436 COVE VISITOR CENTER

BUILDING DESCRIPTION

Building #436 is the Visitor Center near Spermaceti Cove (located about 3 miles south of Fort Hancock between Beach Centers D and E). Building 436 is a 3,666 sq. ft. structure that was formerly the Spermaceti Cove Life Saving Station.

Two-story building with a four-story tower attached on the east side. The first story finishes include wood floors, wood trim and plaster on lath ceiling (covered in most rooms). Windows are double hung and the doors are wood-paneled. In the largest room, brick of the original exterior wall is exposed and painted.

Second floor also has wood floors and composite tile in the bathrooms. Ceilings are drywall in some locations.

SCOPE OF WORK

The National Park Service is required to comply with Director’s Order 77.2 which states that critical building systems shall be made flood-resilient (located a minimum of one foot above the FEMA advisory elevation). The Sandy Hook Unit of the Gateway National Recreation Area is a coastal park which suffered substantial damage during Hurricane Sandy in October 2012.

Construction work includes repairs to hurricane damage at the interior and exterior of the building, including windows, doors, siding, roofing, porch, wall and floor finishes, woodwork, barrier-free toilet rooms and other improvements to accessibility. New mechanical, electrical, low voltage building systems, fire alarm, and plumbing systems are included, and site work to accommodate utilities. Site work includes an underground propane tank and connections to the building; a bollard-mounted door operator for barrier-free access; and connection of the new porch and steps to an existing boardwalk. Selective removals include an exterior stair. The project also includes a lightning protection system.

The scope of the work is limited to repair of damages incurred during Hurricane Sandy in October, 2012 and increasing resiliency for future storms. While the project is not intended as a full rehabilitation of the building, all work completed must comply with the Secretary of the Interior’s Standards for Rehabilitation and ABA Accessibility Standards and to meet resiliency requirements while complying with historic structure status.

1. The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.
