About this file

This document contains the results of a hazardous material survey report for the planned renovation of the Big Bend National Park Panther Junction Water Treatment Plant located in Texas. The survey identified three asbestos containing materials including transite panels behind electrical transformers assumed to contain asbestos, black foundation sealant containing 5% chrysotile, and black gasket material containing 60% chrysotile. Biological hazards including rodent droppings were also observed throughout the building. The report provides recommendations for addressing the identified asbestos and biological materials during the planned renovation to prevent exposure to workers.

The related federal contract opportunity is a solicitation to upgrade the Big Bend National Park Panther Junction Waste Water Treatment Plant. The solicitation number is 140P2020R0044 and was issued by the Department of the Interior National Park Service National Office.

Subject: Hazardous Material Survey Report for Big Bend National Park, Panther

Junction, Water Treatment Plant, Located in Texas.

Landmark Project No. 18079.001.001

Dear Mr. Squier:

Landmark Environmental, Inc. (Landmark) has completed a survey for asbestos containing material (ACM) and biological hazards at the Water Treatment Plant (WTP) located at the Big

Bend National Park, Panther Junction (the Site). This survey was performed in support of the planned renovations.

Scope of Work

Landmark’s Industrial Hygienist and United States (U.S.) Environmental Protection Agency

(EPA) Asbestos Hazard Emergency Response Act (AHERA) Certified Asbestos Building

Inspector (CABI) surveyed the Site for asbestos and biological hazards. Landmark personnel were accompanied at the Site by AHERA and Texas certified inspectors from Sun City Analytical, Inc.

(the Sub-Contractor). Fieldwork was performed on September 11, 2018.

Asbestos Containing Materials Survey

Sampling of suspect ACM at the Site was performed by the Sub-Contractor, in accordance with

EPA AHERA and U.S. Occupational Safety and Health Administration (OSHA) Chapter 29 Code of Federal Regulations (CFR) 1926.1101 requirements, Texas Department State Health Services

(TDSHS), as well as generally accepted industry standards.

Bulk samples of accessible suspect ACMs were collected in a representative manner of the materials identified at the Site. Sampling was limited to materials that were visible and readily accessible to the inspector. No destructive investigation sampling was conducted.

The bulk suspect ACM samples were submitted to Moody Labs, located in Farmers Branch, Texas.

Moody Labs is a National Voluntary Laboratory Accreditation Program accredited laboratory, which is also accredited by the American Industrial Hygiene Association. The samples were

Landmark Environmental, Inc. Page 2 of 4 analyzed using Polarized Light Microscopy to determine asbestos type and percent.

Asbestos Regulatory Criteria

Applicable asbestos regulations define ACM as material containing greater than one percent asbestos by weight, volume or surface area, and distinguishes between friable and non-friable forms of ACM.

Friable ACMs can be crumbled or reduced to powder by hand pressure when dry, while non-friable materials cannot. Regulations stipulate that if any one sample of a homogenous material contains greater than one percent asbestos, the entire homogenous area is considered asbestos-containing.

Asbestos Survey Findings

Landmark collected seventy (70) bulk samples from a twenty-four (24) different homogenous areas identified while performing the survey. Two of the suspect ACMs identified contained regulated amounts of asbestos. One of the suspect ACMs was assumed to contain asbestos as it was within a live electrical panel.

A summary of confirmed and assumed ACM is below, and included in Attachment A of this report.

Attachment B includes a summary of non-asbestos material, with photographs of all suspect materials identified in Attachment C. Attachment D includes site figures such as sample locations and confirmed and assumed ACM locations. Finally, Attachment E includes the laboratory analytical results.

Identified ACMs

1. BP01: Board Paneling, assumed Transite panels behind electrical transformers in the workshop area. This material was assumed to contain asbestos as it was not safely accessible for assessment or sampling.

2. FS01: Foundation Sealant, black, tacky, and largely inaccessible due to being below grade.

This material was sampled and confirmed to contain asbestos by laboratory analysis. The material is non-friable and was observed at elevation around the building.

3. GM01: Gasket Material, black, associated with large pipes around the maintenance / utility room. This material was sampled and confirmed to contain asbestos by laboratory analysis.

The material is non-friable.

Observations of Biological Hazards

Landmark conducted limited observations for biological hazards during the site walk through. Due to the potential for rodent droppings and dust, project personnel used appropriate personal protective equipment (PPE) when inside the structure.

Landmark Environmental, Inc. Page 3 of 4

Significant amounts of rodent droppings were observed above the drop ceiling in the office, with low to moderate amounts of rodent droppings observed on the floor surfaces around the entire building. Indication of significant infestation was not observed. Bird and bat guano was not observed around the building. Site personnel warned inspectors of the presence of snakes.

Conclusions and Recommendations

Materials that were sampled and confirmed to contain asbestos may require abatement ahead of renovations at the Site. Materials that were assumed to contain asbestos will require additional sampling to confirm the absence of asbestos, or may require abatement ahead of renovations.

Materials that were sampled, analyzed, and confirmed not to contain asbestos will require no further action. No other suspect ACMs were readily-observable at the Site. Inspection activities were limited to the main structure on the Site.

Biological hazards, including animal droppings and ongoing inhabitation, as would reasonably be expected for a structure of this type, were observed during the Site survey.

It was reported by Site personnel that housekeeping activities have been on-going. It is recommended that the Hantavirus Guidelines, included in Appendix F, be followed by NPS personnel due to the potential to encounter areas of rodent habitation/nesting and/or localized accumulations of feces that may not be readily apparent. Additional housekeeping is recommended as part of the planned roofing rehabilitation project. Stored items should be evaluated by the NPS and either removed as debris/trash and/or organized so that areas of potential habitation are minimized. PPE is recommended when conducting housekeeping and general cleanup work in the building when activities could impact biological materials and it is recommended that workers are trained on applicable NPS Guidance, related hazards, and exposure prevention.

Biological hazards, including the animal droppings, should be addressed at the start the of renovation activities to prevent exposure to workers. All work that occurs before addressing the biological hazards must be performed in accordance to the NPS guidance.

Limitations

It should be noted that no destructive investigation of wall cavities and below grade structures was performed. In the event of demolition or renovation of these areas asbestos could be discovered that was not identified during this investigation.

Landmark performed this asbestos and biological hazard survey in a manner consistent with the level of care and expertise exercised by members of the asbestos and biological hazard inspection and assessment profession. Landmark does not imply or guarantee that every suspect ACM or biological hazards on or in the building has been identified or sampled. Conditions described are

Landmark Environmental, Inc. Page 4 of 4 accounts of the survey date and biological hazard conditions can vary over time.

Landmark appreciates the opportunity to provide our services on this important project. Please feel free to contact us if you have any questions or if we can provide any additional assistance.

Respectfully, Landmark Environmental, Inc.

PECOS NATIONAL HISTORICAL PARK HANTAVIRUS GUIDELINES

PECOS NATIONAL HISTORICAL PARK

HANTAVIRUS GUIDELINES

4-20-2011

Purpose Exposure to Hantavirus in the work environment can result in serious illness for park service personnel. This document serves as Pecos NHP’s Hantavirus exposure control plan. The purpose of this plan is to safely manage Hantavirus related hazards in Pecos NHP. The plan provides guidance on structure assessment, engineering controls, clean-up procedures and employee training for park personnel who may be exposed to rodents and rodent droppings in the course of their duties.

Scope This program applies to all employees, volunteers and contractors that work in Pecos National Historical Park

Policy Pecos NHP is committed to providing a safe and healthful work environment for our staff as well as our volunteers and visitors. It is the policy of Pecos NHP to control the Hantavirus hazard in the park by a combination of engineering controls and use of personal protective equipment. The following Hantavirus control guidelines are provided to eliminate or minimize occupational exposure to Hantavirus.

Program Elements This program has the following elements:

Designation of Responsibilities;

Structure Assessment;

Light Infestation Cleanup Procedures and PPE;

Heavy Infestation Cleanup Procedures and PPE;

Engineering Controls;

Symptoms of Exposure

Training and Education;

Program Evaluation.

Responsibilities Zone Safety Officer and Collateral Duty Safety Officer (CDSO) will:

Provide training on Hantavirus, Maintain training records

Give advice on engineering controls and other rodent control techniques

Supervisors will:

Assure employees follow the guidelines in this program.

Assure the availability of all necessary personal protective equipment including respiratory protection and gloves

Employees will:

Attend Hantavirus training

Follow the Hantavirus protection guidelines

Structure Assessment

Hantavirus, is a virus carried by rodents (mainly deer mice) which are present in some buildings in Pecos NHP.

Deer Mouse- large ears, white underbelly, furry tail, white under-tail.

The IPM coordinator, along with the support of the safety manager or facility manager, will conduct an assessment of all buildings and structures at Pecos NHP and provide a written report indicating if they constitute a harborage for rodents.

Where rodent infestations are found, the building will be placed on a list of structures scheduled for cleanup and installation of rodent proof engineering controls. Those structures will be given a priority on the list based on the expected occupancy of the building and the extent of the rodent harborage.

Generally, a Hantavirus building assessment must be made by entering buildings, some of which may have been unoccupied for a long time, in order to determine the level of rodent activity. Pecos NHP employees who are responsible for performing these assessments are required to follow the Hantavirus protection protocol located below.

Hantavirus Building Assessment Protocol The primary exposure route for Hantavirus infection is inhalation of airborne particles of dried urine or feces. Do not perform any activity which will create dust or aerosolize particles.

Assessment Procedures

1. If the building has been closed and unoccupied, ventilate by opening doors and windows for a minimum of 30 minutes to diffuse potentially infectious aerosolized material.

2. Use cross ventilation whenever possible.

3. Assess the rodent activity. Look for rodent droppings, urine stains, dead rodents, and nesting materials. Do not perform any activity creating dusty conditions during the assessment.

4. Upon completion of assessment, wash hands and face with warm soap and water to prevent potential dermal exposure.

5. If the structure shows signs of light infestation (as in most cases), follow the light infestation clean-up procedures below. If the infestation is heavy (i.e., the cleanup is going to take more than a few minutes), follow the heavy infestation cleanup procedures below.

Light Infestation Clean-up Procedures

1. If the building has been closed and unoccupied, ventilate by opening infectious aerosolized material

2. Put on rubber, latex, nitrile, or vinyl gloves.

3. Saturate dead rodents, rodent droppings and urine stained areas with a disinfectant (i.e., a freshly made 10% bleach solution which is about 1.5 cups of household bleach per gallon of water). When you begin cleaning, it is important that you do not stir up dust by sweeping or vacuuming droppings, urine or nesting materials.

4. Wipe or mop up material and place in a sealed plastic bag, put that bag in a second plastic bag, seal and dispose of it in a covered trash can that is regularly emptied.

5. After the rodent droppings and urine have been removed, disinfect items that might have been contaminated by rodents or their urine and droppings. Mop floors and clean countertops with disinfectant or bleach solution. Steam clean or shampoo upholstered furniture and carpets with evidence of rodent exposure. Wash any bedding and clothing with laundry detergent in hot water if exposed to rodent urine or droppings.

6. Before removing gloves used while cleaning, wash gloved hands with soap and water or spray a disinfectant or bleach solution on gloves before taking them off.

7. Wash hands and face immediately with warm soap and water upon leaving work area.

Heavy Infestation Cleanup Procedures

1. If the building has been closed and unoccupied, ventilate by opening infectious aerosolized material.

2. Use cross ventilation whenever possible.

3. Persons performing heavy infestation cleanup must wear coveralls (such as Tyvek suits) disposable shoe covers (Tyvek Booties) or rubber boots, rubber, latex, vinyl or nitrile gloves, protective goggles and a tight fitting air purifying respirator equipped with HEPA (N-100 or P-100) filters.

Important: Employees must be medically evaluated, trained and fit -tested for the use of this type of respiratory protection.

4. Spray dead rodents, droppings, and urine with a disinfectant (i.e., a freshly made 10% bleach solution which is about 1.5 cups of household bleach per gallon of water) until completely saturated. Remember to avoid creating dust or aerosols; do not collect any materials until they have been completely saturated with the disinfectant solution.

5. All potentially infectious material and contaminated protective clothing

(including respirator filters) from clean-up operations that cannot be burned (or deep buried) should be double bagged in appropriate plastic bags. The bagged material should then be labeled as infectious (if it is to be transported) and disposed of in accordance with local requirements for infectious waste.

7. Personal protective equipment (PPE) such as respirators, hard hats, etc., shall be decontaminated using a disinfectant.
