7. Construction
• The Park sits at the site of Perry’s Victory on a low-lying isthmus connecting the east and west sides of South Bass Island. Historically, Put-in-Bay was two separate islands with marsh in between. Without the seawalls the site would return to marsh habitat.
• The seawalls protecting the site were originally constructed in 1936 to protect the site from Lake Erie and prevent shoreline erosion.
• The seawalls have been raised and expanded, most recently in 1976, to better maintain and protect the nationally significant site.
Site Background
Historic image of the site
Historic image of the site
Presenter Presentation Notes Let’s start with the site background. Historically Put in Bay was two separate islands with marsh in between- Which is now the site of the Perry’s Victory & International Peace Memorial.
Flooding is an issue the park has been dealing with since the monument was built and the seawalls are a direct response to protect the site and prevent shoreline erosion.
The original seawall was constructed in 1936. In 1976 the north seawall was raised and expanded to the east and west. The south seawall was also rebuilt further into Lake Erie.
Project Background
• Restore the existing seawalls to prevent further deterioration and undermining.
• Limit wave overtopping and manage stormwater at the project site.
• This project will ensure the integrity of the historic Perry’s Victory International Peace Memorial monument and ensure safe and appropriate visitor opportunities within the historic landscape of the Park.
View of the monument and north seawall
Presenter Presentation Notes The purpose of this project is to restore the existing seawalls, limit wave overtopping and to manage stormwater at the project site. The project protects the cultural resource of the site (the monument), helps ensure the health and safety of the public, and enhances the visitor experience.
Project Background- Need for Action
• The current condition of the seawalls is poor.
With significant deteriorate and undermining issues at certain sections.
• If the seawalls are not restored, deterioration will continue, and the memorial would not be adequately protected.
• The stormwater drainage system is not adequately sized to manage large rainfall events. Access to the east side of the island has been impacted by flooding at the site. Significant flooding throughout the site would continue to occur.
Deterioration at the south seawall
Wave over-topping at the north seawallFlooding throughout the Park following a storm event
Presenter Presentation Notes The need for the project is a result of decades of extreme environmental conditions which have led to the current poor condition of the seawalls. Significant undermining and deterioration has occurred and would continue to occur if the seawalls are not restored.
Additionally, the stormwater drainage system is not adequately sized to manage large rainfall events causing flooding at the site which impedes travel between the east and west sides of South Bass Island.

Elements of the NPS proposal
Presenter
The project scope includes the three components, restoring the seawalls, improving the stormwater system and improving the overall visitor experience at this site.
Seawall Scope
• 3,340 linear feet of seawalls will be restored to address deterioration and raised to a new elevation ranging 12-24” above existing.
• North Seawall-Center which was built in 1936 will be entirely demolished and replaced.
• The remaining North Seawall will be partially demolished and repaired.
• The South Seawall will be partially demolished and repaired.
• An 80-foot extension will be added to the South seawall.
Seawall Designation
Presenter Presentation Notes Just over 3,300 linear feet of seawalls will be restored and raised one to two feet above the existing height. The seawall height was carefully considered to balance decreasing wave overtopping while maintaining existing viewsheds.
The location, material and profile of the restored seawall will match the existing seawall.
The North Center Section of seawall (located here) will be fully demolished and replaced. All other portions of the north and south seawalls will be partially demolished and rebuilt to the raised height.
An 80-foot extension would be added to the south seawall (located here).
We did a dive inspection and found that there is also one underwater spall repair that needs to be completed on the south seawall.
Existing Raised Section Partially Demolished
Presenter Presentation Notes The images show the partially demolished and replaced seawall segments, the top approximately 3 feet of the existing seawall would be removed and rebuilt to a higher height.
This applies to the North East, North West and South Seawalls.
The demolition needs to be done in away not to damage or affect the structural integrity of the wall to remain.
Existing New South West Extension
Presenter
The images show the new south seawall west extension. This exposed area that is currently a planter would be replaced with new rip rap and a concrete seawall extension.
Existing New North Center Section
Presenter Presentation Notes The north center section of seawall is being replaced entirely. The existing wall will be demolished and replaced with a new Galveston wall which has a similar profile to the existing NW and NE walls. We did have the opportunity to revisit different options for the reconstruction but found the Galveston profile results in the lowest elevation with the same overtopping results compared to other profiles.
A low seawall elevation was desired to maintain existing viewsheds and to maintain the existing visitor experience.
Stormwater Scope
• The stormwater system will be upgraded to minimize flooding.
• Lake water that overtops the wall and stormwater that lands in the Park will be conveyed to the lake through a combination of gravity outlets and two packaged pumping stations.
• A hydrodynamic vortex separator is proposed to treat stormwater for the north catchment area prior to discharge.
Elements of the NPS proposal
Presenter Presentation Notes Next we have the proposed stormwater system improvements.
The existing stormwater system relies on gravity flow. Due to high lake levels in Lake Erie, drainage is not occurring and water is backing up into the park.
The proposed system resolves this by tying existing catch basins together, adding two packaged pump stations in the NW corner of the site (here) and the SE corner of the site (here). Stormwater and water that overtops the wall would be drained through the system and pumped into Lake Erie.
The proposed stormwater system also includes a vortex separator for the north catchment area. The vortex separator would provide additional pretreatment of water coming from the north catchment area which contains hardscapes. Hardscapes are impervious areas where water cannot seep into the ground – in this case we are referring to state highway 357 and the proposed north sidewalk.
Existing Utilities North Seawall
• UGT (telephone), Frontier Communications: UGT will be abandoned in place and permanently relocated to south side of S.R. 357. Relocation work will be performed by the utility in 2021.
• CATV (cable television), Spectrum Charter: CATV will be temporarily relocated above ground to the south side of S.R. 357 during construction.
• UGE (electric), Ohio Edison: UGE will be temporarily relocated overhead on the south side of S.R. 357 during construction. Contractor to install (2) 6-inch conduit along north seawall before backfilling for Ohio Edison to reestablish service underground after construction is completed.
• Water, Put-In-Bay Water Department: An existing 8” PVC water main will be lowered in 2 locations to maintain required separation from new storm drain. This work will be performed by the Contractor and is included in the Contract Documents.
South Seawall
• Sanitary Sewer - No relocation required.
Landscape Improvements
• New Planting Beds
• New South Seawall Sidewalk
• Seating areas with benches (optional)
• Embedded Lighting (optional)
• North Seawall Sidewalk (optional)
• Interpretive Plaza (optional)
Rendering of the south seawall and seating area Rendering of the north seawall and new sidewalk
Locations of visitor experience elements
Presenter Presentation Notes These renderings show some of the site improvements that are part of this project. The sidewalk at the South Seawall will be raised relative to the seawall increase.
A new sidewalk along the North Seawall is proposed as an option along with seating areas with benches at both seawalls.
Embedded step lighting within the seawalls is also being considered.
Some of these items are optional and NPS will decide if all options will be completed or selected options based on pricing.
Landscape Improvements
Presenter Presentation Notes This image shows the new planting beds at the North West property boundary. This is being installed to mask some of the utilities in that corner.
Some plants will also be installed on top of the RipRap at the South West Extension.
Landscape Improvements - Interpretive Plaza
• Interpretive Plaza will illustrate plan view of the decks of the
US Brig Niagara and the HMS Detroit from the Battle of Lake Erie in the War of 1812.
• New wayfinding panels will help visitors connect with history and learn more about the memorial.
Location of Interpretive plaza
Interpretive Plaza Rendering
Engraving Layout
Presenter Presentation Notes Another enhancement being considered is an interpretive plaza which would allow visitors to better connect with the history of the site. This plaza would be located directly across from the memorial along the North Seawall.
The plaza includes engravings in the concrete of two ships significant to the Battle of Lake Erie. Wayfinding panels would be installed with information about the history of the site and ships.
Construction Phases
Presenter Presentation Notes Construction is scheduled to occur over two years with the North wall occurring in 2022 and the South wall occurring in 2023 between April and November (or between first and last ferry service to the island). Construction areas and staging areas are shown in the map (here).
Construction on the North seawall west and south seawall west improvements and extension on the south will be restricted to be completing before July 1st of each season to minimize impacts to the public beach and neighboring properties.
Construction- Restrictions to Means and Methods
• Waterside staging is restricted to 150ft from the Seawall
• Temporary structures may not be built on or supported by the existing seawall.
• Load adjacent to the Seawall is limited to 150psf
• The Contractor can not use Earthen Materials to construct temporary shoring system (earthen fill, rip rap, concrete etc.)
• Temporary lane closures of State Highway 357 would be necessary to allow construction and ensure visitor safety. Single lane closures would be limited to 6 hours. Full road closures would be limited to 2 hours. The contractor is responsible for all permits and coordination for traffic control.
• Temporary utility shutdowns would be necessary. Water shutdowns would be limited to 4 hours.
Electric/phone/cable shutdowns would be limited to 2 hours.
Presenter Presentation Notes
These are some of the main restrictions to the construction means and methods. Refer to the specifications and drawings for all of them.
So Waterside staging is restricted to 150ft from the Seawall Temporary structures may not be built on or supported by the existing seawall.
Load adjacent to the Seawall is limited to 150psf Earthen Materials cannot be used to construct temporary shoring system We have shown a suggested temporary support, but it is the responsibility of the contractor to design the shoring system. This needs to be approved by the us the Engineers.
Lane closures are limited to 6hrs for single lane and 2hrs for full road closures Utility shutdowns are limited to 2hrs for electrical, phone and cable and 4 hrs for water
