PROJECT PURPOSE AND BACKGROUND

Designed by William Strickland, the Second Bank of the United States was one of the first prominent Greek Revival buildings in the United States, constructed between 1819 and 1824. Second Bank is part of Independence Hall National Historical Park in Philadelphia, PA and currently, houses the park’s impressive portrait collection and a substantial museum storage area. The Second Bank is critical to the park’s interpretation of United States history and to American architectural history. It was designated a National Historic Landmark in 1987.

This project will focus on rehabilitating the building’s exterior -its copper roof, Pennsylvania blue marble exterior and wood windows. This contract consists of three separate PMIS numbers, which will be awarded together under a single prime contract.

LOCATION: Independence Hall National Historical Park, Philadelphia, Pennsylvania

SCOPE OF WORK for PMIS 224697 (Roof) INDE 224697 includes:

• Full replacement of the copper roof and associated roofing elements including flashings, pole gutters, downspouts and cornice vents

• The existing roof hatch will be replaced, and interior ladder access will be provided.

• A fall arrest system for safety equipment will be provided.

• This work also includes providing new lightning protection and heat tracing systems.

• Damaged roof sheathing will be replaced.

• Roof rafters with rafter tails suspected of decay will be replaced.

• Additional structural reinforcements are pending design.

SCOPE OF WORK for PMIS 224697 (Roof)

SCOPE OF WORK for PMIS 176914 (Masonry) INDE 176914 includes:

• Preserving and repairing the exterior marble masonry walls, Pennsylvania Blue Marble.

• The masonry will be cleaned, conserved, and stabilized where needed, and the walls will be repointed.

SCOPE OF WORK for PMIS 177564 (Windows) INDE 177564 includes:

• Replacing the sashes at the fifty-one (51) exterior wood windows.

• Limited replacement of the wood window frames and replacement of the wood window sills as identified in the Drawings.

• Four (4) doors will be replaced at the lower level of the east and west façades.

• Hazardous material abatement as identified in the survey report included in the Contract Documents.

• The work also includes crating, packing, and storing the collections of the first and second floors of the building as defined in the Specifications.

For Window Type “D”, the reinforcing of the sash will be a delegated design, meeting the criteria listed in the specification (08 52 00).

COST, SCHEDULE, PERFORMANCE CONSTRAINTS

• Small staging area is tight to the Second Bank building, resulting in complex logistics, including locating work trailers on the street in areas that are not adjacent to the project site. PLEASE NOTE that a 30-yard roll-off dumpster will be located on Library Street to the east of the staging area from June to December 2021.

Site Staging Plan and Notes & Symbols referenced from AS1.0

• The door on the East side of Library Hall (neighboring building that is west of Second Bank) must remain unobstructed during construction; all pedestrian access and emergency service access must be maintained to all buildings adjacent to the project site.

• The project will require strict security measures to be put in place, as the site is in a dense urban neighborhood with uncontrolled public access, and park visitors will be accessing the block to visit other NPS sites.

• All work shall follow the Secretary of Interior Standards for the

Treatment of Historic Properties.

• The project involves hazardous material abatement (lead and asbestos).

• Some masonry conservation treatments require specific environmental conditions in order to be implemented and must be planned accordingly.

• Professional moving of museum collections is required for this project. Packing/crating and moving of objects must occur prior to the start of construction in order to protect the contents of the building during construction.

The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.

2. The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.

3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:

• The Government may reject any or all proposals if such action is in the Government’s interest.

• The Government may waive informalities and minor irregularities in proposals received.

EVALUATION FACTORS

RELATIVE IMPORTANCE: FACTOR 1 – Project Experience is the most important factor followed in descending order of importance by FACTOR 2 – Project Technical & Management Approach, by FACTOR 3 – Key Personnel & Key Subcontractors, and by FACTOR 4 – Construction Schedule. The rating scheme for Technical Factors 1-4 is numerical. FACTOR 5, Past Performance is less important than Technical Factors 1 – 4 when combined, and its rating scheme is adjectival.

Overall: All evaluation factors other than price (technical and past performance), when combined are significantly more important than price.
