BASIS FOR AWARD

1. The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.

2. The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.

3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:

• The Government may reject any or all proposals if such action is in the Government’s interest.

• The Government may waive informalities and minor irregularities in proposals received.

• The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.

EVALUATION FACTORS

RELATIVE IMPORTANCE: FACTOR 1 – Project Experience is the most important factor followed in descending order of importance by FACTOR 2 – Project Technical & Management Approach, by FACTOR 3 – Key Personnel & Key Subcontractors, and by FACTOR 4 – Construction Schedule. The rating scheme for Technical Factors 1-4 is numerical. FACTOR 5, Past Performance is approximately equally important to Technical Factors 1 – 4 when combined, and its rating scheme is adjectival.

Overall: All evaluation factors other than price (technical and past performance), when combined are significantly more important than price.

Submission Requirements: VOLUME I, TECHNICAL PROPOSAL & VOLUME 2, BUSINESS

& PRICE PROPOSAL

1. Proposals shall be submitted via email. Proposals submitted via any means other than email shall not be accepted.

2. Proposals shall be sent to: CS_DSC_ Proposal_Submission@nps.gov

3.Title subject line for all proposal submissions shall contain the solicitation number, Park-PMIS, and number of total emails, per the following example:

4. Submit proposals in separate VOLUMES (I and II) in the FORMATS specified, containing CONTENTS required. Each volume shall be submitted in separate email attachments.

5. Size limits:

a. Individual email attachments shall be no larger than 38 MB.

b. Each email shall be no larger than 100 MB

6. Offerors shall verify receipt of proposals.

VOLUME I, TECHNICAL PROPOSAL – FORMAT, ORGANIZATION, CONTENTS

FORMAT: Submit (1) one electronic copy. No hard copies shall be submitted.

ORGANIZATION: Include a Table of Contents with folders and files for electronic formats named as follows:

Factor 1: PROJECT EXPERIENCE Submit the attached "Project Experience" form addressing specific experience elements below for up to four (4) relevant projects completed in the last three (3) years. Submit separate forms for each project.

NOTE: Submit the same project information for Past Performance (FACTOR 5) as submitted under this factor. Relevant project experience includes the following:

Logistics, Coordination and Process - Construction in area of high public interest and public use that are similar in scope, magnitude, and complexity to this solicitation while maintaining safe public access, full use of adjacent buildings, complying and coordinating with on-site security, and minimizing visitor and public disruption.

Factor 1: PROJECT EXPERIENCE (cont’d) Address experience and ability to:

• Mobilize and perform work in remote marine locations where all materials need to be delivered and removed via barge.

• Mobilize and perform work in a remote marine environment where construction /installation needs to be performed from a barge and/or with divers.

• Perform electrical, mechanical and fuel station installation/construction in marine environments.

• Install helical piles in a marine environment.

• Perform concrete work in a submerged marine environment.

• Perform masonry working in marine environment.

Factor 1: PROJECT EXPERIENCE (continued) Natural, Cultural, & Historical Resources - Construction and permitting complying with the National Environmental Policy Act (NEPA); and protecting natural (Threatened and Endangered flora and fauna species and Marine floor bed) and cultural resources (historic stone/masonry features) during construction of similar scope, magnitude, and complexity of this solicitation. Include experience and processes employed to meet all cultural resource and compliance requirements in the project.

Means/Methods – Coastal construction projects including shoreline erosion repair; trail repair; removal / repair / replacement of boardwalks; wayside replacement; repair / replace concrete docks/piles; road repair with processes employed that meet all cultural resource and compliance requirements on-time, within budget that are similar in scope, magnitude, and complexity to this solicitation.

Factor 1: PROJECT EXPERIENCE (continued) Project experience demonstrating (1) proven capability to successfully completed relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required in this solicitation; and (3) effective management, problem solving, communication, coordination, and organization present lower levels of risk and will be rated more favorably. Those not demonstrating these attributes present higher levels of risk and will be rated less favorably.

NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance (FACTOR 5). Projects determined more relevant under this factor will be given more weight in the Past Performance evaluation.

Factor 2: PROJECT TECHNICAL & MANAGEMENT APPROACH Project technical and management approach is your means and methods to complete the technical aspects of the required work in this solicitation including organizational structure and business processes to manage, control, and oversee work. Submit a written narrative limited to five (5) pages describing your project technical approach and management for the specific elements below. Up to five (5) pictures can be included and will not count towards the page limitation. There is no preprinted form for this submittal.

Logistics, Coordination and Process - Submit a written detailed technical approach for performing this construction project. Address the successful execution of the project while protecting the parks resources, maintaining park operations, and minimizing impacts to Park visitors. Describe your proposed logistics of coordinating all transportation, hauling, and material deliveries within a constrained and secure work site and a heavily visited work area, and off-shore site locations. Consider any unique considerations relating to project scope, and creative and innovative ideas for executing the project in an expeditious manner.

Address processes to be employed to meet all cultural resource and compliance requirements of the project. Demonstrate a clear understanding of the project scope, sequencing, and offer realistic strategies and methods for addressing the overall project scope. Describe your ability and approach to manage and build multiple projects and project types simultaneously and concurrently.

Management Approach – Submit a general management approach narrative for maintaining and managing project safety, quality control and coordination, cost management, and schedule management. Address how these general management procedures will be applied specifically to the scope, location, and schedule of this project. Describe how the subcontractors will be managed and coordinated, how safety requirements will be incorporated into all activities, and how the quality control requirements will be performed to ensure the Government receives a quality project. Describe management, coordination, and communication of efforts between the prime contractor, it’s subcontractors, and NPS. Include coordination with NPS relative to ongoing NPS operations and visitor activities.

Describe your approach to accomplish (specific trades – masonry, helical pile construction, submerged concrete construction, demo, sitework, boardwalk construction, electrical, mechanical, , etc.) to complete work within required schedule and budget for successful contract completion, and effective cost and quality control. Describe your approach to accomplish work at remote, off-shore locations.

Capacity - Submit a written narrative of your firm’s capabilities and assets that are available for this project.

Indicate existing capacity to perform this work concurrent with existing ongoing projects. Describe your firm’s resources and equipment that will be used for the work on this project.

Roles and Responsibilities - Submit an organizational chart identifying specific roles, responsibilities, and lines of authority of the proposed prime contractor, key personnel, and all subcontractors.

Technical approaches that comply with applicable contract requirements; are realistic, appropriate, and efficient; and demonstrate clear logic and scope understanding present lower levels of risk will be more favorably rated. Approaches not demonstrating these attributes present higher levels of risk and will be less favorably rated. Plans not demonstrating these attributes present higher levels of risk and will be less favorably rated.

Factor 3: KEY PERSONNEL AND KEY SUBCONTRACTORS Submit resumes limited to one (1) page each for Key Personnel as identified in this solicitation in Section H and listed below. All Key Personnel proposed are subject to substitution requirements contained in this solicitation. Key Personnel include: Project Manager, Job-site Superintendent, and Quality Control and Assurance Manager, Site Safety Manager.

Submit major subcontractor resumes limited to one (1) page for each subcontractor. There is no preprinted form for this submittal.

Key Trades - Describe experience and capability for the following Key Trades identified in Section H of this solicitation and listed below. Indicate whether or not you have previously worked with these firms on previous projects. All firms proposed as Key Trades are subject to substitution requirements contained in this solicitation. The offeror shall identify firms that will perform the following KEY TRADES under this contract. If Key Trades will be self-performed, note “self-performed” in the appropriate trade; otherwise provide the name(s) of assigned subcontractors.

Key Trades include contractor/subcontractors for the following: Shoreline Erosion Repair, Trail Repair, Boardwalk Repair/Replacement, Concrete Dock/Pile Repair/Replacement, Road Repair.

Factor 3: KEY PERSONNEL AND SUBCONTRACTORS (cont’d) Offerors are required to also provide resumes for the following:

• Professional Mangrove Trimmer (PMT), per 1996 Mangrove Trimming and Preservation Act. Refer to Florida Department of Environmental Protection.

• Masonry contractor

• Electrical and Mechanical contractor licensed in the State of Florida

• Structural Engineer, licensed in the State of Florida, preferably with helical and concrete experience.

• Civil Engineer, licensed in the State of Florida

Key Personnel and subcontractors experience demonstrating (1) proven capability in same or similar key personnel positions on successful relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required in this solicitation; and (3) effective problem solving, communication, coordination, and organization present lower levels of risk and will be rated more favorably. Those not demonstrating these attributes present higher levels of risk and will be rated less favorably.

Factor 4: CONSTRUCTION SCHEDULE Submit your proposed overall construction schedule showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative. Submit your schedule in MS Project Gantt Chart format; assume a Notice to Proceed (NTP) date of 3/1/2020 and a completion date 365 calendar days after the NTP;

and include specific activities required for each of the different work sites and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, and key considerations and constraints. There is no pre-printed form for this submittal.

Include in the overall construction schedule separate sections that address separate geographic locations and the different types of work at each geographic location. Provide major and minor work tasks, milestones, critical path. Include start up (including but not limited to Division 1 submittals, mock-ups, shop drawings) and close-out tasks (Including but not limited to as-builts drawings, manuals and maintenance requirements). Include in the construction schedule and provide supporting narrative as to any concurrent/simultaneous construction activities at different geographic sites.

Factor 4: CONSTRUCTION SCHEDULE (continued) Construction schedules and narratives documenting (1) clear and efficient critical path and logical sequencing; (2) strong understanding of solicitation requirements; (3) procurement lead-time, subcontractor/trade coordination, on-site storage and staging, resource and time constraints; and (4) risk mitigation and successful completion within the required period of performance present lower levels of risk shall be rated more favorably. Schedules which do not demonstrate these attributes present higher levels or risk and will be less favorably rated.

Factor 5: PAST PERFORMANCE Submit Past Performance information for the same projects submitted under Project Experience (Factor 1) using the attached Past Performance Questionnaire. Information may be regarding the offeror's firm and/or its proposed major subcontractors performing key trades and/or other construction activities.

Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If Contract Performance Assessment Reporting System (CPARS.gov) evaluation reports exist for projects submitted under Project Experience (Factor 1) offerors are to include these in their past performance section of their Technical Proposal instead of obtaining Past Performance Questionnaire responses from customers.

Factor 5: PAST PERFORMANCE (continued) Submittal process for the Past Performance Questionnaire is as follows:

1) Complete Section A (Contractor Information) and B (Contract Information) only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and submit the survey to the email addresses and point of contacts noted in Section E. of the questionnaire by the due date and time for proposal receipt.

2) Submit copies of the questionnaire that you forwarded to your references with their questionnaire Section C (Reference) point of contact information in Technical Proposal Volume I.

3) Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record. The offeror shall be responsible for any follow-up communication required to ensure that all the forms are completed by the reference and are emailed to the NPS point of contacts no later than the date and time proposals are due.

Factor 5: PAST PERFORMANCE (continued) The TEP will evaluate past performance of offerors on projects provided in the Project Experience section (FACTOR 1) and on contracts with the Federal Government, other public agencies, or private organizations. Past performance demonstrating higher levels of success and quality on more relevant projects similar in scope and magnitude to this solicitation present lower levels of risk and will be more favorably rated. Projects that are more relevant to the requirements of this solicitation will be given more weight in the overall past performance rating. If an offeror has no past performance on similar work relevant to this solicitation, they will be evaluated neither favorably nor unfavorably. All submitted references may not be contacted. Sources other than submitted references may be contacted.

During proposal evaluations, exchanges between the Government and offerors may occur to clarify the relevance of past performance information and/or address adverse past performance information which an offeror has not yet had an opportunity to respond to.

Other Submittals:

Include the following submittals in both Volume I -Technical Proposal and Volume 2 - Business and Price Proposal.

Proposed Equals: Complete and submit the attached “Proposed Equals” form. Provide a list of any proposed equals anticipated to be used in performing this construction contract or state "none."

Hazardous Materials: Complete and submit the attached "Hazardous Materials Identification Listing" form.

Pursuant to FAR 52.223-3, Hazardous Material Identification and Material Safety Identify facility(ies) where concrete, metal and lumber will be recycled.

VOLUME II, BUSINESS AND PRICE PROPOSAL – FORMAT, ORGANIZATION, CONTENTS

SF1442: Standard Form 1442, Solicitation, Offer, and Award, (Construction, Alteration, or Repair):

Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror’s company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102. The SF- 1442 will be reviewed for completeness.

AMENDMENTS: Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of Standard Form 30. Amendment acknowledgements will be reviewed for timely and proper acknowledgement.

SECTION B CONTRACT PRICE SCHEDULE: Enter the proposed dollar amount for each line item in the Price Schedule, including any optional items, if applicable. Proposed pricing will be evaluated for fair and reasonableness. Reasonableness will be determined considering comparisons to competitive pricing and to the independent Government Cost Estimate (IGCE). Proposed pricing that differs significantly from the competition or IGCE will be reviewed to assess potential performance risk and the offeror’s understanding of contract requirements. If multiple contract line items are included in the price schedule, prices will be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

SCHEDULE OF VALUES: Provide a detailed Schedule of Values that supports the Contract Price Schedule by line items and total price. Proposed Schedule of Values will be evaluated for completeness and that they support the Contract Price Schedule by line item and total price.

SF 24 BID BOND: Submit Standard Form 24, Bid Bond duly executed between the offeror and the bonding company.

Refer to clause 52.228-1.

SECTION K REPRESENTATIONS AND CERTIFICATIONS: Submit a completed copy of provision 52.204-8 shown in section “K” of this solicitation. Complete all required representations and certifications if they are not available at www.SAM.gov. Your firm must maintain current, active registration at www.SAM.gov to be eligible for award and you are encouraged to complete SAM registration before submitting your offer.

GENERAL REFERENCES: Complete and submit the attached “General References,” form. Information will be used in determining Responsibility pursuant to FAR 9.103.
