About this file
This hazardous materials report and related federal contract opportunity provide details on a project to demolish outdated infrastructure at Lake Mead National Recreation Area in Clark County, Nevada. The project aims to enhance scenic features and the visitor experience. Regulated materials including asbestos, lead-based paint, PCBs, CFCs, and waste tires must be addressed in accordance with standards from the Nevada Division of Environmental Protection, Southern Nevada Health District, Clark County Department of Air Quality Management, U.S. EPA, and OSHA. The contractor will be responsible for inspection, sampling, abatement, transport, disposal, and clearance of regulated materials. A total of 1,512 asbestos samples and 150 lead paint samples were taken from structures and areas across the recreation area as detailed in reports submitted and in progress. Identified asbestos-containing materials and lead-based paint must be properly handled and disposed of. This project represents an opportunity for qualified contractors to support infrastructure upgrades at a national park property while ensuring worker and public safety.

CCDAQM is the delegated agency for the enforcement of the Asbestos NEHAP in Clark County Nevada. The regulations require a thorough inspection where the demolition or renovation activities will occur. The regulations require the owner or the operator of the renovation or demolition operation to notify CCDAQM before any demolition that contain a certain threshold amount of regulated asbestos-containing material. The rule requires work practice standards that control asbestos emissions. Work practices often involve removing all asbestos-containing materials, adequately wetting all regulated asbestos-containing materials, sealing the material in leak tight containers and disposing of the asbestos-containing waste material as expediently as practicable, as the regulation explains in greater detail.

ASBESTOS & LEAD SAMPLING SUMMARY
Terracon has completed asbestos and lead paint surveys in accordance with Terracon Proposal
Number P64217189, dated October 28, 2021, and LGA Architecture Task Order
140P2022F0029, dated December 6, 2021 for all sites. The surveys were performed to support the planned demolition of structures and utilities with associated with returning noncritical sites to their natural conditions.
Terracon has prepared this summary detailing the number of samples collected and the distribution of samples in reports submitted in this submittal, reports submitted for review, and reports in progress where additional materials require assessment that is included in the submitted ASR. The numbers of samples are estimates from invoicing and may include samples where additional analysis was required due to exceeding the laboratory’s standard analysis based on exceed the number of layers (i.e., roofing and flooring samples. Table 1 below summarizes the number of suspect asbestos and lead-based paint samples collected from each structure/area for reports included in this submittal. Table 2 below summarizes the number of suspect asbestos and lead-based paint samples collected from each structure/area for reports submitted for review (in progress). Table 3 below summarizes the number of suspect asbestos and lead-based paint samples collected from each structure/area for reports for areas where additional materials require assessment that is included in the submitted ASR. Terracon has exceeded the asbestos sample budget by 554 samples. There is a negative balance of 53 lead samples. The additional samples and the level of effort to collect additional samples and complete the remaining reports is included in the submitted ASR. Table 4 below summarizes asbestos-containing materials identified in the reports included in this submittal. Table 5 summarizes identified lead-based paint (LBP [.5 percent lead]) in the reports included in this submittal.
