SOLICITATION 140P2020R0147 RFIs and Responses as of 10/29/2020
1. Project Experience under Section L of the solicitation limits relevant projects to those completed in the last 3 years. Please expand the look-back period for relevant projects to 10 years to allow small businesses an equal opportunity to participate in this solicitation.
a. NPS Response: The look-back period for relevant projects is changed from 3 to up to 5 years. Projects completed 6 to 10 years ago are considered outdated -from not only a time standpoint, but also from a personnel, subcontractor and other standpoints. By increasing from 3 to 5 years the time window and by increasing the number of projects that can be submitted from 4 to 6 projects for both prime contractors and subcontractors our thoughts are that offerors are provided ample opportunities to support their more recent, relevant project experience.
2. Project Experience under Section L of the solicitation limits relevant projects to those completed in the last 3 years. Will projects that are currently under construction, but not completed, be allowed? If so, please provide the percent completion that will be allowed for current contracts.
a. NPS Response: Projects currently under construction are allowed. Offerors are required to provide dates and percent completion amounts.
3. Project Experience under Section L of the solicitation limits the number of relevant projects to 4 projects. There are a significant number and range of experience criteria that the solicitation requests under Project Experience. Please expand the number of projects allowed under Project Experience to allow small businesses an equal opportunity to participate in this solicitation.
a. NPS Response: The number of projects allowed is increased from 4 to 6.
4. Past Performance under Section L of the solicitation allows for Subcontractor Past Performance to be submitted. However, Project Experience does not discuss Subcontractor project experience or how to submit Subcontractor information. Additionally, the Project Experience section limits the number of projects to 4 total. Please clarify how Subcontractor Past Performance and Project Experience are to be submitted. Please also allow additional projects to be submitted for Subcontractor Past Performance and Project Experience so that small businesses have an equal opportunity to participate in this solicitation.
a. NPS Response: The same number of subcontractor Past Performance and Project Experience projects can be submitted as the prime contractor's - a total of 6.
5. In lieu of the provided Past Performance Questionnaire form, can the contractor submit previously completed USACE/NAVFAC Past Performance Questionnaires without penalty?
a. NPS Response: Yes
