About this file

This document contains an amendment to a solicitation for design-build services for stabilization of the Paw Paw Tunnel located within Chesapeake and Ohio Canal National Historical Park. The National Park Service seeks proposals to scale and stabilize rock slopes near the historic Paw Paw Tunnel to address an ongoing landslide issue. The amendment provides responses to offeror questions, clarifies proposal due dates and submission instructions, and amends requirements for key personnel resumes. Phase 1 technical proposals are due by August 10, 2020, with Phase 2 price proposals to follow at a later date after evaluation of Phase 1 submissions. The amendment emphasizes that the conceptual design details provided are guidelines, and offerors are responsible for final designs that meet natural and cultural resource constraints and procurement of any required approvals.

Question Answer

1 What is the due date for Phase 1 proposals? Extended to 8/10/20. See Amendment 01 and answer to Question 5.

2 What is the due date for Phase 2 proposals?

This due date will be determined after evaluation of Phase 1 proposals; only those selected from Phase 1 will be invited to submit a Phase 2 price proposal. See also answer to Question 14.

Plans – General Notes, Note 14: MONITORING OF SELECT SLOPE FEATURES,AND GROUND MOVEMENT

ALONG THE TOWPATH SHOULD BE IMPLEMENTED TO DETERMINE THE RATE OF MOVEMENT

REGARDLESS OF WHICH METHODS ARE SELECTED FOR POSSIBLE REMEDIATION. MONITORING SHOULD

BE INITIATED IMMEDIATELY AND CONTINUE THROUGH AND AFTER CONSTRUCTION ACTIVITIES.

MONITORING MAY CONSIST OF VISUAL OBSERVATIONS, MECHANICAL MONITORING SYSTEMS, UAS

PHOTOGRAMMETRY, AND/OR USE OF CONVENTIONAL LAND-BASED SURVEY SYSTEMS, AS

DETERMINED APPROPRIATE DURING CONSTRUCTION. CONTRACTOR SHALL SUBMIT A VIBRATION

MONITORING PLAN TO NATIONAL PARK SERVICE FOR REVIEW AND APPROVAL. What is the intent of the monitoring program? Do you want to have the capabilities of monitoring rock slope stability to include subglobal rockfall (3 feet or less) and/or global rockfall (discontinuity controlled failures)? What is the desired frequency of monitoring during construction? Is this to be determined by the contractor?

What is the duration and frequency after construction that the monitoring should continue? Please clarify.

The intent of the monitoring program is to determine the movement of any unstable slopes. The details of the monitoring program would be designed and executed by the selected contractor. Vibration monitoring is required for protection of the historic structures including Paw Paw Tunnel and others adjacent to potential hauling/access routes.

Plans – General Notes, Pinned Mesh Details, Bolting Details, Shear Block Details: Plans – We understand this to be a design-build procurement. However, the General Notes and Rockfall Details are prescriptive (bolt / dowel spacing, bar type, hole diameter, bond type, mesh type, etc.). Note on the details says schematic designs. In regards to the RF Sections and application of those designs, is the contractor to build what is in the plans or will NPS allow an alternative design(s) by the contractor?

What items in the plans are permitted for a VE or contractor’s design?

The conceptual "tools" for stabilizing the slope have been provided as a guideline of developing the design to completion. These "tools" have been reviewed for both natural (i.e. NEPA) and cultural resource implications by the NPS via a Value Analysis Study and Environmental Assessment. The final design for stabilization using "tools" similar to those provided are the responsibility of the contractor - the number, extent, configuration, and final design details are to be determined by the contractor. Other items that need to be determined by the contractor include, but not limited too; determination of method to access work area, disposal/reuse of talus from scaling, methods to minimize permanent constructed feature's intrusion into the cultural landscape, and detailed stabilization plans. NPS can consider alternatives but they would have to meet natural and cultural resource constraints that comply with NPS regulations. Any variation from the conceptual "tools" shown, would need further review and approval from NPS.

We understand the Phase 1 Technical Proposal is due 8/6/2020 at 2 pm. Would NPS consider a deadline extension? We are working with several general contractors and subcontractors/subconsultants to form the right team to bring the best value to NPS.

Please see Amendment 01. The due date for Phase 1 proposals is extended to August 10, 2020 at 1400 MT.

We would like to visit the site per 52.236-27. Who should be notified prior to the site visit and are motorized vehicles / ATVs permitted on the trail for this purpose?

There is no in-person site visit. A link to the recorded virtual site visit will be emailed to you through a secure file link. Contractor's may visit the area, just like any other member of the public, on their own. No motorized vehicles are permitted on the towpath during the pre-award activities.

In reviewing the Solicitation for CHOH 241450 Paw Paw Tunnel and the associated Format, Organization and Contents section – I am requesting the Project Experience Form mentioned in Factor 1/Subfactor 1B, Subfactor 1C and Subfactor 1D as well as the Past Performance Questionnaire mentioned in Factor 3/Subfactor 3A, Subfactor 3B and Subfactor 3C. I did not see them attached to the Solicitation document.

Please see Amendment 01. The attachments were included with Amendment 01.

On page 23 of the solicitation, it states that the Job Site Superintendent also may serve as the onsite Safety Manager. On page 161, it states that the On-Site Safety Manager can NOT hold any other responsibilities. Please clarify these contradicting statements.

Section H, Special Clause 3 controls. Page 161 of the Solicitation, Section L.E.3. Contents - PHASE 1:

SUBFACTOR 2B – KEY PERSONNEL is Amended as follows: “Provide resumes for the Project Manager, Job-site Superintendent, On-Site Safety Manager, Quality Control Manager. Key Personnel are subject to the key personnel clause. Provide information for the Key Personnel for each of the positions as set forth in the Solicitation at Section H, Special Clause 3: Key Personnel (Page 23). The positions listed in Section H, Special Clause 3, are considered the minimum key personnel positions required for the duration of the project.

Offerors may propose other disciplines to staff as essential personnel and provide their reasoning for including those positions, define their responsibilities, and provide their resumes. Please try to limit resumes submitted to 5-pages for each individual for Special Clause 3 required Key Personnel or others. See also answer to Question 10.

On page 23 of the solicitation, it states that the QC manager is a separate position that cannot have any other responsibilities on the project. On page 161, it states that other key personnel may hold other responsibilities, except for the safety manager. Can the job site superintendent also fill the role of the QC manager or must it be a standalone position? Please confirm.

No. Please see Section H, Special Clause 3 controls. See also answer to Questions 8 and 10 also.

On page 161, the document does not require a Design Manager, or Rock Scaling and Stabilization superintendent. Due to the procurement being design build and the specialization of the work, we feel it would be beneficial to include these resumes. Please confirm if these additional key positions can be added to the document under Section 2B.

Please provide the disciplines you determine are required for the Project. While those in addition to the Key Personnel listed in Section H: Special Clause 3, will not be required as Key Personnel under Section H, Special Clause 3, putting your best technical team forward and their responsibilities would assist in understanding your technical approach and the personnel you will be assigning to the Project. See also answer to Questions 8 and 9 also.

On page 161 of the RFQ, the subfactors 3A, 3B and 3C require the submission of past performance questionnaires for the referenced projects listed in Section 1B, 1C and 1D. We have some clients that will not fill out a PPQ, but have their own evaluation system. Would it be acceptable to submit CPARS or other past performance documentation in lieu of the Past Performance Questionnaire?

Yes. Past performance information in any format is acceptable. For offerors where past performance information is not provided on the Past Performance Questionnaire, or is not available, will be evaluated in accordance with FAR 15.305(a)(2)(iv). However, we encourage submission of PPQs when available.

Due to the technical and complex nature of this project, we are requesting a one week extension to the Due Date for Phase 2 proposals.

Please remember, only the Phase 1 proposals are due at this time. Do not submit price proposals with Phase 1 as you risk being eliminated as non-responsive. Carefully read the instructions in Section L of the Solicitation. At this time, the estimated due date for Phase 2 proposals as stated in Box 10 of the SF1442 Form, is an estimated due date only and is subject to change. It is unlikely that a 2-week extension would be possible, but some time extension may be considered. After the Phase 1 selection process concludes, the offerors who will be invited to submit price proposals will be notified of the due date for the Phase 2 price proposals.

Please provide a set of drawings showing the Park property boundaries. This information will be critical to determine options for dealing with the landslide. In particular, please provide Park boundaries on Sheets C2, C3, C4 and C5 from file: B08 2 CHOH 241450 FINAL SDs DRAWINGS.

This is being researched and will be provided as soon as possible through another Amendment.
