About this file

This document provides answers to questions from offerors regarding a solicitation for rehabilitation work at the Charles Young Buffalo Soldiers National Monument. The solicitation seeks proposals to preserve and rehabilitate the 4,500 square foot Youngsholm building to its period of significance from 1907 to 1922. The work must be completed within 395 calendar days in a continuous period. Clarification was provided that subcontractor commitment letters and previously submitted past performance questionnaires would be accepted with proposals. The narrative limit for describing management approach was increased to four pages, and for describing technical approach was increased to eight pages. Safety requirements under different evaluation factors were also clarified. The National Park Service is the contracting agency.

Questions & Answers

Below are answers to questions posed by Offerors in response to the above solicitation. The

Government’s response in printed as “A:” in bold letters.

1. Q: Will the Options be performed separately, or all at one time?

A: It will happen during the contract period of performance.

2. Q: Reference the requirement for “ABAAS” compliance (Section L, Factor 1, Experience): Will the government accept ABA compliance experience?

A: Yes.

3. Q: Reference Section L and Section M, Factor 3, Subfactor 3A – Management Approach: The

Instructions and Evaluation Criteria for this section list eight (8) different topics to be addressed by this section, and the narrative is limited to two pages. We respectfully request that the government consider allowing at least one page per topic for this narrative, so that the response can provide sufficient information for the evaluators’ review.

A: Narrative will still be limited to 4 pages describing your management approach.

4. Q: Reference Section L and Section M, Factor 3, Subfactor 3A – Management Approach: Please consider excluding subcontractors’ commitment letters from the page limit in this section.

A: Commitment letters will be excluded from page limit count but should be submitted as attachments.

5. Q: Reference Section L, Factor 3, Subfactor 3A: Paragraph #1 asks for information about

“Maintaining and managing project safety….” – and Subfactor 3B asks for an overview of the company’s Construction Safety Program and additional information specific to the project and the company’s previous Safety record. Please explain what the difference is between what is required by Subfactor 3A for Safety and what is required by Subfactor 3B.

A: 3A is intended to be the generic management approach to Safety whereas 3B should be a more specific demonstration of 3A. This demonstration is done by showing the safety program and assessment of risks associated specifically with this project and any changes made to the generic safety plan due to this project. We also want to see safety training for the individuals working on the project and OSHA 300A logs along with the current experience modification Rate (EMR).

6. Q: Reference Factor 4 – Past Performance: The solicitation allows offerors to submit a PPIRS evaluation report in lieu of the PPQ attached to the RFP. Will the government allow offerors to provide previously received PPQs so that we do not have to ask clients to re‐do PPQs they have already provided?

A: If the previously received PPQ’s have all of the information that the attached PPQ has, there is no objection to this request.

7. Q: Reference Instructions for Section F., Volume II, Paragraph 3, Contents: The solicitation requires offerors to “submit the attached General References form” with its proposal. The referenced form is not attached to the solicitation. Please clarify.

A. General Reference form is attached to original solicitation

“B08_Solit_PSP_Vol_II_GenRefs.doc.”, in SAM.gov.

8. Q: Reference FACTOR 1, Experience, Subfactor 1A: The first paragraph of the instructions requires the offerors to “Submit the attached “Project Experience Form”… We have not identified a form with the solicitation for this purpose. Please clarify.

A: Project Experience form is attached to Amendment 0003.

9. Q: Reference Instructions for Volume I, “Other Submittals” – The instructions ask offerors to

“provide a list of any proposed equals anticipated…” and references a “Proposed Equals

Form.” We have not identified a form with the solicitation for this purpose. Please clarify.

A: Proposed Equals form is attached to original solicitation

“B08_Solit_PSP_Vol_II_Equals.doc.”, in SAM.gov.

10. Q: Reference Section L, Instructions for Factor 2, Subfactor 2A. The requirements for the project’s Technical Approach are to provide a written narrative describing “specific aspects” of four (4) major areas of work – to include plans for construction, the identification of risks and solutions, strategies to manage and minimize negative impacts, etc. One of the four major areas includes “masonry, demo, slab preparation, utility connections, electrical, mechanical, and other included scope to complete work”… All responses are required to be addressed in three (3) pages. We respectfully request that the government consider increasing this page limit to at least 8 pages, to allow offerors to provide the details needed to respond to these requirements.

A: Narrative will be limited to 8 pages.

11. Q: Is there a break during the winter months or will this project run continuously for 395 calendar days?

A: This project runs continuously for 395 calendar days.
