted). This design threshold is understandable to help differentiate between the proposers, but leads to a few questions of how far to take those design efforts. Typically to get to 35% design, a full site survey has been completed (among other things) which have real monetary considerations. Is there any expectation that the Phase 2 proposers are eligible for a proposal stipend? | There will be no stipend for the Phase 2 - 25% Design Concept. Offerors should provide sufficient detail to allow the Government to understand the Offeror's technical approach to THIS SPECIFIC PROJECT and proposed solutions to all major requirements addressed in the scope of work. The submitted Design Concept should clearly demonstrate the Technical Approach to implementing all major elements of this project requirement, as stated in Section L, utilizing the information provided in the Solicitation and its Attachments. | |
| 13 | It is understood in Phase 1, up to 3 of the highest scoring proposers will be participating in Phase 2. In Section M, “Evaluation Factors for Award”, Part A, Section 1 states that the proposal (inclusive of Phase 1 and 2) who the SSA determines has the best overall value will be awarded the project. In Part B, “Evaluation Process Overview”, the Phase 2 discussion states that the ratings will be based on both Volume I and II of Phase 2, and makes no additional mention of Phase 1. Please confirm if the scoring of the proposers in Phase 1 will be a factor in the overall best value determination during award. |
It’s a lot of words, but bottom line do all proposers making it to Phase 2 start with the same baseline per se. Offerors that are invited to participate in Phase 2 will be evaluated consistent with the criteria for Phase 2/Volume I - Non-Price Evaluation Factors and Phase 2/Volume II - Price.
| 14 | Do you want alternate position resumes requested? | Resumes should reflect the proposed Design-Build Team Members. |
| 15 | The Division 01 Specifications state that “the QC Supervisor is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a professional engineer registration in the state where project is constructed and a minimum of three years in related work.” These are stricter requirements than we have had on previous NPS projects and it is unusual to require a professional engineer to be on-site at all times during construction. Will the NPS please consider revising the minimum requirements for the QC Supervisor position? 1.) consider removing the requirement for the professional engineer registration; 2.) consider allowing a degree in any field; and/or 3.) if the person does not have a degree in the specific field, consider allowing a specific number of years of QC experience (e.g., 5 years) to be equivalent to having a degree. | Professional Engineer/Architect's license or registration is not required, but a relevant degree within the field of construction and design (architecture/engineering) and/or applicable 5 years minimum of experience in Quality Control in Construction is acceptable. |
| 16 | Section E of the Instructions for Submission, Phase 1- speaks to Key Personnel at #3 “Contents” (page 43 of 50). |
Is the Contractor’s On Site Superintendent allowed to have duplicate responsibilities as it relates to onsite Quality Control Manager and/or onsite Safety Manager? On-Site Superintendent and On-Site Quality Control Supervisor roles/responsibilities cannot overlap. The On-Site Safety Manager role/responsibility may be performed by the On-Site Superintendent or On-Site Quality Control Supervisor.
