Questions and Answers

1. Question: Are the existing invert elevations available for the catch basins that are to be removed and replaced?

Answer: See provided survey that shows the existing catch basins elevations. The Contractor shall field verify prior to work beginning.

2. Question: Per Spec 01 40 00, a NICET certification is required for a number of the Concrete and Soils inspections. Would the Government consider waiving these certification requirements?

Answer: The certification requirements cannot be waived. However, ACI, ODOT and NETTCP certifications are acceptable for concrete and soil inspectors. Also see response to Question 31 in Amendment 0003.

3. Question: It appears the specifications call for plain reinforcement steel in the new concrete portion, Section 03 30 00. Is this the case or should the reinforcement be epoxy coated?

Answer: Epoxy coated reinforcement is not required. All reinforcement should be plain steel as detailed in the specifications.

4. Question: Will the contractor receive payment for delivered and approved materials before they are incorporated in the work, if the approved materials are delivered, accepted, and properly stored on the project or stored in acceptable storage places in the vicinity of the project?

Answer: Yes, stored materials may be invoiced via progress payment(s) per the Contractor's Schedule of Values (see Specification 01 31 00 and 01 32 16 for more information on Schedule of Values).

5. Question: In reference to the Government’s previous response to Question 34 in Amendment 0003, Would the Gov’t be able to provide any additional clarification on the dimensions of the “6-inch wide asbestos boards”? Are these 6-inch thick boards that are continuous through the entire cross-section of the seawall, or are they a thinner board that only extends into the seawall 6” from the surface? If there is a detail drawing from the 1976 As-Built drawings that show these joints and asbestos boards it would be very helpful.

Answer: See provided highlighted detail drawing from the 1976 As Builts and full As Built set provided for information only. Also see response to Question 44 in Amendment 0003.

6. Question: Small Business Participation Requirement – What proof is needed to provide that our subcontract / Supplier is a Small Business? Does the subcontractor need to be registered with the SAM.Gov?

Answer: Small businesses are self-certified. If the subcontractors are claiming HUBZONE, Women-owned, or SDVOSB, then they will have to be registered and certified through the Small Business Administration.

Subcontractors does not need to be registered in SAM.
