About this file

This document contains questions and answers regarding solicitation number 140P2020R0044 to upgrade the wastewater treatment plant in Panther Junction, Big Bend National Park. The solicitation seeks to replace the existing wastewater plant with a new package plant that must be easily operated and maintained, compact, fit within the existing footprint, have few moving parts requiring low aeration power of 5 HP or less, and a low capital cost. Vendor 1 claims their system meets these criteria but the National Park Service and Texas Commission on Environmental Quality do not consider it an acceptable substitution as it does not use the same treatment process technology designed and approved for the site. The originally scheduled site visit was canceled due to COVID-19 but pictures of the current worksite conditions will be provided. All questions submitted about the solicitation, drawings or specifications will be answered and published online.

Replace Wastewater Plant Panther Junction- BIBE 218341

Q1: The specifications state the package plant “… must be easily operated and maintained, be compact, fit within the footprint shown in the drawings, have few moving parts, low aeration power use (5 HP) and have a low capital cost. Vendor 1 manufactures a system that meets regulatory standards, requires less moving parts, low aeration power use and has a significantly lower capital cost. Additionally, our package plants install more quickly and can be maintained without shutting down the plant. All of our components can be retrieved and maintained with the plant in operation. If the requirements in the published specification are indeed correct than Vendor 1 should be accepted as an “or equal” or substitution.

A1: National Park Services (NPS) Engineers have confirmed that this is NOT an acceptable substitution. It is not the same process technology as designed and approved by NPS and Texas Commission on Environmental Quality (TCEQ).

Q2: Will the site visit still take place in light of the COVID – 19 outbreak?

A2: Site visit is canceled due to COVID -19.

Q3. Is the site visit mandatory?

A3. The site visit is not mandatory but highly recommended. Due to the cancellation, NPS will provide pictures of current worksite condition on beta.SAM.

Q4. Will you know in advance who has committed to attend?

A4. Site visit is canceled. If you have questions concerning the solicitation, drawings, or specs, please send those questions in an email as we are not allowed to answer questions directly. All questions asked will be answered and published on beta.SAM.
