About this file

This document contains questions and answers regarding a solicitation to demolish outdated infrastructure and enhance the visitor experience at Lake Mead National Recreation Area in Clark County, Nevada. The solicitation seeks design-build services from an architect/engineering firm and general contractor team. It clarifies that standard resumes are acceptable for the general contractor team in lieu of SF330 forms, though the SF330 is required for the architect/engineer firm. Offerors must demonstrate qualifications and experience of both firms through at least three but no more than five similar past projects. Hazard reports relevant to the work are provided in Amendment 2. The National Park Service is the contracting agency.

11. The SF330 Resume tends to cater specifically towards engineering or architectural personnel. While we do not have any issues with these for those personnel, we are requesting to use our standard resume format to include experience, role, education and certifications for each person that is not part of that engineering team. Specifically, Project Manager, Jobsite Superintendent & QC Manager, please confirm if this is acceptable. The SF 330 is required for the architect/engineer firm(s) that are submitted as part of the design/build team. Standard resumes for the GC team are acceptable. Offerors should ensure the techncial qualifications submitted clearly demonstrate the qualifications of the proposed team.
21. Regarding the Project Engineer, can you clarify this person’s role on this project? Should this alternatively be classified as the Project Manager?Yes, this role can be called a Project Engineer or Project Manager.
3Page 44 of 53 states, "Each Offeror shall complete and provide the attached standard form 330 for the AE and GC on the DB team and documentation sufficient to demonstrate the extent of the Offeror’s past experience for at least three (3) but no more than five (5) projects of similar size, scope, and complexity (as further defined in this evaluation factor)." Can you please confirm that the GC's projects should be provided on Attachment 5 - Project Experience Questionnaire?Project Experience may be submitted using Attachment 5, or in the offeror's format. Project Experience should reflect experience of the proposed team, inclusive of the Architect/engineer and GC proposed to perform this requirement.
4Page 44 of 53 states, "Each Offeror shall complete and provide the attached standard form 330 for the AE and GC on the DB team and documentation sufficient to demonstrate the extent of the Offeror’s past experience for at least three (3) but no more than five (5) projects of similar size, scope, and complexity (as further defined in this evaluation factor)." Can you please provide standard form 330?SF 330, Rev 07/2021 is attached to this Amendment.
5Page 44 of 53 states, "Each Offeror shall complete and provide the attached standard form 330 for the AE and GC on the DB team and documentation sufficient to demonstrate the extent of the Offeror’s past experience for at least three (3) but no more than five (5) projects of similar size, scope, and complexity (as further defined in this evaluation factor)." Can you please confirm that the SF330 should be completed for the A/E firm ONLY?The SF 330 is required for the architect/engineer firm(s) that are submitted as part of the design/build team. Standard resumes for the GC team are acceptable. Offerors should ensure the techncial qualifications submitted clearly demonstrate the qualifications of the proposed team.
6Page 44 of 53 states, "Each Offeror shall complete and provide the attached standard form 330 for the AE and GC on the DB team and documentation sufficient to demonstrate the extent of the Offeror’s past experience for at least three (3) but no more than five (5) projects of similar size, scope, and complexity (as further defined in this evaluation factor)." Can you please confirm that we are allowed 3 to 5 projects for the A/E AND 3 to 5 projects for the GC for a total of 6 to 10 projects? The exact number of project experience examples are at the discretion of the Offeror, so long as the basic requirement to provide at least three (3) [i.e. minimum], but no more than five (5) [i.e. maximum], project experience examples in total [i.e. inclusive of both the A/E and General Contractor].
7On page 44 of the solicitation under Phase one Factor one a SF 330 for GC, A/E and DB are requested. We are a little unclear as to why we would need this when the specs and drawings are already done. Could you please clarify as to why we would need this at this point on the project. Also in the SOW what areas need to have A/E and DB dealt with. This Solicitation is a Design-Build. The drawings and specifications are not at 100% complete, therefore the AE working with the DB Contractor would complete them as required. Permitting, for example, is not complete.
8The Hazmat report list all the studies but they are not included. Having these prior to the Site visit would great help in making much more accurate site surveys and bids on thisHazmat Reports are provided in Amendment 2.
