About this file
This document contains a request for information log and responses pertaining to a federal contract opportunity for hurricane repair work at various locations within Biscayne National Park. The log details nine questions received from contractors regarding project details such as bridge abutment construction, wingwall foundations, shoreline erosion quantities, laydown areas, pile requirements, permit needs, and material specifications. Responses provide clarification on using existing structural elements, verifying quantities, permit exemptions, and confirming material types. The related federal contract opportunity is for multiple hurricane repair projects at Biscayne National Park facilities under Solicitation 140P2020R0147 issued by the National Park Service for the Department of the Interior. Repairs are needed following damage from recent hurricanes.

RFI LOG
RFI No. Question Responses
Drawing Sheet C-502: The plans show the bridge slab to be lifted to match the new raised grade.
Shims are specified to support the slab once it is lifted. This looks to be a temporary solution. There are no details showing the abutment raised to the new slab bottom elevation.
The shims are cast concrete shims. This is a permanent solution as the bridge currently rests on the abutments in a similar manner.
Drawing Sheet C-502: Details A & B shows new wing wall to be built. There is not detail for the footing supporting these wingwalls. Can you furnish us the details on the foundation?
The wingwalls are cantilever and doweled into the existing cap and this is the means of support for the wingwalls. Construct per details shown on Sheet C-502.
This slide states that "This project will address 30,000 SF of shoreline erosion". Our estimates based on the sections shown on pages 59 to 65, show quantities less than 30,000 SF. Is there any additional sheets that show the shoreline erosion?
Contractor should verify all quantities. Government estimate is for 420 tons of sand for Boca Chita.
Construction Laydown/Office Space Area
No, not everything in this area will be able to be removed. There will be RVs that will be parking there in our busy season NOV-April and some of our equipment is stored there. We may have to identify other areas in the park for staging as well depending on the amount of space that is required.

Are all piles required to be new?
1.Sheet S-140 - Convoy Point Visitor Center Floating Docks: All 5 of the guide piles are marked with an open box. Please confirm if they are ‘Existing to Remain’ or are new. The guide piles located at the visitor’s center docks are existing and are to be re used in the new structure.
2.Sheet S-141 – North Area Docks: there are 7 total new 14” square concrete guide piles (at end of new finger docks) and 1 guide pile that is existing to remain. The 7 guide piles closest to the shore are to remain in place.
3.Sheet S-142 – South Area Docks: There are 4 new 14” piles that will need to be installed at the end of each finger dock. The guide piles that are part of the u shaped dock that surrounds the fixed concrete dock are to remain.
4.Sheet S-142 – South Area Docks: Please confirm if the new concrete guide piles are all to be 12” square as the call-out on the drawing suggests, or are they to be 14” piles as indicated below the drawing. These new piles are 14” square piles (and not 12"). The callout on the S- 142 will be updated to reflect 14" piles instead of 12" piles
1.Specification Section 01 31 00subsection 1.8 permits.- In reading the section, first we are required to obtain and pay for all permits and the cost thereof should be included. We need to know if we are going to be required to pull building permits with local government agencies, as they will look to get 3-5% of value in permit fees. The project is on federal lands, please clarify if we need to include County and city permit fees in our proposal? This could be very costly, maybe an allowance would best handle this situation. We will not need to apply for Miami-Dade or City building permits.
Specification SECTION 31 63 13 HELICAL PILES calls for carbon steel pile caps and drawing S-212 is showing stainless steel pile caps. Please let us know which is required for both the footbridge and the Convoy point jetty boardwalk. Curb shall be Black Locust. Refer to Sheet S-212, Detail 5A
Please verify that the 4x4 curbing on the convoy point boardwalk is to be Black Locust with a 25 year warranty per specification section 06 15 00 Refer to Sheet S-212, Detail 5A which calls out 4x4 curb as Black Locust
The footbridge calls for a 2x4 wheel stop on top of the decking, is this wheel stop Black
Locust with a 25 year warranty per specification section 06 15 00
(Refer to Sheet 2-221, Detail 1) This is Black Locust lumber with the same requirements as the deck lumber.
