1 4/17/2019 Key Note #1 on sheet A1 indicates that the existing topping slab and the existing structural slab are to be removed. Is there an existing structural slab, or is it just sand bedding below? Please provide the thickness of both existing slabs.

How are these slabs currently attached to the existing structure?

Our understanding is that there is just 1 slab, but it is thicker than a modern topping slab in some areas (2-4 inches overall thickness). Reference photos from previous, sample demolition activities are attached. The existing slab does not appear to be reinforced or attached to the existing structure.

2 4/17/2019 Please provide span and loading requirements for the “(N) Concrete Structural Slab.” Is this slab intended to span between the existing casemate arches (19ft oc) and support all roof gravity and lateral loads?

Normal foot traffic loading. Slab needs to support normal pedestrian traffic but does not need to support any other loads – this is basically a slab on grade, but the grade is existing dirt fill on top of the Fort. It can rest directly on the existing Fort structure. There is no minimum or maximum span – contractor to design and pour in reasonable sections based on access and proposed schedule.

3 4/17/2019 Plans indicate to assume the “(N) Concrete Structural Slab” is 4” thick and conventionally reinforced. Please note that ACI 318-14 7.3.1.1 specifies that the minimum thickness of a conventionally reinforced one-way slab w/ both ends continuous is L/28. Please confirm that the span conditions of the “(N) 4” Concrete Structural Slab” shown in the contract documents will meet the minimum thickness criteria of ACI 318-14.

Note that this is structurally similar to a slab on grade, not a one-way slab. Contractor to provide engineer to design reinforcement, proposed spans and control joints, and stamped final design. All work shall meet ACI standards.

4 4/17/2019 If the “(N) Concrete Structural Slab” is significantly thicker than the (E) Concrete Structural Slab OR sand bedding that it is replacing, then the additional mass of the new slab could exceed both the 5% (gravity) and 10% (lateral) limits of Sections 807.4 and 807.5 of the 2016 CEBC. This could trigger both gravity and lateral upgrades of (E) structural elements throughout the building OR could require a light weight mix design with light weight aggregate (if so, this could significantly increase the price of concrete). Please confirm that any such mandatory gravity and lateral upgrades per the 2016 CEBC would not be required, or are outside of the scope of this contract. Also, please confirm that we should be bidding a normal weight mix design or if we need to account for a light weight mix design.

For the purpose of bidding, assume no mandatory gravity or lateral upgrades will be required. Assume normal weight aggregate. Note that the applicable code for this project is the 2009 IBC.

5 4/17/2019 During the walk through the architect of record mentioned no mortar is to be removed before and or during the repointing. It was also mentioned that there could be discrepancies between iterations of the spec documents.

Section 04 11 00, Section 3.5 of the project specs dictates requirements for mortar removal. There is also mention of mortar removal in CLIN definitions. Is the contractor required to remove mortar per specs or will there be no mortar removal as discussed on the pre bid?

The design intent is that intact mortar is to remain in place.

No repointing is to occur where existing mortar is flush with the brick face. This is not a 100% repointing project. There will, however, be areas where there are remnants of deteriorated mortar, which will need to be cleared to a depth appropriate for repointing. See attached reference photograph.

6 4/17/2019 Will the contractor be permitted to stage any equipment, scaffolding, materials, etc. within the interior of the structure (in 2nd-3rd floor casemates or on 1st floor parade area) on non-working days - assuming appropriate barricades are placed to protect the public?

The second and third level casemates are within the contractor's work area during the project and may be closed to the public at the contractor's discretion. The Parade and first level casemates are open to the public when the Fort is open. The contractor can occupy the parade for scaffolding to do their work on the parade facing casemate walls. It is not the intent of this contract for the contractor to stage or store material on the parade when the Fort is open. Temporary staging of equipment and material on the Parade is subject to the contracting officer's approval

9 4/17/2019 Where is the current water service located? Section 01 50 00 says contractor is permitted to utilize existing water utility without metering and without charge. Section 01 31 00, part 1.9 B mentions a new potential water meter permit. Please advise.

There is a fire hydrant located across from the sallyport at the base of the bluff. The contractor shall coordinate for the use of water with the Water Utility, the Presidio Trust.

The contractor shall be responsible for all costs incurred.

10 4/17/2019 Where is current electric service located? For reference only, the electrical service is located in the room just to the west of the sallyport. The following statement should be in the Summary of the Work. There is inadequate power at the fort to support construction operations. The contractor is responsible for providing all power for construction.

11 5/2/2019 Please confirm that all of the work shown on Drawing Sheets A6 is to be included in the CLIN #1 portion of the bid?

12 5/2/2019 The Cleaning Scope as Described in Specification Sections 012700 & 040120 includes both "biological growth cleaning” & “general masonry cleaning”. However, the “Contract Price Schedule” and Spec Section 012700 seem to only include the quantity of cleaning for the “biological growth cleaning”. For example, the west elevation portion of the project is approximately 3,600 sf of wall (which would require “General Masonry Cleaning” but only 675 sf of cleaning is called out for the entire Contract Line Item No. 1.

Please clarify where we are to include the price for the “General Masonry Cleaning” on the Contract Price Schedule?

Bid to include general masonry cleaning only in quantities listed in 01 27 00, at locations identified as containing biological growth on drawings. No overall cleaning of building is in project beyond post-repointing general clean-up specified in 04 11 00 3.9

13 5/2/2019 Please identify the various “biological contaminants” we will be cleaning from the facade? Namely, what algae are present and are they toxic in any way?

Identified species are green algae Protococcus (Chlorococcum) , orange algae Trentopholia aurea , and yellow lichen Xanthoria parietina . See attached report for detailed descriptions of each.

23 5/6/2019 In the solicitation page 150 of 167, paragraph d, Sub-Factor D for Past Performance states that "Forms shall be submitted with the prime contractor's proposal". Please confirm this means that all Past Performance Questionnaires do not return directly to NPS contracting officer? It is stated on the PPQ form that completed PPQ's are to be returned to the NPS contracting officer. Please clarify this discrepancy

Due to the conflict, the Government will accept submissions either way. Offerors must assure Points of Contact information is accurate. See Amendment #4.

24 5/6/2019 Volume 1 Technical RFP contains blank PPQ forms to submit to past clients for them to complete the evaluation and return the fully completed form to be submitted to NPS with the RFP. If we have prior PPQ forms identical to this form, from prior NPS projects for which we submitted a proposal, is it permitted to submit the form completed by our client from the previous project on this RFP for Fort Point rather than request them to complete the same PPQ again? To clarify if permitted, this would mean the PPQ forms would dated prior to this project.

Due to the conflict, the Government will accept submissions either way. Offerors must assure Points of Contact information is accurate. See Amendment #4.

27 5/6/2019 Scaffold is required to access all areas of the structure for execution of the work. A draft concept scaffold plan is requested for the RFP response. No reference is found in the solicitation documents for scaffold to be enclosed with scrim. However, it must be assumed scrim will be needed to protect new tuckpointing from wind and sun exposure for proper cure. Until scaffold engineered plans and calculations are performed for stamped engineered plans, wind forces acting on the scaffold structure are not known. It cannot be assumed that a free-standing scaffold wrapped in full scrim can withstand wind forces acting on it.

Understanding this requirement, please state any limitations or special instructions in attaching to or bracing against the brick structure for support of scaffold if and as needed realizing that scrim covered scaffold increases required strength to resist wind forces.

As at any historic brick structure, install any connections to the masonry at mortar joints or other locations of repair using non-expansive fasteners. Do not cause damage to existing, intact brick masonry.

5/6/2019 No provisions are included in solicitation documents on design requirements of scaffold erected to access the structure. For determining wind forces on the temporary scaffold structure, please clarify design requirements per ASCE standards; and if any reductions per ASCE 37 in wind forces are permitted on the basis of the scaffold being a temporary structure.

No special provisions. Follow requirements of authorities having jurisdiction on federal government property.

No specific provisions. The contractor is responsible to keep their work site secure. At low tide, the Fort can be approached from the beach to the southwest.

5/6/2019 . There are security cameras in position to monitor perimeter around the fort structure. When scaffold is erected, the scaffold may obstruct view of the existing cameras. In such instances does the contractor have any responsibility for temporary movement of cameras, placement to temporary cameras to provide view for monitoring of the area?

The Golden Gate Bridge District is responsible for relocating their cameras. The contractor will cooperate with the Bridge District should they wish to temporarily mount the camera on the scaffolding. All mounting costs are the responsibility of the Bridge District. Provide a minimum of 5 working days or 7 calendar days not counting holidays notice of when camera will need to be relocated.

5/6/2019 Section 011100 states that work hours are M-F 7:00 a.m. to 5:00 p.m.. At the site visit it was discussed that the fort is open to the public on Friday, Saturday and Sunday and that the contractor may not want to work Friday. Please designate all firm and formal restrictions on the contractor work week that will impact ability of the contractor to complete the work. Is it possible that weekend will be regularly approved for work if necessary to maintain schedule for the project?

5/6/2019 The main gate at the entrance is capable of being closed and locked to prevent vehicular traffic to the site. What agency has control of that gate?

What time frames or days is the gate regularly closed? Will the contractor ever be limited to vehicular access to site by this gate being closed? Who must the contractor coordinate with if the gate is closed and the contractor requires access to site?

5/6/2019 Staging plan does not designate a loading/unloading zone for semi-tractor trailer or other deliveries to site. Please designate/clarify a loading/unloading zone for all deliveries and pickups considering there will be substantial space needed to receive and offload and loading of semi-tractor trailers for scaffold and other equipment/materials.

Staging areas are designated on the drawings. Temporary blocking of parking and drives must be cleared 5 working days in advance with the Contracting Officer. The contractor is responsible for all traffic control, signage and safety barriers. The exterior of the Fort is to remain open to the public.

The park has no load limits on its roads at the Fort. The contractor must confirm with the surrounding jurisdictions (Presidio Trust, City and County of San Francisco, Golden Gate Bridge District, Caltrans) if they have any load or size limits on the routes selected to get equipment and materials to and from the site. The contractor is also responsible for confirming the suitability of the size of the equipment being delivered to the site against the size, layout and grade of the surrounding roads.

5/6/2019 If trial cleaning samples with CSP Bio-Cleaner (MasonRe B+), as manufactured by Cathedral Stone Products have been conducted, has any lab testing of the runoff been conducted to determine suitability of disposing the runoff into storm sewers, or to know if the runoff will require treatment prior to disposal. If so, please provide report with such information.

Follow manufacturer's recommendations (which in this case include reclaiming of all waste and residue for treatment prior to disposal). Actual composition of runoff will dictate disposal requirements and Contractor's means and methods (such as water volume) provide some control over that composition.

5/6/2019 Is cleaning of masonry surfaces limited to exclusive use of CSP Bio-Cleaner (MasonRe B+), as manufactured by Cathedral Stone Products, or will NPS consider use of alternate cleaning agents?

Alternate cleaning agents will be considered during the mock-up process. Bid the specified products and processes.

5/6/2019 It was stated at the site visit that designated unit quantities for tuckpointing and cleaning in the bid documents and solicitation documents will be applied by the design team in an inspection process following NTP and erection of scaffold to provide full access to structure elevations. Please describe this process more completely and how areas will be surveyed, selected for treatment and documented by the design team in coordination with the contractor such that all wall areas are clearly marked and documented in a manner that is trackable so that there are no discrepancies later in the process and NPS has assurance that all SF quantities of tuckpointing and cleaning work are properly applied and executed over the given wall areas. Without a detailed plan in advance of how to survey entire façade areas for application of the tuckpointing and cleaning quantities and designation of roles and responsibilities of the contractor and design team and how both will collaborate on this process, the work required for this effort may become a type of "log jam" in the process and negatively impact the project schedule at no blame to the contractor because no plan was laid out in advance of the project. Please provide clear direction and roles and responsibilities of all parties for detailed survey of the structure for application of unit quantities of work.

After Contractor has provided access to full wall areas, a pre-installation conference will be held to confirm that all parties are in agreement with locations of work. Agreed upon locations will be physically marked with chalk and/or tape. If a "log jam" caused by the process creates project delays, then the project schedule will be extended accordingly.

5/6/2019 The west elevation facing the ocean seawall has considerable sand against the building. Sand does not provide a sound bearing surface for erection of scaffold.

What measures are acceptable to NPS for the contractor to provide adequate bearing surfaces for erection of scaffold?

Contractor's bid price to include their proposed means and methods for accessing the areas of work. If that includes a scaffold, provide a safe scaffold for the site conditions.

5/6/2019 In reference to the unit prices contained in the price schedule, the unit prices are described to be multiplied by the quantity for each unit price item to equal the extended price. It was described in the site visit that unit prices for additional work are not intended to be the same unit prices as those noted in the price schedule. Please clarify intent and function of the unit prices and how they apply to the price schedule and will be used to modify applied quantities of work on the project.?

The unit prices to be filled out on the Contract Price Schedule must include all costs to complete the work per each CLIN, including mobilization, demobilization, general conditions, protection, access, etc. The additional unit prices requested per section 01 22 00 would be additive to the contracted project work, so mobilization, general conditions, access, etc would already be provided. The additional unit prices therefore only need to include labor and materials to perform additional repointing, cleaning, or repair beyond the quantities identified in the documents.

5/6/2019 Question on configuration of Base Bid quantities & Bid Option quantities - Contract Price Schedule contains specific unit quantities of work for tuckpointing, masonry cleaning and brick replacement for both Base Price and Options A, B & C. Those unit quantities are not reflected in the Unit Price spec section 012200. Is that intentional? Scope of work shown on the plan sheets is in percentages of area, such as shown on Sheet A6 where repointing is designated in percentage of wall area. This condition of inconsistent representation of quantities of work between the Contract Price Schedule, spec and plans is typical throughout the documents. Please clarify which quantities of work rule and clarify any discrepancies.

See description 2 lines above discussing unit prices. The Contract Price Schedule is to be filled out per 01 27 00.

Section 01 22 00 is only for pricing of unit price work on top of the base contract quantities.

5/6/2019 Key Note 1 on Sheet A1 describes removal of the concrete topping slab and structural concrete slab. At the site visit it was stated that there is no structural slab and that there is only a 2" topping slab over existing fill. It was further discussed at the meeting that existing slab is above the elevation of the granite wall cap at the parade wall side, and that existing fill will have to be removed to facilitate installation of the new 4" structural slab and 2" topping slab that must be flush with the granite wall cap on the parade wall side. There is no section view of existing conditions in the drawings or section view directly showing the conditions described above. Please provide accurate section view drawings depicting the following:

a. Current thickness and placement of existing concrete

b. Current elevation of existing fill

c. Composition of existing fill

d. Amount of fill to be removed to accommodate and prepare for new 4" slab & 2" topping slab to be flush with the granite wall cap stone at the parade wall

See response to first line. Fill will have to be removed to accommodate a new 6 inches of concrete where there is currently only around 2 inches of existing concrete. See attached report describing existing fill and hazardous materials.

5/6/2019 Detail 1/A8 contains a note that states "Sand fill - minimally disturb only as required to install new slab. Please designate amount of fill required to be removed to prepare for installation of new concrete. Further, with removal of fill and disturbance of fill to accomplish this, please clarify if leveling of the fill and compaction is required prior to installation of new concrete structural slab.

a. If compaction is required, please designate desired soil or fill density or rate of compaction required.

b. If compaction is required, please state limitations on compaction methods given the supporting masonry brick arched structure beneath.

Approximately 4" of fill will require removal, after 2" inches of concrete is removed. No compaction; leveling only as necessary to achieve level new slab above.

We believe there is always at least a couple inches of sand fill and/or brick loose-laid in sand, as shown in 1/A8.

5/6/2019 At the site visit it was discussed that selection of repointing areas or application of the unit quantities of repointing will primarily be focused on mortar joints that are clearly missing or void of sound mortar, implying that extensive mortar removal is not planned or intended for this project.

That concept is not designated in the current plans. The difference between what is stated above and extensive removal of bad mortar to prepare mortar joints for new mortar is a substantial cost difference in labor. Please accurately describe the planned and intended amount of mortar removal that should be assumed for this project by the contractor and accounted for in the bid amount.

5/6/2019 Masonry cleaning for the project requires removal of significant amount of biological growth on brick and granite masonry around the structure. Please provide all specie names for the various organic growths to be removed along with information to verify if removal of the growths presents a biological hazard to project workers and if any special protection is required. Please state if an industrial hygienist should be retained for the project to verify safe working conditions for removal of the growth and to monitor work for safe working conditions.

There are some existing historical utility trenches and conduit runs. The park used to have a rodman cannon with an iron carriage in the center of the parade before it was moved to the 1st Tier Casemates. No specific limits for bearing pressures are proposed.
