Introduction

Forensic Analytical Consulting Services (FACS) was retained by Architectural Resources Group, Inc.

(ARG) to conduct soil sampling for asbestos and lead sampling at the above referenced facility. The scope of work includes a client-directed sampling of soil from two borings located on the property.

The sampling was conducted by Peter Radzinski of FACS on March 17, 2011.

Methodology

Samples of the soil under a hard cap structure that made up the roofs over old military batteries were collected for analysis by scooping out soil from the bore hole then placing the soil into clean containers with each sample assigned a unique identification number associated with the sample location.

The inspector of this survey is a California certified asbestos site surveillance technician.

The lead sampling was performed for workers protection purposes and was not intended as a US Department of Housing and Urban Development (HUD) Lead-Based Paint Inspection.

Bulk samples collected in this survey are submitted to Forensic Analytical Laboratories Inc. for analysis by polarized light microscopy (asbestos samples) and atomic absorption spectrometry (lead samples).

Forensic Analytical Laboratories Inc. is an American Industrial Hygiene Association (AIHA) accredited laboratory and participates in the National Volunteer Laboratory Accreditation Program (NVLAP) quality assurance/quality control program.

Site Characterization

The project area was the roofs over the batteries referred to as the “Investigation of North Barbette Tier Leaks” at the Fort Point NHS inSan Francisco, California.

Findings

Asbestos Sampling Findings

Two samples of soil were collected for this project one from each of two core locations and submitted for analysis of asbestos content. Field sample logs and laboratory reports are available in the appendix.

The following table presents the sampling results.

No asbestos was detected in the soil from the two core sample locations.

Lead Sampling Findings

Two samples of soil were collected for this project one from each of two core locations and submitted for analysis of lead content. Field sample logs and laboratory reports are available in the appendix.

The following table presents the sampling results.

Lead was present in each of the two samples of soil collected from the cores. Sample Pb-02, which had a result of 650 milligrams of lead per kilogram of soil (mg/kg) will need to be analyzed for soluble lead if it were to be disposed of off site.

Conclusions

FACS performed a client-directed soil sampling for asbestos and lead for the “Investigation of North Barbette Tier Leaks”project at the Fort Point NHS in San Francisco, California. The soil was found to contain lead ranging from 83 to 650 mg/kg and no asbestos was detected in the soil.

Recommendations

Perform a test for soluble lead on any soil expected to be disposed of as part of the waste characterization.

Because of the presence of lead in the soil at these locations, any work disturbing this soil shall comply with the Cal-OSHA 8CCR 1532.1 Lead in Construction Standard.

This investigation is limited to the conditions and practices observed and information made available to FACS. The methods, conclusions, and recommendations provided are based on FACS’ judgment, experience and the standard of practice for professional service. They are subject to the limitations and variability inherent in the methodology employed. As with all environmental investigations, this investigation is limited to the defined scope and does not purport to set forth all hazards, nor indicate that other hazards do not exist.
