About this file
This report summarizes an inspection and testing of power cables at Building 436 of the Sandy Hook Unit of Gateway National Recreation Area. Burlington Electrical Testing Company performed a visual inspection of underground power cables and the metering panel at the building. The inspection found 3/0 copper cables in 2 inch EMT conduit entering the ground and connecting to the meter panel. The conduit showed signs of corrosion from partial submergence in salt water. Testing of the phase conductors showed satisfactory results above 2,200 megohms. However, the neutral cable could not be tested as it appeared shorted to ground at the transformer. The report recommends replacing the meter panel and conduit due to continual corrosion risks from salt water exposure. It also suggests scheduling cable inspection at the utility transformer and potentially replacing the entire cable run with wet-rated cable in PVC conduit.

REPORT
Mr. Mike Kelly Issued to: Shelly Electric Date of Report: 3/12/15
1126 Callowhill Street Philadelphia, PA 19123 Report No: 21-0182M
Project: Sandy Hook Building 436
Highlands, NJ
Description: Perform Inspection and Testing of power cables at the National Park Service Building 436
Burlington Electrical Testing performed a visual inspection of the cables and metering pan at the National Park Service Building 436 (Figure 1). Inspection showed underground service in conduit. There is a section of 2 inch EMT pipe coming out of the ground and into the pan. It is unknown if this pipe continues underground to the transformer or if it changes over to different material or ends and the wire continues on directly in earth. The conductors are size 3/0 THHN 600V rated single conductor made of copper. This type cable is not rated for direct burial and therefore we expect that the conduit is continuous.
It was determined by looking at the high water mark that a least one end of the conduit was submerged, likely leaving the conduit full of salt water for an extended period. See rust line (Figure 2)
The transformer that appears to feed the metering pan (Figure 3) is about 90 feet from the building, and is sealed and energized. The cables at that end could not be inspected because the transformer belongs to JCPL and is locked.
The cables were not energized and therefore we can assume they are not connected inside to the transformer. The phase conductors were tested at 1000 VDC for one minute phase-to-phase and phase-to-ground and tested satisfactory, all results > 2,200 megohms. The neutral cable could not be tested as it appeared to be shorted to ground. It is believed that the neutral is still attached to the transformer secondary and bonded to ground there which is real reason it can’t be tested.
The meter pan as well as the exposed ends of the conductors show some signs of corrosion in (Figure 2 and Figures 4-7). No major damage or burn marks were found.
It may be possible to thoroughly clean the meter pan and cable ends, but the exposure to the salt water and air will likely cause continual corrosion. Therefore, it is recommended they replace the meter pan and schedule a visual inspection at the utility transformer end of the cables. It may also be advantageous to replace the conduit and wire completely since the conduit may have filled with water. Installing wet rated cable, like THW, in PVC conduit would be an option.
This report certifies that the above equipment has been tested in compliance with recognized standards or for safe use in a specific manner, or in accordance with Federal, State or Municipal regulations. The report is accurate and true to the best of our knowledge and belief. All equipment used in making physical determinations is accurate and bears recent and direct traceability to the National Bureau of Standards (NBS).
