Solicitation 140P2022R0030
Amendment 4 Schedule of Changes
1. Phase One qualifications due date is extended to August 1st, 2022, no later than 2:00pm MT.
2. The trifold pamphlet, meeting minutes and sign-in sheet from the pre-proposal meeting/site visit held on July 18-19, 2022, are incorporated, and attached.
3. The government has created a document library to provide the full asbestos report for all of the construction sites dated March 11, 2022, from Terracon Consultants Inc. and the as-builts for Overton Bay dated May 2, 2007, and Echo Bay dated December 1964. Perspective offerors must request access to this library via email to the CO and CS due to file size constraints.
4. Question and Responses – Official Government responses to questions from potential offerors is incorporated and provided below.
9. Contractor Question: It became clear on the site visits that because of water levels that have continued to drop since the drawings were made that areas within the demolition and cleanup work limits indicated by the solid red lines/shapes on the drawings much of the exposed areas will have increased in size to go from the upper work limit boundaries to the present waterline and the waterline that will exist at the time of demolition/cleanup. Additionally, some of the things designated for removal in some of the work limit areas that were previously not dry have been moved from within the designated work limits. Since the areas that were submerged in the drawings are now visibly above water there appears to be much more debris and ‘stuff’ that does not fall withing the work limits on the drawings. Please indicate whether we are to include the additional area that is no longer submerged in the work limits and/ or whether we are to exclude anything from consideration that does not fall within the designated work limits and cleanup zones already designated on the drawings.
Government Response: Contractor to bid on current RFP documents; additional areas to be considered post-award.
10. Contractor Question: Are the tires on the road to the Callville Bay work areas to be included in the tire removal indicated on the drawings? What about the rest of the debris along the road to the Callville Bay work area – is it to be removed?
Government Response: Contractor to bid on current RFP documents; additional areas to be considered post-award.
11. Contractor Question: We understand the requirements are to remove utilities to a depth of 3’ below ground surface where work is indicated to occur indicated on the drawings. If we are removing utilities or abandoned infrastructure lines above the 3’ depth are we to cut and cap or terminate removals above the 3’ where these lines leave the designated work limits on the drawings?
Government Response: The 3 foot removal requirement is only where there is an appurtenance to be removed. Cap the utility line leading out each way no matter how shallow or deep. The intent is not remove utility lines buried, but to abandon in place. To be clear utility lines above the 3 foot depth are to be abandoned in place, capped on both ends.
12. Contractor Question: Referencing sheets A/X-01 and A/X-02, please provide all appendix as-built/reference drawings indicated on these two appendix index sheets in the drawings.
Government Response: As-builts associated with A/X-01 and A/X-02 are attached in Amendment 04
13. Contractor Question: Attachment 1A page 3 references there are 43 reports and 1677 pages. Can we get all these documents please?
Government Response: Site Hazard Material Reports are attached in Amendment 04
14. Contractor Question: What is to be done with the force main in the main road out at Overton Beach?
Government Response: Leave in place, cut/cap each end away from the roadway.
15. Contractor Question: Is the A/E required to complete and submit the entire SF330 (issued with Amendment 0003) OR should they only submit projects and resumes, as required in the RFP?
Government Response: Offerors are required to submit per Section M.
