About this file

This document contains three scaffolding inspection reports for the Tortugas Harbor Lighthouse and related maintenance checklists. The reports were conducted by Enterprise Scaffolding, Inc. on October 2nd, 2018, December 1st, 2018, and November 23rd, 2019. They found the scaffolding and shoring to be in generally good condition with minor adjustments needed. Some screw jacks and wall brace clamps showed signs of corrosion but no structural issues. The November 2019 report noted a portion of the catwalk was unsafe.

The related federal contract opportunity is for scaffolding and shoring maintenance at Dry Tortugas National Park, Florida under Solicitation 140P2020R0004 from the Department of the Interior National Park Service. The incumbent contractor appears to be Enterprise Scaffolding, Inc. based on the inspection reports. No pricing, response dates or award dates are included in the provided documents.

Scaffold and Shoring Maintenance Checklist

TORTUGAS HARBOR LIGHTHOUSE

SHORING INSPECTION REPORT

INSPECTION DATE: OCTOBER 2, 2018

The existing shoring was inspected by Enterprise Scaffolding, Inc. The inspection was performed by certified competent persons with extensive knowledge in scaffolding and shoring.

The scaffolding / shoring was found to be in good condition. The scaffolding /shoring is structurally sound and required minimal adjustments, mostly at the base where some settling had occurred. The scaffolding / shoring was green tagged and safe to use for it’s intended purpose.

The scaffolding is not to be used as a means of access to perform work on the lighthouse.

Climbing on the scaffolding should be prevented unless performing scheduled inspections. There are no work platforms, guard rail system or means of safe access as required by OSHA. The scaffolding was constructed to secure, stabilize, and provide supplemental support to the existing structure.

Please view inspection finding and photos on the following pages.

Inspection Details

STABILITY:

The scaffolding /shoring structure is rigid and stable. While performing the inspection, the scaffolding did not sway or move while climbing around the structure. There was no evidence of the scaffolding moving at any time since construction.

SCAFFOLDING BASE / SCREW JACKS AND MUDSILLS:

The blocking/mudsills beneath the adjustable screw jack were in good condition. The wood blocking was not rotting or splitting and was in overall good condition. Several of the adjustable screw jacks needed adjustment where the vertical columns were installed on top of soil or sand, as some settling had occurred. The screw jacks were inspected and adjusted as necessary where the settling occurred. Screw jacks with longer screw arms showed no signs of surface rust or rot. The small arm screw jacks show signs of rot, but the rot has not compromised the structural integrity of the screw jack

VERTICAL STANDARDS, HORIZONTAL LEDGERS AND DIAGONAL BRACING

All wedge lock connections were inspected and hammered tight. The connections were in good condition and very few connections required additional tightening. The condition of the main support structure was good and did not show signs movement or weakening.

WALL BRACING / 2” DIAMETER TUBING AND CLAMPS

The wall bracing did not require additional tightening. The wall braces were tight to the structure. Surface rust was apparent on the hollow 2” diameter tubing. The rust is limited to the surface and did not appear to affect the strength of the tubes. The clamps connecting the tubes were in good condition. The rust on the clamp threads has not affected the ability to tighten or loosen the clamps.

NEEDLE BEAMS AND CANTILEVERED BEAMS

The steel beams bracing and installed thru the lighthouse were in good condition. The clamps securing the beams to the supporting structure showed no signs of movement and the clamps were tight. Full bearing was in place were the main support beams rested on the support beams.

LANTERN BRACING AND BLOCKING

The lantern bracing, steel I-beams and blocking were in good condition. The wood wedges were still in place and tight. All blocking was tight to the lantern and there were no signs of movement.

INTERIOR SHORING

Due to limited access and lighting, photos of the interior shoring are not shown as they were not clear enough to show the condition of the interior shoring. The interior shoring is in good condition and did not show signs of movement.

The upper steel beams had full steel on steel bearing and the intersecting beams steel beams are in good condition with only minor surface rust.

Is the blocking in good condition?

Are the ledgers level or, if not level, as designed?

Are the ledgers correctly secured?

Are the joints in the ledgers correctly secured?

The scaffolding /shoring structure is rigid and stable. While performing the inspection, the scaffolding did not sway or move while climbing around the structure. There was no evidence of scaffolding movement since the last inspection.

The lantern bracing, steel I-beams and blocking were in good condition. The wood wedges were still in place and tight. All blocking was tight to the lantern and there were no signs of movement.

INTERIOR SHORING

Since the last inspection on October 2nd, 2018, several of the wood cribbing timbers supporting the underside of the lantern platform had been removed. Due to the location of the cribbing timbers that were removed and the area from which they were removed, I’m assuming they were removed to access the lantern platform, as the cribbing timbers blocked access to the lantern platform. The cribbing timbers were reinstalled to ensure full bearing on the underside of the lantern platform.

The upper steel beams had full steel on steel bearing and the intersecting beams steel beams are in good condition with only minor surface rust.

INSPECTION DATE: NOVEMBER 23, 2019

The existing shoring was inspected by Enterprise Scaffolding, Inc. The inspection was performed by certified competent persons with extensive knowledge in scaffolding and shoring.

The scaffolding / shoring was found to be in good condition... The scaffolding / shoring was green tagged and safe to use for its current purpose.

At this time, the scaffolding shouldn’t be used as a means of access to perform work on the lighthouse. The scaffolding requires work platforms, a guard rail system and means of safe access per OSHA requirements. Climbing on the scaffolding should be prevented unless performing scheduled inspections.

Please view inspection finding and photos on the following pages.

The scaffolding /shoring structure is rigid and stable. While performing the inspection, the scaffolding did not sway or move while climbing around the structure. There was no evidence of the movement since the September ‘19 inspection.

SCAFFOLDING BASE / SCREW JACKS AND MUDSILLS:

The blocking/mudsills beneath the adjustable screw jack were in good condition. The wood blocking was not rotting or splitting and was in overall good condition. Most of the screw jacks show signs of significant rust and corrosion. The corrosion has not compromised the structural integrity of the screw jack.

Although there is surface rust, the wedge lock connections were inspected and were found to be in good condition.

The clamps connecting the tubes are in poor condition. The rust on the clamp threads is significant. The clamps may need to be removed with an impact wrench and will require soaking in lubricant prior to dismantle (recommend spraying with lubricant the day before removal.

NEEDLE BEAMS AND CANTILEVERED bEAMS

The steel beams bracing and installed thru the lighthouse were in good condition. The clamps securing the beams to the supporting structure showed no signs of movement and the clamps were tight. Full steel on steel bearing was apparent at all overlapping beams.

The lantern bracing, steel I-beams and blocking were in good condition. Wood wedges were installed were necessary. All blocking was tight to the lantern and there were no signs of movement. A portion of the catwalk is unsupported and unsafe to walk on. I recommend closing off access to the catwalk and adding signage and/or red danger tape.

Interior Shoring

The wood cribbing timbers and shims supporting the underside of the lantern platform did not require additional shimming and were in good condition. The cribbing timbers had full bearing on the underside of the lantern platform.
