About this file

This document contains questions and answers related to a federal contract opportunity to upgrade the wastewater treatment plant at Big Bend National Park. The opportunity involves replacing the existing wastewater treatment plant with a new facility. Potable water is available on site for construction use. While a concrete batch plant would not be permitted within the park, the concrete specifications account for transporting concrete 100 miles to the site. Grout 2 feet thick is to be removed from the bottom of an existing clarifier. The height of an existing tank is detailed in attached as-built drawings. The existing 6-foot tall fence must be followed exactly by an underground fence that will be attached to and embedded in concrete for animal deterrence. Interior concrete walls in an existing tank are to be sawcut and removed as detailed in as-built drawings providing approximate demolition quantities. The existing tank will be reused for fire water storage as shown on drawings with piping from an effluent pump.

The related federal contract opportunity is solicitation number 140P2020R0044 to upgrade the wastewater treatment plant at Big Bend National Park, as issued by the National Park Service National Office of the Department of the Interior.

005 - Replace Wastewater Plant Panther Junction- BIBE 218341

Q1: Is there potable water available on site for the contractor to use during the earthwork and also to fill the new concrete tank for testing, or will the contractor be required to haul water from another location?

A1: Yes, water is available. There is a 2 inch standpipe on site with an RPZ backflow device that can be used for all construction needs. 1.5" fire hose will be required for connection and length to the farthest reaches of the proposed plant area is 100 feet. See photo below.

Q2: We have been told that the closest concrete plant is 100 miles from the jobsite. We are concerned with the time and the concrete arriving hot if there are any issue on the commute. Is there a location for a concrete batch plant near jobsite due to remote location of job.

A2: The Park does not want a batch plant located within the Park. The concrete design provided in specifications considered the transport of concrete from Alpine, TX.

Q3: What is the thickness of the grout which is to be removed at the bottom of the clarifier? See note 2 from drawing page C1.1.

A3: 2 ft.

Q4: Please verify height of existing fence, and will new fence follow exact path of existing fence.

A4: 6 ft. New underground fence will follow existing fence and be attached to it.

Q5: Instead of trenching 4' deep and attaching new chain link to the existing fence, we suggest pouring a concrete curb 18" deep (in ground) and 6" above ground in which the existing chain link fence would be embedded in the concrete x 6"-8" wide.

A5: The proposed alternative is not acceptable. The 4 ft. deep underground chain link fence is to prevent animals from digging under the fence, which includes animals that can dig several ft. into the ground to go under a fence.

Q6: 1. Specification section 01 27 00-1 3.1 A.1 states "sawcutting, removing, and disposing of existing WWTP interior walls;" please confirm that all of the walls to be removed in the tank are concrete. Also is there a height of the existing tank? The drawing for the tank is not to scale. Are there asbuilts available or can we have an approximate amount of concrete to be sawcut and demolished?

A6: All walls are concrete. Height of the existing tank is in the As Builts. As Builts titled “Treatment Plant As Builts” are attached.

Q7: Note 1 from drawing page states that tank should be re-purposed however we do not see anywhere in the specifications or drawings what this consists of. Please clarify.

A7: The tank is proposed to be used for fire water storage. As shown in the drawings, there is piping from the effluent pump back to the existing tank in order to fill it.
